DRAFT MINUTES of the Parish Council meeting held on MONDAY 16th September, 2013 at 6.30pm upstairs in the Council Chamber, Town Hall.

9007.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

9008. MINUTES OF PARISH COUNCIL MEETING – Monday 22nd July, 2013 accepted as a true record.
 
9009. CRIME AND DISORDER – PC Wayne Bennett gave an update on crime figures and introduced our new PCSO Catherine Darby, he told the meeting that Sharon Brown will be joining the team soon. The Chairman told PC Bennett that he had invited Paddy Tipping to 3 PC meetings but he can’t attend, so has sent an email asking him when he is free.

PUBLIC PARTICIPATION  - Pete Meadows gave a short talk about the future of Longden Terrace Club. Notes of a meeting held with himself, J. Kerr, P. Crawford, Lesley Watkins and Tania were distributed to every member, together with a short questionnaire.  He asked Cllrs and Big Warsop to work with him and support the project.

9010.  MATTERS ARISING OUT OF PUBLIC PARTICIPATION – None.

9011.  DECLARATIONS of Newly Co-opted members Cllrs. Phillip Shields and James Stacey Dale. They both signed the Declarations of Acceptance of Office book witnessed by the Clerk. They also completed and signed their declarations to MDC.

9012.  CASUAL VACANCY – Cllr Karen Emm has officially resigned and the position has been advertised. No election has been called so PC can co-opt. The vacancy for the Meden ward will be advertised in the October edition of Warsop News and co-option will take place at the October meeting. The expressions of interest received for the last vacancies will be put forward.

9013.  TOWN HALL – Cllr. Dale has finished digging out the trench and TEC have laid the cable to the light in the car park with is now working. The Chairman thanked Cllr. Dale.

9014.  SHOP – It was recommended by the Finance and Working Group Party that the shop be sold with the provision of 1 car parking place at the rear of the property. A verbal offer has already been received and it was agreed that the shop will be offered for sale and advertised initially in the October edition of Warsop News, following it up with an advert in the CHAD and it was suggested that it may need to be advertised through a commercial agent such as Barnes and put some posters up in the shop. The closing date for interests in writing will be Monday 7th November.

9015.  WARSOP AND DISTRICT NEWS – With the recession, and businesses closing, revenue is down again. Cllr. Shields, offered to work with Tania to try and encourage new advertisers and look at other ways to boost revenue. The F&GP group will monitor it over the next 3 months.

9016.  CARNIVAL – The date has been set for Sunday 6th July, 2014, the theme is “The Sky’s The Limit” Cllr Moody reported that  with the main sponsor being Big Warsop the £10,000 will mean the committee can start early with the planning. Their next meeting is tomorrow. This year’s accounts could end up with a loss unless all the monies that were promised are received.

9017.  CHRISTMAS MARKET – As there are no volunteers to plan this event, it was suggested that the Traders should be asked if they would like to reform the group who used to plan it. Cllr. S. Moody suggested that a letter be circulated to see if there is any interest.

9018.  PANTO – Cllr. Moody reported that this year’s pantomime will be Snow White and The Seven Dwarf’s, rehearsals have already started and Cllr. Shields will be the Dame.

9019.  BIG WARSOP – The Chairman, Michael Smith gave an update, two consultants are in the process of drawing up a development plan for the Eastwood building which is available to view on their web site. The building has now been transferred to Friends of Warsop Youth Club they will be the trustees. Cllr. Kochanowski asked if any members would like to sit on the board they would be very welcome, Cllr. Moody said he would. Michael Smith added that a worker would be based in the town hall one day per week in the office upstairs that Big Warsop will be renting.

9020.  NEIGHBOURHOOD PLAN – This was discussed at length and another meeting will be arranged to decide proceeding with the plan, although most members agreed it would be a good idea, they needed more information before making a firm decision.

9021.  EXTERNAL AUDIT – Still not been signed off, all the information they asked for has been supplied.

9022.  F&GP MEETING – Minutes of the last meeting held last Monday 9th September, recommendations for ratification:
Minute 450.  AOB:
1 & 2  Already actioned.
3. It was agreed to pay the first instalment early December.
4. No action needed.
5. It was agreed to give The Clerk a mobile phone allowance.
6. It was agreed to monitor the situation.
7. It was agreed.
