Draft MINUTES of the Parish Council meeting held on MONDAY, 15th OCTOBER,  2012 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), P. Crawford (Vice-Chairman), (MDC), J. Kerr, (MDC), J. Allin (NCC), H. Kochanowski, M. Needham and D. Evans (MDC).

Members of the public.

Apologies: Cllrs. A. Wetton, (MDC) and K. Smith.
Absent: M. Cunliffe, D. Harrison and D. Priest.

8864.  DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8865. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on Monday 17th September, 2012. Accepted as a true record.

8866. CRIME AND DISORDER – PCSO Dee Eyre gave an update crime figures in general are down on this this last year. A new PCSO will be added to the team soon and it is not known yet whether PC Booler will return. It was suggested that a letter be sent to the Chief Constable to ask why our team has been reduced so much.

The Chairman closed the meeting to allow:

PUBLIC PARTICIPATION  - The on-going parking problems on Sherwood Street were discussed. 

8867.  MATTERS ARISING PP – Cllr Kerr together with our Neighbourhood Warden Geoff Lomas are trying to resolve the situation. Cllr Evans also offered to look at CCTV to see what vehicles are parking on the restricted zone and for how long.

8868.  PLANNING & APPLICATIONS
           a. Kings Park – changes to house styles.
           b. 140 West St, Warsop Vale – change of use.
No comments were made.

8869.   WARSOP TOWN HALL – The new central heating system is finished and being monitored by J. Whitehead to make sure it runs smoothly. A meeting will take place in the Council Chamber tomorrow morning  to decide whether or not the Christmas Market and Late Night Shopping event  will go ahead this year. The PC fully support it and as the carnival didn’t take place this year, it was thought that the community needed an event to come together. The main issue will depend on whether MDC are still insisting that any commercial stalls that stand will need to pay £75 for a street trading license, it was felt that this would kill it altogether as no-one would to pay that for 4 hours trading.

8870.   HIGH STREET CAR PARK – The loan application has now been completed and will be sent to NALC with a budget review and minutes of the September meeting.

8871.   WARSOP AND DISTRICT NEWS – The November edition is almost finished but revenue is down again, which more advertisers cancelling adverts but with the economic climate we will just have to ride it out.
 
8872.  F&GP MEETING – Copies of minutes for information. The EXTERNAL AUDIT – Has now been completed and returned, Clement Keys requested that it be minuted that it was late as this was due to the Clerk’s unfortunate situation. The invoice of £660 needs to be added to the payments list. It was recommended that the section 137 application for Meden Vale village hall be refused as they had £250 from PC in the last financial year so they cannot apply again till next year and with the PC have to pay out so much for the upkeep of the town hall and now purchasing the car park there will be little money left at the end of this financial year for grants. It was suggested that they apply to Warsop United Charities and The Eastwood Foundation. The Annual donation to DUWC of £100 also needs adding to the payments.

8875.  NOTTINGHAMSHIRE COUNTY COUNCIL – JA updated members on the academy status for Meden School, Clumber Street one-way system and the energy village on the old Welbeck pit site. He added that the petition for Cuckney Hill has been presented to NCC.

8876.   MANSFIELD DISTRICT COUNCIL – PC reported that a resolution had been passed for MDC to purchase 5 properties on Longden Terrace.
