Draft MINUTES of the Parish Council meeting held on MONDAY, 20th FEBRUARY 2012 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), J. Kerr, (MDC), A. Wetton, (MDC), J. Allin (NCC), Cllr. D. Priest, H. Kochanowski, K. Smith, M. Cunliffe D. Harrison and D. Evans (MDC).

Members of the public, PC Wayne Bennett, Ken Maffham, Neighbourhood Planning Consultant and W2R representatives Alex Matthias and Phil Boaler.

8737. DECLARATION OF ACCEPTANCE OF OFFICE – Newly co-opted member Derek Evans signed the Declarations Acceptance Book which was witnessed by the Clerk, Tania Barlow.

8738. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8739. APPOINTMENT OF REPRESENTATIVES – Cllr. Evans offered to take the position left by Cllr. Dodman on the F&GP group.

8740. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 16th JANUARY were accepted as a true record.
PP – Blakeley Lane Campsite Open Day 1st April – site visit for Cllrs. to be arranged.

8741. CRIME AND DISORDER – PC Bennett gave the update highlighting that the crime figures for Meden Vale and Church Warsop are down considerably more than Warsop due to anti-social behaviour increasing since the closure of the Shine Eastwood facility, although Shine is still operating on a very limited scale at Meden Sports Centre and Unit 2000.

The Chairman allowed extra time for PP to accommodate 2 short presentations.

PUBLIC PARTICIPATION
a. A 15min presentation by Ken Maffham Re: Neighbourhood Plans and the Localism Bill with a questions and answers session.
b. A short talk from Phil Boaler and Alex Matthias from W2R regarding the proposed tyre re-cycling facility at Oakfield Lane with a questions and answers session.

The Chairman then opened the floor for any members of the public to speak.
1. The subject of the parking situation in the town was raised again.

8742. MATTERS ARISING PP – The Chairman thanked Ken, Phil and Alex for their very informative presentations. It was agreed that the Parish Council would support W2R and welcomed the proposed 20 local jobs.
As the parking issue is on the agenda the Chairman moved it up.

8743. PARKING IN WARSOP – After a meeting with Trev from Spencers and Eric from Clumber Pets it was agreed that Cllrs. would work in partnership with the businesses to conduct a parking survey to see how some of the issues could be resolved. As most of the complaints are received on a Thursday, a suggestion was made to look into the possibility of putting the market on High Street to free up the spaces in the Talbot Car Park. Cllr. Allin spoke about the Parish Council either purchasing or leasing the Library car park from NCC before they sell it, if they don’t this will create an even bigger problem. The Parish Council are working with the Traffic Enforcement Officer and the Police to put a stop to illegal parking, particularly on Sherwood Street.

8744. PLANNING & APPLICATIONS
a. Former Wood Bros site – variation of conditions
b. Assarts Farm – additional cow shed
c. 42 Mansfield Rd – single storey rear extension
No comments were made.

Town Hall planning application for new upvc windows has been turned down under the conservation area conditions and it was agreed to lodge an appeal.

8745. WARSOP TOWN HALL – MDC officers Mick Andrews and Ian Kirk offered to look at the possibility of a member of their counter staff working on the reception and providing admin support to the Clerk. They agreed to give a budget of £12,500 in kind, we need to work out duties and how many hours the budget would allow us. They suggested that MDC may be able to arrange a loan for us to be able to carry out essential works to the building. They also may be able to arrange for one of their architects to come and draw up some plans to bring the building up to date and market the rooms we have available.

Nottinghamshire Police have put up a sign outside which reads Warsop Police Station. This has never been the case, they just rent an office upstairs and have contact with the community when they are out on the beat. Cllr. Kochanowski has been in contact with various departments but is trying to arrange a meeting to get the matter resolved as well as other issues.
8746. THE CARRS – THE NEXT MEETING will be held on TUESDAY 13th March at 7.30 PM in the function room at the Hare and Hounds.
8747. LOTTERY – It was agreed for Mansfield CVS to be the co-ordinator/project manager, at the F&GP meeting members raised their concerns that it should be a person based in the Town Hall not in Mansfield. The members also felt that public consultation had been done and a move towards a setting up a Social Enterprise had already been decided but now appears more public consultation is needed. It was suggested that a letter be sent to Marilyn Taylor of BIG LOCAL outlining the Parish Council’s concerns.

8748. SHINE – It was recommended by the group that the £4,000.00 from the original £5,000 still be held back until the situation with the Eastwood building is more stable and a business plan is available.

8749. MEDEN BATHS – The SOS group met with Bev Smith and Phillip Shields, MDC the pool will not be closing and MDC are looking favourably to investing in it.

8750. THE QUEEN’S DIAMOND JUBILEE BEACONS – UK Coal have agreed to a beacon on the top of the pit tip although this would have to be the bonfire type, cost needs to be taken into consideration along with insurance, health & safety and risk assessments will be required. Meden Vale the Future are planning a street party and it was suggested that a street party on High Street would also be a good idea. The Chairman asked for a sub-group to be set up to organise this, Cllrs. Evans, Smith, Moody and Allin offered to form the group.

8751. WARSOP AND DISTRICT NEWS – The March edition will be delivered tomorrow.

8752. CORRESPONDENCE –
a. Letter from Mr. D. Needham Re: Pavements in Spion Kop being muddy due to agricultural vehicles and the new construction site vehicles – The Clerk read it out.
When councillors visited Spion Kop they reported that in their opinion it wasn’t bad. The farmers have a legal obligation to clear up after tractor movements and it is inevitable that there will be an amount of mess to the entrance of the new site.

b. Email to Chairman from Mr. D. Drury, a copy was given to each member.
As this was a particularly long letter, it was difficult to answer some of the points raised by Mr. Drury but certain elements of his letter were concerning and these will be addressed.
Letters will be sent in reply.

8753. F&GP MEETING – Copies of minutes for information.

8754. PRECEPT – The F&GP group recommended that it be raised by £10,000 with the justifications which will be published in the April edition of W&DN. The Chairman pointed out that the list of payments just shows the extra amount of expenditure that is needed.
After much discussion the Chairman called for a vote with a show of hands. The result of the vote was: 6 in favour

RESOLVED: The precept will be raised by £10,000 to £80,000 with MDC. An explanation will be published on the front page of the April edition of the W&DN.

8756. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. Allin stressed the importance of the Parish Council acquiring the Library Car Park and will approach NCC for a loan to purchase it when a valuation has been obtained.

8757. MANSFIELD DISTRICT COUNCIL – A letter has been received regarding the Revised Ethical Framework – Standards Board.
