MINUTES of the Parish Council meeting held on MONDAY, 15th April, 2013 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), P. Crawford (Vice-Chairman), J. Kerr (MDC), J. Allin (NCC), D. Priest, H. Kochanowski, K. Emm and M. Needham.
Neighbourhood Wardens Geoff and Phil and members of the public.

Apologies: Cllrs A. Wetton, (MDC), D. Evans (MDC), and D. Harrison.

8938.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8939. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on Monday 18th March, 2013.  Accepted as a true record.

8940. CRIME AND DISORDER – Wardens Geoff and Phil reported that the pavilion at Meden Vale had been set fire to. Cllr. Kerr told members that he has had a meeting with Paddy Tipping to get more officers in the Parish, he is arranging a visit.

PUBLIC PARTICIPATION –

  1. A member of the public updated the PC about the continuing illegal

parking situation on Sherwood Street. He also asked that more information be included in the minutes, The Chairman pointed out that the minutes cannot be verbatim and that only points and actions are recorded, PP is not part of the meeting and therefore minutes are not required.

  1. Another member of the public asked that as Tesco have pulled out of

Warsop could this be on the front page of the next Warsop News.

8941. MATTERS ARISING OUT OF PP
1. All members had a copy of an email from Gareth Johnson, Enforcement Manager, NCC in reply to an email from the Clerk and a copy was also given to Mr. Downie. Sir Alan Meale MP has also written to him.  The reply clearly states that it is not cost effective to keep sending a Traffic Enforcement Officer to Warsop to keep issuing tickets to the perpetrator. Even though it is illegal parking, happening every day and it has been causing problems for a business on Sherwood Street which is becoming increasing frustrating for the proprietor.  It was agreed that another email be sent to NCC stating that the PC are not happy with the reply and insist that more action be taken to stop it and to inform them that it is not just one vehicle that is parking illegally. A copy will be sent to Insp. Mark Webster. Mr. Downie will supply photo evidence.

2. Cllr. Kerr replied that Tesco have not pulled out of Warsop yet, they have re-scheduled for 2015.

8942.  TOWN HALL – Staffing is still the major issue and lack of revenue. Cllr. Kerr has made enquires at MDC for an apprenticeship for David but because of his age it is not viable. Cllr. Kerr will make enquiries about NCC funding for dilapidated buildings to bring the outbuildings into use as workshops to bring in an income. Cllr. Kochanowski said that the Police are looking for more space within the building.

8943.   SHOP & CAR PARK – The shop is almost cleared now and Cllr. Kerr asked for thanks for all the hard work Stacey has done. There have been a few expressions of interest to take the shop as it is with the tenants fitting out the shop, this seems the best option after receiving a quote for the work that is needed, the PC simply cannot afford it. Signs have been erected in the car park.

8944.   WARSOP AND DISTRICT NEWS – The May issue is a bit late as Karen has been away on a course for but it will be ready to go to print at the weekend. The Viking event at Sherwood Forest is on the front page.

8945.  CARNIVAL – Cllr Emm attended the SAG meeting this morning at the Civic and has a few changes to make to the EMP which should be signed off that the next meeting in May. The Chairman told members that the Carnival is now PC lead with Cllr. Emm as Chair, himself Treasurer and Tania is Secretary.

8946.  YEAR END 31st MARCH 2013 – annual return date set for 24th June.

The skatepark is no longer fit for purpose, Cllrs are looking for funding and have asked for designs for a new one.
