Draft MINUTES of the Parish Council meeting held on MONDAY 16th April 2012
in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), P. Crawford (Vice-Chairman) (MDC), J. Kerr, (MDC), A. Wetton, (MDC), J. Allin (NCC), H. Kochanowski, K. Smith, M. Cunliffe, D. Harrison, M. Needham and D. Evans (MDC).
Neighbourhood Wardens: G Lomas and P Bennett and 2 Standards Board members. C. Wilson, Administration Assistant to the Clerk.
Apologies: Cllr D. Priest.
The Clerk, T Barlow is on compassionate leave, following her husband’s serious accident. In her absence The Chairman appointed Christine Wilson, to take the minutes of this meeting. A Locum Clerk was not available at such short notice.

8780. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 19th March 2012 were accepted as a true record.
8781. CRIME AND DISORDER – Geoff and Phil gave an update on the crime statistics comparing them to last year’s.
PUBLIC PARTICIPATION – No public present
8782. PLANNING & APPLICATIONS – None included but can be found on line on Mansfield District Council’s web site.
8783. WARSOP TOWN HALL – At the rear of the Town Hall (Infotech I.T. suite) rain has caused substantial damage to ceiling and has had to be replaced. When replacing the ceiling it was found that the slates on the roof were damaged. The Parish Council have looked at replacing the roof. Mark Wilkinson conservation officer from Mansfield D C has spoken to Cllr John Kerr who has been informed that we can use Spanish Tiles or suggested equivalent as the existing ones are Welsh Slate and are very expensive. 3 quotations have been received to repair the Town Hall roof, the best value was from Bluelines Roofing Ltd at a cost of £11,689.20. PC agreed to pay on completion of the work.
Leicester Housing Association will be renting a room from 24th April 2012.
8784. PARKING IN WARSOP –The situation on Sherwood Street seems to have ceased now that the enforcement Officer has issued fixed penalty notices. Other parking issues highlighted - by Willows by Hetts Lane parents and on Carrs opposite ABC garage.
8785. SHINE – No update received from Kev Keegan
8786. THE QUEEN’S DIAMOND JUBILEE BEACONS AND STREET PARTY – Permission for a bonfire beacon on Meden Vale Pit tip has been granted. With regards to the Beacon for Warsop Vale, Cllr P Crawford is to look into to see if permission was granted. The Street party is to be held on Monday 4th June 2012 on High Street, Warsop. It is proposed that High Street will be closed for this day. Suggestions have been made for people to attend and to bring their own packed lunch. Warsop Parish Council may supply a cake. There are no PCSO’s or wardens on duty this day.
8787. WARSOP CARNIVAL - Sunday 8th July 2012 – This year’s theme
is Heroes - Main arena acts are booked and include Vander Brothers Wheel of
Death, Knights of the Crusade, together with displays and performances from
Cllr K Smith is still trying to source funding to help with the cost of the above acts and the music stage. A competition called ‘Live & Local’ is being planned for the music stage with a prize of £500, Karen is looking for a sponsor.

8791. NOTTINGHAMSHIRE COUNTY COUNCIL The Parish Council made an offer of £30,000 to buy High Street car park but Nottinghamshire County Council has rejected the offer. NCC is asking for offers in the region of £50,000. It will be going up for auction on 17th May 2012. This site has no outline planning permission for residential/business development at present even though it is being advertised as development land. Unsure if the shop, formerly Mr Maggot Man, situated next to the car park is part of the sale. A special meeting of the PC has been arranged to discuss it further on Monday 30th April 2012 at 6pm. It was decided that the local community should be informed of the situation by means of an article in the May issue of Warsop & District News.
Highways:- Pedestrian crossing now completed on A60/Hetts Lane.
Proposed interactive speed sign for Warsop Vale.
Proposed footpath at Sookholme to Shirebrook pit tip.
Proposed lay-by on Sandy Lane, playing field side.
Clumber Street one-way system – ongoing.
8792. MANSFIELD DISTRICT COUNCIL – Cllr Crawford will chase up the valuation for the Car Park from MDC. Now that Meden Valley Making Places has ceased trading, the Mount Pleasant regeneration project is to be done in house by MDC. There are problems with empty properties owned by Leicester Housing Association.
8793. LOTTERY – Age Concern are holding a lunch and consultation for the elderly on the 18th June.
