Draft MINUTES of the Parish Council Meeting held on Monday 18th June 2012 at 6.30pm in the Council Chamber, Town Hall, Market Warsop

Present: Councillors S.Moody (Chairman), P Crawford, D Evans, J Kerr, J Allin, D Priest, K Smith, M Needham, H Kochanowski.

Absent: A Wetton. D Harrison.

The Chair opened the meeting with condolences to the Clerk Tania Barlow on the loss of her husband.

8806. Minutes of the Annual General Meeting for Parish Council meeting held on Monday 21st May 2012 to be circulated and approved at the meeting

8807. Crime and Disorder
P.C. Wayne Bennett gave an update. He reported that P.C. Booler was currently on secondment acting up as sergeant to cover maternity leave. Under the new promotion system it is possible that this could be made permanent. His post will be covered by 4 officers from Mansfield B Team.

Special mention was given to Special Constable Emma Wass for the excellent job that she had done in Crown Court, being a key witness in the Collinge murder case. Emma had been on duty on the night of the murder and had attended the scene.

Crime figures year to date show a reduction, all crime down from 83 to 53 incidents this year. ASB had also fallen sharply as several of the known problem kids have moved on, but a new age group is coming through and PC Bennett reiterated the need to sustain Shine and the Beat Team’s support for funding for Shine. J Kerr and D Evans reported on a meeting with Ajman Ali and Dave Pratt regarding planning consents for the Eastwood building. They were also investigating the possibility of MDC employing Kev Keegan as part of the ASB team.

P.C. Bennett also reported that there would be policing by Special Constables at the Carnival.

The next Priority Setting meeting will be held on 23rd July 2012 at 7pm at the Town Hall. It was agreed to publicise this meeting more widely, on Warsop web and in W&DNews.

8808. Planning Applications
a. Car Wash Leeming Lane –retrospective planning app
No comments were made.

8809. Town Hall
The dispute with British Gas regarding the electricity supply will hopefully be resolved soon. A decision needs to be taken regarding a new heating system for the Town Hall if it is to be done this summer. A meeting of the F&GP committee was set for Tuesday, 26th June 2012 at 6pm to be followed by a special PC meeting on Thursday 28th June at 6pm to ratify any proposals.

8810. Library Car Park
No meeting had been arranged with NCC as they have rejected the MDC valuation. They also say that their valuers were told by MDC that there would be no planning objections to development of the site. If WPC does not proceed with the current offer of £50,000, the car park site will be put up for public auction again. J Kerr will see Martin Saxton for clarification of conflicting planning advice. The matter will be considered at the F&GP meeting for a final decision to be ratified at the Special meeting.

8811. Big Local Lottery
Names have been put forward for the core group, which will form the partnership. The next meeting will be 20th June 2012. H.K. reported that she is a member of this group, but as a resident rather than a PC rep. The PC could nominate its own rep – none volunteered.


8812. Shine
The possibility of employing Kev Keegan is being investigated by both the Big Lottery steering group and MDC, to enable the work of Shine to continue once his post as Extended Services Co-ordinator ends in August.

8813. Warsop & District News
Invoicing to be given to Cam to do (she has not been mentioned in any pc meetings and we don’t know if she is coming back)

8814. Jubilee Party and Beacons
Thanks were given to Karen Smith for organising the event at short notice, which was funded by the Eden Lottery project grant of £2,500. 600 free lunch bags were distributed by the volunteers at Age Concern. It was agreed that a donation should be made to Age Concern in addition to re-imbursing the cost of the lunches. It had been well attended unfortunately there had been negative feedback – some of the attractions booked did not turn up, not many charity stalls attended and the ice cream van was late.

The church had a gas beacon in the car park at the Parish Centre. A bonfire beacon was lit on Welbeck Pit tip.

8815. Carnival
Karen reported that at the last Safety Advisory Group meeting she had been informed that there would be no policing at the carnival and a private security firm would need to be hired for the event. She has since received an e-mail reversing that decision but a private traffic management firm would be needed to implement the rolling road closure for the parade at a cost of £800 to £1,000.

Income is already down as many commercial stands are not attending due to
the £75 street trading licence fee imposed by MDC even though the cost of the stalls has been reduced by the carnival committee to encourage them to attend. It was agreed to send a letter to Ruth Marlow outlining the problems caused.

Karen also reported that it was not possible for the carnival committee to enforce an alcohol ban on the Carrs, but notices would be in the W&D News and carnival programme requesting that alcohol should not be brought to the carnival.

8820. NOTTINGHAMSHIRE COUNTY COUNCIL
John Cottee is to visit the Town Hall on Thursday 26th June at 10am.

Phil Lyons received an MBE in the recent honours list.

Highways - NCC and Severn Trent are currently in dispute over responsibility for repair of hole in the roadway at Sookholme Road.
Cottage Lane and Robin Hood Avenue have been resurfaced, Rufford Ave and Portland Crescent to be done shortly.
Clumber St traffic management order - map is being displayed at Clumber Pets. Feedback to date favourable – the only objections have been from the chip shop and cottage.
An interactive speed sign will shortly be erected on Netherfield Lane.

8821. MANSFIELD DISTRICT COUNCIL
JK reported that with the changes to the Standards Committee Parish Councillor reps were no longer required.
DE reported that work should be starting on the cemetery gates on 2nd July.
Bainbridge Rd area – properties are being purchased under the regeneration scheme.
Code of Conduct
It was agreed to accept the new Code of Conduct (see letter from MDC)
