MINUTES of the Parish Council meeting held on MONDAY, 25th FEBRUARY, 2013 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), P. Crawford (Vice-Chairman), (MDC), A. Wetton, (MDC), J. Kerr, (MDC), D. Evans (MDC), J. Allin (NCC), H. Kochanowski, M. Needham and D. Harrison.
Members of the public.
Apologies: Cllr. D. Priest.
Absent: Cllr. K. Smith. 
Cllr. M. Cunliffe – The Clerk will contact MDC and advertise a casual vacancy.

8910.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

Cllr. Kochanowski told members that the Lottery Interim Steering Group has now been replaced by the Big Warsop Partnership.

8911. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on Monday 21st January, 2013.  Accepted as a true record.

8912. CRIME AND DISORDER – No Police present.

The Chairman closed the meeting to allow:
PUBLIC PARTICIPATION - The matter of the parking issues with Mr. Downie and Mr. Darch were raised again. Mr. Downie was angry with frustration and shouted at the Councillors present saying they were doing nothing.

8913.  MATTERS ARISING PP – The Chairman took exception to Mr. Downie’s outburst and firmly told him that the PC are trying to do the best that they can without having any powers to resolve the issue. The Clerk is to invite NCC Highways, MDC Traffic Enforcement, Police including Insp M. Webster and Alan Meale MP to the next meeting to see if there are any solutions to end this feud. It was suggested that Mr. Downie see Alan Meale MP at his surgery on Sat 15th March in the Town Hall. Cllr. Wetton added that the Traffic Enforcement Officer has been out every day last week.

8914.  PLANNING APPLICATIONS – None for Parish.
28A Sherwood Street from last month’s meeting was brought up, the objections from the PC have been noted but Cllr. Crawford will attend the next planning meeting to represent the PC to talk about the concerns. The Chairman will also try and accompany him.

8915.  TOWN HALL – No reception staff at the moment, had 3 volunteer enquiries it will be advertised again in W&DN. Cllrs. Kochanowski and Needham offered to cover a couple of morning shifts and it was suggested that The Clerk’s assistant work on reception whilst carrying out her own duties for the time being until we have staff to cover.

8916.   HIGH STREET CAR PARK – Volunteer, Stacey Dale has made a start on ripping the shop out, he is allowed to work 10 hours per week. He has a dispensation park permit to park in front of the shop and needs a permit for the re-cycling centre. The Clerk has given him an initial amount of £100 petty cash for expenses, more will be required as he goes along and we will need a skip. We will also need a local qualified electrician and plumber. There have been several enquires to rent the shop already an advert inviting for tenders will be put in the next edition of Warsop News.

8917.   LOTTERY – The launch event at the Hare & Hounds on Saturday 9th February was a success with a good turnout.  Cheques of £500 were awarded to Welbeck FC, Meden School, The Oaklands and Warsop Carnival. Grant application forms were handed out to other community groups and will be available in the Town Hall.

8918.   WARSOP AND DISTRICT NEWS – The March edition is due out on Wednesday the Big Warsop Lottery launch is on the front page.

8919.   F&GP MEETING – Copies of minutes for information. It was recommended by the group not to raise the precept. The Clerk asked for her hours to be reduced back down to 30 and her assistant’s to be increased an extra 2, commencing the new financial year 1st April. A copy of the budget setting was given to all members present and it was unanimously agreed that:
1. No increase in the Precept, accepting the grant from MDC.
2. Reduce the Clerk’s hours from 37 to 30 commencing 1st April 2013
3. Increase the Admin Assistant’s hours from 10 to 12 commencing 1st April.
4. Section 137 reduced payments – Carnival down to £4,000 from £5,000
                                                         Warsop in Bloom down to £500 from £750
A copy of the Financial Regulations was handed out to each member and these were agreed and adopted. Cllr. P. Crawford will continue to act as our Finance Officer as stated and adopted in our Risk Assessments.

8920.    PRECEPT – Set at £64,807 with the previso that the grant from MDC will be given of £16,731 making a total income of £81,538. This will be a decrease for the financial year 1st April 2013 – 31st March 2014.

The NALC subscription was discussed at length with questions asked if it is value for money and what exactly do WPC get for their money. It was suggested to invite NALC to the next meeting to ask them to tell the PC what facilities are available to use.
 
8922.  NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. Allin told members that the work for the one-way system on Clumber Street had started. He had been handed a petition from some residents suggesting that the proposed plans have been changed and people had not been informed.  Cllr. Allin said that this was not true nothing has been changed.  The Chairman added that the Parish Council support the improvements and are not aware of any changes. Cllr. Allin will present the petition tomorrow.

8923.  MANSFIELD DISTRICT COUNCIL – Cllr. Kerr updated the meeting and spoke about his disappointment of the turnout of residents to the meeting at St. Teresa’s. He is pleased to report that MDC will carry on with the proposed improvements although they can only deal with two houses per week and will start with the worst ones.

8924.  DATES OF NEXT MEETING – Monday 18th March, 2013 – Annual Parish Meeting followed by a Full Council Meeting if time allows.
It was agreed to change dates of the following meetings:
15th July now 22nd    21st October now 14th   18th November – 25th
