DRAFT MINUTES of the Parish Council meeting held on MONDAY 16th June, 2014 at 6.30pm upstairs in the Council Chamber, Town Hall.
Present: Cllrs. S. Moody, (Chairman), P. Crawford (Vice-Chairman), J. Kerr P. Shields (MDC), J. Allin (NCC), M. Needham, J.S. Dale and M. Ellis.
Members of the public.

Apologies: Cllrs. D. Harrison, H. Kochanowski and A. Wetton. PCSO Catherine Darby.

CLLR. DEREK EVANS- The Chairman asked everyone to stand for one minute silence in memory of Cllr. Derek Evans who sadly passed away recently. Cllr Evans was very experienced in local government and he brought that experience to his dual role of district and parish councillor.  He was the kind of person that every community needs - devoting his free time, ambition and determination to make a positive difference in his local community.  Our condolences go to his wife Christine.

CLLR. BRIAN SMITH – The Chairman spoke of Brian’s contribution to Warsop Parish Council, over 30 years of commitment to his community,

9149.  CASUAL VACANCY – The Clerk is liaising with MDC’s Elections office.

9150. CRIME AND DISORDER – No Police present but as requested Insp Mark Webster email as update and each member was handed a copy.
The Chairman read out his last paragraph “On a personal note, I was extremely sorry to hear of the death of Cllr. Derek Evans and this is echoed by Warsop Beat Team. Derek was always approachable and keen to do his best for his constituents and the community. He was always supportive of the Police and we will miss him.

PUBLIC PARTICIPATION – The Chairman thanked everyone for coming, the council chamber was full for the first time in a very long time. Under the circumstances he allowed dialogue to take place for 20 minutes.

The community came to voice their anger at the mowing of the poppy plants on Mansfield Road which were set a few weeks ago by Warsop’s Real Poppy Campaign, 2kg of seeds were put where the old flower beds used to be and part of the National Campaign to plant the country red with flanders poppies which the Warsop group have taken on with such passion. MDC assured the group that they would not be mown and the designated planting area on the Carrs would be left alone too until after they had flowered and seeded. On Friday morning the beds had been mowed together with part of the area on the Carrs. Martyn Thurman from MDC gave a public apology stating that even though their garden contractors were told not to mow one operative did it by mistake he is extremely sorry. Martyn told everyone that he is trying to source 1,500 poppy plants to replant one of the beds but as yet has only sourced 288. He will also get the other 3 beds back to proper flower beds and will plant poppy seeds ready for next year. He gave his word that this would not happen again.  He promised to reimburse the group £150 which was the cost of all the seeds that had been donated by RBL and Warsop Parish Council.

One member also remarked about the cutting of the poppies on Cuckney Hill although these were self-set wild poppies. But the group have also scattered seeds all the way up the hill. Cllr. Allin reported that the farmer was having problems with visibility coming out of his field because of the long grass, as it was a Highways issue NCC cut it and unfortunately the poppies too.

Questions were also asked about the dredging of the mill dam and the appalling state of the Carrs. Cllr. Shields said that he would be meeting with Bowrings on Thursday to make arrangements to put the silt on his land and firm up the timescales.

9152. MINUTES OF PARISH COUNCIL MEETING – AGM Monday 19th May, 2014. Accepted as a true record.

9153.  TOWN HALL – The internal doors have now been finished and repainted. Awaiting quotes for the roof repairs, it seems that so far the contractors who have been out all said that a new roof is needed but temporary repairs could be done that may last 2-3 years. We cannot afford a new roof so we will have to look for funding.

9154.  WARSOP AND DISTRICT NEWS – The front page will be dedicated to Derek Evans and the Poppy fiasco. There will also be a 4 page souvenir pull out of P-Day.

9155.  WARSOP FIRE STATION – The Warsop Union representative has dropped leaflets off in the town hall and we have sent letters out to businesses with W&DN invoices. There is also a Facebook petition which they are urging everyone to fill in. He was invited to this meeting to update us and let us know how we can help as they have our full support. Cllr. Allin will invite 2 representatives from Notts Fire and Rescue to attend the next meeting.

9156.  CARNIVAL – Cllr. Shields reported that at the last SAG meeting apart from a few last minute tweaks the EMP will be accepted, there isn’t a need to have another meeting as it will be signed off by email. Programme will be printed and available this week. Cllrs. Crawford and Kerr proposed that the committee invite Cllr. Wetton in his capacity of Chairman on MDC. Cllr. Moody said he would take it to the meeting tomorrow night.

9157.  BIG WARSOP – A new round of Community Chest funding will be launched for September.

9158.  WARSOP YOUTH CLUB – A partnership agreement has been formed with Shine Nottinghamshire to provide activities for youth in the Eastwood warehouse.  The fencing, car park and access will be done first so shine can deliver some activities during the school holidays.

9159.  NEIGHBOURHOOD PLAN – Representatives from the team will be at the carnival to engage in public consultation. Another meeting will be organised in July.

9160.  ANNUAL RETURN – Copies were handed to each member and were approved by all members. External audit will take place on 23rd June by Grant Thornton.
