MINUTES of the Parish Council Annual General meeting held on MONDAY 20th MAY, 2013 at 6.30pm upstairs in the Council Chamber, Town Hall.
Present: Cllrs. S. Moody (Chairman), P. Crawford (Vice-Chairman), J. Kerr, A.Wetton, D. Evans, (MDC), J. Allin (NCC), D. Harrison,  M. Needham, D. Priest, H. Kochanowski.

8951.  CHAIRMAN’S REPORT – Cllr. Stuart Moody presented his report for his year of office:
The principal reason for this council’s existence is to support the community of Warsop.  We aim to be a strong voice, based on a mandate from the electorate.  This is not always easy to do as many of the things that we need to champion are beyond the statutory powers of the council which, can be frustrating at times.  However, over the past twelve months, the council has continued to relentlessly work for the people of the Warsop Parish.
We are now the owners of the car park and shop on top of the high street.  Nottinghamshire County Council intended to sell the land to the highest bidder based on the principal that it was surplus to requirement.  Knowing the parish as we do, this simply couldn’t happen.  We have intervened and been able to purchase the car park and preserve it as that to maintain the limited parking facilities that we have.  Fortunately, by working in collaboration with Mansfield District Council, we have been able to fund this purchase through a loan thereby reducing the impact on the tax payer.
Sadly, the 2012 carnival had to be cancelled, primarily due to the weather.  Warsop Parish Council supports this event financially every year.  In fact approximately 25% of the cost of staging the carnival is paid for by the Parish Council.  Although the carnival did not occur, we still provided financial assistance to the organising committee because bills needed to be paid.  This was crucial if there was to be future carnivals.  It is necessary to report at this point that the Parish Council are also able to offer much more organisational support.  Two councillors are on the organising committee in the roles of Treasurer and Chairman.  Tania, the Parish Clerk is also the carnival’s secretary.  Working with other volunteers and councillors / officers from Mansfield  District Council, means that hopefully, future events are much more secure.
The day to day work of the council continues in earnest.  The Town Hall is still being maintained and we are continuing to invest in this much needed building.  Works this year include a new roof over Warsop Infotech and a complete refit of the central heating system.  Unfortunately, the building is not yet self-sustaining and it is something we are continuing to work on.  We now have an army of volunteers who help us to run reception and provide community services.  We thank them earnestly for this.
The council continues to fund other community groups and events such as: The Christmas Market and the Royal British Legion Remembrance services and parades.  A full list of other groups that we have supported financially  through our Section 137 payments are available from the clerk.
The work of this council will continue with the powers that we have and I would like to end by thanking all councillors, volunteers and Tania and Chris whom without which we would be far less successful.  I have had the privilege and honour of being chairman for four years now (somewhat a break in tradition for this council) and I look forward to continuing to be part of the team as we move forwards and serve the people of Warsop District.

He added his congratulations to Cllr. J. Allin for winning the election and retaining his position as County Councillor for Warsop and being elected as Chairman of NCC.  He also congratulated Cllr. A. Wetton on him winning the position of Vice-Chairman of MDC.

8952.  ELECTION OF CHAIRMAN – Cllr. Crawford nominated J. Kerr, Cllr. Allin seconded the motion and it was carried unanimously.
RESOLVED: Cllr. J. Kerr – Chairman
The new Chairman thanked Cllr. Moody for all his hard work.

8953.   DECLARATIONS OF ACCEPTANCE OF OFFICE - Declarations of acceptance of office of the Chairman Cllr. J. Kerr was signed and witnessed by T. Barlow, The Proper Officer.

Cllr. Crawford and Cllr. Kerr had recently attended Eric Wright’s funeral and has he had been a Parish Councillor for a number of year, Cllr. Kerr asked that £100 of his Chairman’s allowance for this year could be donated to the British Legion. All agreed.

8954.  ELECTION OF VICE-CHAIRMAN – Cllr. Wetton nominated Peter Crawford, D. Evans seconded the motion and it was carried unanimously.

RESOLVED: Cllr. P. Crawford – Vice-Chairman.

8956. MINUTES OF PARISH COUNCIL MEETING – Monday 15th April, 2013 accepted as a true record.
 
8957. CRIME AND DISORDER – No Police present, Cllr. Allin spoke of problems at Warsop Vale, Cllr. Crawford is liaising with the Police on these issues.

PUBLIC PARTICIPATION

  1. Gary Kirk – Presentation re: Parish Plans

Gary and Andrew Towlerton discussed with Councillors about Neighbourhood Plans and the funding that is available to help put a plan together.

  1. Member of the public John Downie spoke of his plans to take legal

proceedings regarding the Sherwood Street car parking situation.

8958.  MATTERS ARISING OUT OF PUBLIC PARTICIPATION
     a.  Cllr. Moody suggested that a work party be formed to look at this in more detail. The Chairman thanked them for coming.
     b.  Cllr. Wetton is keeping a log on the vehicles and the Enforcement Officer is in Warsop on a regular basis issuing tickets. Cllr. Allin added that a site meeting with the Head of Transport and Highways will be arranged.

8959.  CASUAL VACANCY – Cllr. Cunliffe has not attended any meetings in over 6 months and has been asked several times to put her resignation in writing this has not been received.  

RESOLVED: Advertise a Casual Vacancy and advise the Elections Office.

8960.  TOWN HALL
a.  Town Hall – Cllr. Crawford has made enquiries to NALC about a rate rebate, they suggested that he get in touch with MDC for an application form which he know has and will action this.
b. Cllr. Kochanowski has been in discussions with the Police about them and the wardens moving into room 9, they are putting a business case together for a rent of £8,500. The contracts with Swift and Chubb where discussed and Cllr. Crawford offered to try and sort them out.
c. The situation with British Gas is still on-going.

8961.  CAR PARK & SHOP – Cllrs. asked that another quote be obtained for a slight pitched roof. Cllr. Allin asked that no decisions be made at this point as he is in negotiations with NCC to try and get some funding to make the necessary repairs to the shop. All agreed.

 

8962.  WARSOP AND DISTRICT NEWS –
The June edition is almost finished. Front page is local group Roger the Mascot but it needs to say where they are from. Apparently the lead singer is from Meden Vale.

8963.  CARNIVAL – Tania reported about the SAG meeting held this morning at MDC. Herself and Stuart are to go through the Event Management Plan and make final amends so that it can be signed off at the next meeting on Monday 10th June. Carnival meeting is tomorrow night.

8964.  LOTTERY - Cllr. Kochanowski gave an update. As the PC feel that they have not been actively involved they asked the Clerk to invite the new local representative and Chairman of the Big Warsop Partnership to a meeting.

8965.  F&GP MINUTES – Items for ratification
a. It was recommended at the F&GP meeting that a donation be made to the Lee Bonsall Memorial fund from the outgoing Chairman’s Allowance. All agreed.
b. It was recommended at the F&GP meeting that a donation of £100 be made to the Royal British Legion on behalf of the late Mr. Eric Wright, out of The new Chairman Allowance.  All agreed. Cllr. Crawford and Kerr attended his funeral, he was a Parish Councillor for many years and thoughts are with his family.

8972.  NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. J. Allin reported that he has arranged a meeting with Transport and Highways regarding grass cutting in the District.

8973.  MANSFIELD DISTRICT COUNCIL – Cllr. Wetton would like to donate his ward allowance of £500 to the Town Hall and £500 to the Carnival. Cllrs. Kerr and Crawford would like to donate £500 each to the Carnival.
