Draft MINUTES of the Parish Council meeting held on MONDAY, 19th MARCH, 2012 after the Annual Parish Meeting in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), P. Crawford (Vice-Chairman) (MDC), J. Kerr, (MDC), A. Wetton, (MDC), J. Allin (NCC), H. Kochanowski, K. Smith, M. Cunliffe M. Needham and D. Evans (MDC).
Apologies: Cllrs. D. Harrison (away) and D. Priest (ill).

8759. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8760. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 20th FEBRUARY were accepted as a true record.

8761. PLANNING & APPLICATIONS
a. Leeming Lane Car Wash – 2 non illuminated signs
b. Assarts Farm – New cattle shed
c. 39 Southgate Rd – 1st floor side extension
d. 8 Meden Glen – Erection of boundary fence
e. 9-11 Laurel Ave – Extension to increase retail & storage area.
No comments were made.

8762. WARSOP TOWN HALL – The Police sign has been taken down now and a very positive meeting with Sgt Helen Armfield was had with Cllr. Kochanowski and The Clerk. Various issues were discussed and as we are the pilot scheme there were going to be teething problems but by working together these should be resolved quickly. A yellow phone will be put outside and will go through to central division, a card service will be introduced on reception with better communications as to when the Police are in and out. A press release will appear it the Warsop News informing the public how to get in touch with the Police and wardens. And there will be a notice board outside with contact information.

8763. PARKING IN WARSOP – A few Councillors are talking to businesses and it is hoped that the Traders Association win re-form, to see what traffic issues they have and what can be done. Eric Hill and Trevor Hayes are also helping Councillors to put together a survey. The situation on Sherwood Street seems to have ceased now that the enforcement Officer has issued a fixed penalty notice.

8764. SHINE – Kev Keegan gave an update on the Eastwood Building and where it stands at the moment. As shine is struggling for funds to operate the scaled down operation until he can get funding to adhere to the building regulations for change of use which will cost in the region of £100,000. Shine session will continue at Meden Sports Centre and Unit 2000 with the support of the Carnival, Unit 2000 Trust and SOS group. As it will be quite awhile before the unit can re-open it was unanimously agreed to give shine the £4,000 which the PC were holding it back. It was agreed by all that with Anti-Social Behaviour on the increase, it is a matter of urgency to the get the Eastwood building re-opened. Cllr. Evans offered to take it up with MDC.

8765. THE QUEEN’S DIAMOND JUBILEE BEACONS – permission for a bonfire beacon on Meden Vale Pit tip has been granted. The Clerk will chase Emma Sowter at MDC for further information. Cllrs Evans and Smith agreed to work together on this.

8766. WARSOP AND DISTRICT NEWS – Front page article explaining the raise in the Precept, will appear in the April edition.

8767. CORRESPONDENCE –
a. Letter from Dr Peter and Mrs Mary Birchenall Re: Blakeley Lane. In reply to the front page article in the March edition of the Warsop & District News. It will be published on the front page of the April edition.

8770. NOTTINGHAMSHIRE COUNTY COUNCIL
a. High Street Car Park and Shop – Cllr. Allin asked that the Parish Council put in an offer to NCC of £30,000 by noon tomorrow or it will be put up for sale on the open market. This was unanimously agreed.
Cllr. Allin also asked if the Parish Council would donate £100 to the Sir John Eastwood Trust in support of Brian Hawkins sponsored walk. All Councillors agreed.

8771. MANSFIELD DISTRICT COUNCIL – Cllr Crawford will chase up the valuation for the Car Park from MDC.
