DraftMINUTES of the Parish Council meeting held on MONDAY, 17th SEPTEMBER,  2012 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman),  J. Kerr, (MDC), A. Wetton, (MDC), J. Allin (NCC), D. Priest, H. Kochanowski, K. Smith, M. Needham and D. Evans (MDC).

8848.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8849. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on Monday 16th July and Emergency Meeting 9th August, 2012. Accepted as a true record.

8850. CRIME AND DISORDER – No Police present

The Chairman closed the meeting to allow:

PUBLIC PARTICIPATION  - One member of the public spoke about the parking situation on Sherwood Street.

8851.  MATTERS ARISING PP – The PC can only pass on comments to the Traffic Enforcement Officer at MDC.

8852.  PLANNING & APPLICATIONS

    1. 41 High St – change of use offices to dwelling
    2. Land adjacent to 19 Mosscar Close – 1 dwelling
    3. 18 Rectory Rd – extensions
    4. Blakeley Ln camp site – 3 permanent structures (re-sub)

More info was requested about d. The Clerk told members that it is a re-submission and plans can be viewed on MDC website.

8853.   WARSOP TOWN HALL – The new central heating system is almost finished. The dilapidations have been applied for from NCC and shine is moving into an office upstairs. The Chairman requested a quarterly budget forecast for the Town Hall. HK and TB are to work on this.

8854.   HIGH STREET CAR PARK – The loan has been refused as it needs to be more than £49,000 to qualify. The Clerk asked NALC if two projects could be included, this would be acceptable so the Chairman proposed that Town Hall heating be included making the loan a total of £60,000, JK seconded and it was agreed unanimously. The Clerk is to reply to letter from MDC Re: NCC legal charges of £1,000 PC do not agree to pay them.

8855.   LOTTERY – HK updated members on the progress.
 
8856.   WARSOP AND DISTRICT NEWS – The October issue is being put together TB told members that revenue is down this month.

8857.   CORRESPONDENCE

  1. Royal British Legion – invite to the poppy sales event on Saturday 27th October, The Chairman is not now available to buy the first one, it was suggested that the Vice-Chairman be asked and any other councillors who wish to attend.
  2. NALC – Invite to AGM, JA said he will go.
  3. Audit Commission – New auditors appointed for next year.
  4. Email – from Mr. Ward is being dealt with by the Police and MDC.

8860.  NOTTINGHAMSHIRE COUNTY COUNCIL – JA reported that NCC is way behind on grass cutting and pruning. There is a campaign regarding speed restrictions on Cuckney Hill after the recent death, which will be presented to County Hall soon.

8861.   MANSFIELD DISTRICT COUNCIL – The Clerk is to send a letter to MDC and NCC regarding overgrown hedges. Changes to Council Tax benefits information circulated to members. JK told members that the Standards board had commended the PC for well structured meetings.

8862.   UPDATE ON THE CLERK – The Clerk left the meeting for the Chairman to update members on her position with returning to work full time and that she is working at the Talbot at weekends.
