Draft MINUTES of the Warsop Parish Council Meeting held on Monday July 16, 2012 at 6.30pm in the Council Chamber, Town Hall, Market Warsop

Present: Councillors Stuart .Moody (Chairman), Derek Evans, John Kerr, John Allin, Dennis Priest, Andy Wetton, Margaret Needham, Halina Kochanowski

Apologies: Couns. Karen Smith, Peter Crawford, David Harrison.
Absent: Coun. Meryl Cunliffe.

The chairman said he intended to change the order of the agenda and to bring forward the matter involving the carnival to be discussed immediately after the public participation section.

8826. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8827. Minutes of a meeting of the council on Monday 18th June, 2012 and an Emergency Meeting on Tuesday 3rd July 2012 were accepted as circulated and signed by the chairman.

8829. Crime and Disorder
P.C. Wayne Bennett was not on duty and therefore unable to attend.
PCSO Sharon Bell was welcomed to the meeting and said latest figures indicated a 12 per cent drop in crime in Meden Vale and 38 per cent down in Warsop.
The officer revealed that steps are currently being taken to strengthen their powers in relation to incidents of alcohol drinking and members welcomed this. It was also revealed by the officer that youngsters only seven or eight years old were among those currently being taken home to their parents after being caught causing a nuisance or damage in various parts of the parish.
A meeting of the Police Priority Setting group was due to be held the following week.

8830 Public Participation – No matters were raised.

8831 Matters arising out of Public Participation. There were no matters.

8832 Carnival
Members discussed the decision that had been taken to cancel the Carnival due to have been held on July 8 and expressed concerns at the actions of officers of Mansfield District Council. There had been a meeting earlier in the day between the Carnival organisers and the local authority at Mansfield and Mr Graham Goff reported to the meeting on this.
The District Council had seemingly decided that the event should not be held on their Carrs showground because of the conditions following sustained and incessant rain, but it was felt the way the decision had been made was less than satisfactory.
Coun. Karen Smith had been in regular contact with the District Council by email and views given in responses from the District Council had been refuted until they had been produced at the meeting. Various questions had been asked of the District Council including the fact that the necessary Management Contract for use of the site had not been finalised or signed off. It was confirmed at the meeting at Mansfield this was a legal document. Mr Goff said that a meeting had been pencilled into the diary for a meeting next February for this document to be produced and signed in relation to the 2013 event.
The financial loss to the Carnival committee caused by the cancellation would be heavy and it was suggested that a request ought to be made to the District Council for some compensation, but no final decision was made on this.
Mr Goff said the attitude of the District Council officers had not been helpful and there had been criticism made of it at the meeting earlier in the day.
A decision by the District Council to impose a £75 street trading charge on stall holders at the Carnival was a concern and it was stated this was purely down to a decision taken by them and not a necessity. It had detrimentally affected the number of food traders who had been willing to attend. Other district councils in Nottinghamshire were not imposing the charge.
The chairman thanked Mr Goff for his input to the meeting and said the parish council would continue to monitor the situation closely.

8833 Planning Applications

No comments were made.
A comment was made in respect of the application dealt with at the previous meeting relating to a car wash at Leeming Lane. It was suggested that a transport cafe was also being introduced at the site.

8834 Town Hall
Coun. Mrs Kochanowski reported on the ongoing discussions with British Gas in respect of the electricity supply for the Town Hall and said they were still awaiting an up-to-date account for the council’s consideration. Currently bills for £7000 had been removed and the council awaited replacement ones. A figure of £2000 credit held by the council had now been incorrectly given by British Gas to Notts County Council and this was another matter now being progressed.
The council agreed that a further quotation was required for the proposals for the heating system for the Town Hall and this would be progressed.
A written report was received by members from Coun. Harrison dealing with the car park loan, Town Hall heating and the overall financial position. It was agreed in the absence of the member the matter would be discussed at a future meeting.

8835 High Street Car Park
The council had agreed to take out a loan with Mansfield District Council and it was agreed that they should be asked to undertake the necessary legal work connected to the arrangements for this.

8836 Lottery
There was currently no update available on this item. A meeting was being held later in the week.

8837 Warsop & District News
The chairman reported the August edition was currently being prepared ready for publication.

8838 Correspondence
a. Warsop Vale Community Land Trust wrote and returned the £100 given by the council for a proposed training programme that had had not ahead. The council agreed that the money be directed to funds for the Carnival.
b. Thank You Letter - Warsop in Bloom wrote to thank the council for its donation to their expenses.

8839 Audit - Annual Return
Members were provided with copies of the Annual Return due to be submitted to the external auditors Clement Keys and approved the chairman signing the accounts as presented. The chairman reported that because the submission was being made after the stipulated date they would not be able to apply for their Quality Council status re-accreditation for another three years.
Members additionally approved both the Accounting Statement and the Annual Governance Statement also being submitted to the external auditors.

8840 Bank Balances and Accounts for Payment
The council unanimously agreed to pay the following accounts:

8841 Notts County Council
The meeting was informed there had been one objection to the proposed traffic management scheme for Clumber Street, claiming it would create inconvenience to residents and visitors alike.
The decision by Nottinghamshire Police to disband its mounted horse section was discussed but no decision taken.

8842 Mansfield District Council
The meeting was informed that the District Council had purchased five residential properties on Bainbridge road with a view to instigating improvements to the area. Concerns were raised by members on the overall run-down situation in that area of the parish.

8843 Date of next meeting
The next scheduled meeting was confirmed as Monday September 17. The chairman said it may be necessary to call an extra meeting and he would advise members in due course.

There being no further business the meeting closed at 8.15pm.
