DRAFT MINUTES of the Parish Council meeting held on MONDAY 22nd July, 2013 at 6.30pm upstairs in the Council Chamber, Town Hall.
Present: Cllrs. J. Kerr (Chairman), D. Evans, (MDC), S. Moody, H. Kochanowski and M. Needham.
Candidates for casual vacancies: Cllr. P. Shields (MDC) and James Stacey Dale.  Rob Routledge (MDC). Members of the public and CHAD reporter.

Apologies: Cllrs P. Crawford (Vice-Chairman), J. Allin (NCC), A.Wetton and K. Emm.  Absent: Cllr. D. Harrison.

8992.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8993. MINUTES OF PARISH COUNCIL MEETING – Monday 17th June, 2013 accepted as a true record.
 
8994. CRIME AND DISORDER – No Police present.

PUBLIC PARTICIPATION

  1. John Downie commented on a recent letter sent from NCC regarding the parking situation on Sherwood Street, stating that the facts are incorrect.
  1. Rob Routledge from MDC planning spoke about the Neighbourhood Plan that the PC are thinking of doing, he advised the PC to hold back on it for now until the preferred Local Plan has been finalised which should be at the end of this year.

 

8995.  MATTERS ARISING OUT OF PUBLIC PARTICIPATION
      1. The Chairman told John that the PC would continue to pursue the     
          matter.

  1. The Chairman asked Rob Routledge not to proceed with the application until the NP sub-committee meet again.

8996.  CASUAL VACANCIES - Applications from Cllr. Philip Shields, James Stacey Dale and Marion Ellis were received and a vote was taken for the 2 vacant positions. Marion received 2 votes, Philip received 3 and Stacey received 5.
RESOLVED: Cllr. P. Shields and James Stacey Dale were co-opted onto the Parish Council and will sign the Declaration of Acceptance of Office book at the next meeting.

8997.  TOWN HALL – The Chairman told members that Alan Meale MP has secured some funding to renovate the outbuildings and will ask Fothermill for a quote.

8998.  CAR PARK & SHOP – It was agreed to get the roof renewed and electrics installed, as there has been no word from Cllr. Allin regarding any funding from NCC.

8999.  WARSOP AND DISTRICT NEWS – Tania reported that Karen Emm has passed the design of the paper to her daughter Gemma.

9000.  CARNIVAL – Cllr Moody gave a run-down of the day, which was a success although money from the car park and programme sales were down, it seems a lot people just do not want to pay £1 for one.  More volunteers are needed both on the committee and on the day. Tania is to organise a de-brief and a SAG meeting soon so that a start can be made for next year. Cllr. Evans commented that he had received many complaints on the day that the Mayor did not wear his chains of office, apparently he was not allowed to for political reasons.

9001.  BIG WARSOP – The Chairman, Michael Smith gave an update on the £1 million which the management team can now draw on now the Action Plan has been approved.  £10,000 has been allocated to the Carnival, 2 rounds of Community Chest funding £5,000 each round, a horticultural project inconjuction with Warsop in Bloom of £5,000, expanding Infotech to put on more training courses of £10,000 and training workshops for basic construction skills of £10,000. The Eastwood building will be gifted to Big Warsop and £100,000 will be allocated to make the building fit for purpose as a Training and Enterprise Centre and family centre including a youth facility. Stacey offered to volunteer to help with the clearing of the site.

9004.  NOTTINGHAMSHIRE COUNTY COUNCIL – As Cllr. J. Allin wasn’t present, the Clerk read out a letter regarding the new 30mph speed limit on Cuckney Hill any comments need to be registered with NCC by 31st July. All members agreed to support the scheme.

9005.  MANSFIELD DISTRICT COUNCIL:

  1. Planning Applications:
  2. Meden School – Totem sign
  3. 85 Mansfield Rd – single storey side & rear extension
  4. The Carrs – Cllr. Shields is applying for 90,000 from MDC’s capital fund to carry out the de-silt project and enhancement of the Carrs working in partnership with Friends of the Carrs.
