DRAFT MINUTES of the Parish Council meeting held on MONDAY 28th April, 2014 at 6.30pm upstairs in the Council Chamber, Town Hall.

Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), D. Evans, P. Shields (MDC), H. Kochanowski, S. Moody, M. Ellis and D. Harrison.

Apologies: Cllrs. J. Allin (NCC), A. Wetton (MDC), J.S. Dale and M. Needham.

9109.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

9110. MINUTES OF PARISH COUNCIL MEETING – Monday 17th March, 2014 accepted as a true record with a couple of amendments.

9111. ANNUAL PARISH MEETING – minutes from last year 18th March 2013

9112. MINUTES OF THE ANNUAL PARISH MEETING – The minutes for this meeting will be signed at next year’s meeting. It was a very poor turn-out, no public were present, the meeting was opened then closed after waiting 10 minutes.

9113. CRIME AND DISORDER – No Police present.
A meeting has been arranged to address the motorbike nuisance issues on Wood Lane on Wednesday 14th May at 6pm. Cllrs Kerr, Crawford, Ellis and Moody will be present, Inspt Mark Webster, Mick Barton MDC and the residents. Cllr. Kerr said if any other councillors wish to attend they would be most welcome, he will ask Inspt Webster where are our Police team?

PUBLIC PARTICIPATION : No public present.

9114.  TOWN HALL – A Reception Supervisor has been appointed, Amanda Cooper one of our volunteers she officially started on Tues 22nd April and is contracted to work 14 hours @ £7.65 per hour. Cllr. J. Kerr asked members to look into the possibility of forming a charitable trust.

9115.  SHOP – Contracts have been exchanged and the shop is now open. Cllr. Kerr said it would be good to have a photo outside the shop when the sign is up for the next edition of Warsop News. Rob Illsley’s fee is £296.00 this will be paid on receipt of his invoice. This item will now be removed from the agenda.
                                
9116.  WARSOP AND DISTRICT NEWS – May edition front page will feature P-Day and the list of supporters out on Wednesday. Tania has ordered and paid for 4 new delivery bags as we have 3 new deliverers.

9117.  P-DAY – Poppy seeds have been planted on Mansfield Road, the Orchard on the Carrs is the designated area to plant on 11th May. The bench in honour of Robert Bye VC will be unveiled together with a memorial stone for Lee Bonsall. Poppy merchandise is on sale in the Town Hall.

9118.  CARNIVAL – Cllr. Shields commented that everything is coming together, the acts are booked the music stage is full,  the last SAG meeting went well and we are hoping to get the event management plan signed off at the next one. Next carnival meeting is Tuesday 6th May.

9119.  BIG WARSOP – Another round of Community Chest grants have recently been awarded and work started on the Eastwood building on Friday. Cllr. Moody suggested that as the Eastwood Building is owned by Warsop Youth Club, there should be a separate item on the agenda.

9120.  NEIGHBOURHOOD PLAN – The event bus visited Warsop Market and toured round the Parish to hand out questionnaires and talk to people.

9121.  F&GP MEETING – minutes for information only. It was unanimously agreed to grant Hetts Holiday Club £250 from section 137.

Barry Woodcock has been appointed as our internal auditor on Thursday 15th May at 9am.

  1. Land off Mosscarr Cl  - erection of 2 no. concrete sectional garages
  2. Old school building off Carter Ln - 2 no. non-illuminated advertisements
    1. The Carrs – Cllr. Shields gave an update, the silt tests have been done the results should be back Friday and plans for the de-silting are in place. The work will start after the Carnival and when Bowrings can take the silt.
