MINUTES of the Parish Council meeting held on MONDAY, 21st MARCH, 2011 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), P. Crawford, A. Wetton, J. Kerr (Mansfield District Councillors), J. Allin (Nottinghamshire County Councillor), D. Priest and Halina Kochanowski.
PC Wayne Bennett, PC Dave Booler, a member of the public, David Lander, Standards Board and CHAD reporter.
Apologies: Cllrs. M. Ellis, J. Heald, B. Smith and S. Shields.

8562. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8563. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on Monday 21st February, 2011 were accepted as a true record. Minutes of the F&GP meeting on Monday 14th March, 2011 were handed out for information.

8564. CRIME AND DISORDER – PC Dave Booler gave the update. With the Government cutbacks the beat team will be revert back to 2 Beat Officers Wayne and Dave and 2 PCSO’s Gina is returning to work alongside Dee. The Police station is soon to close and Insp Sam Wilson is keen for them to be housed in the Town Hall.

8565. PLANNING & APPLICATIONS
a. Land rear of 2 Rectory Rd – Detached bungalow.
b. 6 Dale Rd – 1st floor side elevation extension.
c. 235 Sherwood St – extensions to front rear and side.
d. 30 Sycamore Street- front porch.
e. Land adj to Nettleworth Cottage – change of use to storage.
f. The Rectory – Works to 2 trees.
g. Rooftop Lettings – installation of new display window.
h. Hetts Lane School – Refurbish storage and play area NCC
i. Land adj to 65 High St – Outline application for 1 Dwelling.
No Comments were made.
Cllr. Allin referred to a previous planning application at Gleadthorpe Beck which due to the consultancy process not being followed, has now been deferred for a site visit to investigate the impact on the wildlife.

8566. CARNIVAL – The Moto International Stunt Team has been booked for the main arena, along with TITAN the Robot and X-Factor star Rachel Adedeji she will be the finale act for the all day music festival.

8567. ELECTIONS – The Chairman read out an email from the MDC Elections Office regarding the Parish Council now not being able to be included on their polling card, should the Parish Council want their own a cost of £1,2….. will be incurred. As it is not a legal requirement to have them, it was decided not to have them. Nomination packs are available from the Clerk’s Office.

8568. WARSOP TOWN HALL – The Insurance renewal for the Parish Council which now includes the Town Hall has been received. It was unanimously agreed to take the 1 year agreement at £1,450.53. The Management Committee have decided to re-decorate and re-carpet what was the Web Centre ready to rent out. A cleaning company has been appointed Minster Cleaning Services, starting 4th April and Swift are to take over the fire alarm system. Cllr. Allin told members that he is in talks with NCC Procurement Group with regard to providing them with hot desking facility. It was agreed that a monthly meeting is necessary under F&GP and for Halina to join the group.

8569. WARSOP AND DISTRICT NEWS – The April edition is almost ready to go to print, 24 pages featuring a 2 page lottery and a 2 page Town Hall spread. It was recommended at the F&GP meeting on 14th March to pay Karen the extra hours she has been doing voluntary for the paper. It was agreed unanimously.

8559. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin informed members about further cuts to do with weed killing and grass cutting. In view of the Moorfield Farm Development and as a result of his Parish walkabout with Kendra Hourd, she has recommended that the 30mph limit is extended up to the northern end of the cemetery and the 40mph limit be extend up to the top of Cuckney Hill. He reported the new library opening hours, which will be advertised in the next edition of W&DN. He also announced that at the moment there are no cuts to the bus services in the Parish. He spoke about the Welbeck Colliery site, a consultation drop in exhibition will be held Wednesday 23rd March from 3pm-8pm.
Cllr. Kerr proposed that a letter be sent to MDC stressing that we do not want our grass cutting and weed killing schedules cut as this will only encourage vermin.

8560. MANSFIELD DISTRICT COUNCIL – Cllr. Kerr spoke about the proposals for Meden Pool which will now stay open till October. Cllr. Allin attended a governors meeting at Hetts Lane, who have been told to have their swimming lessons at Rebecca Adlington as MDC will be closing Meden.

8561. DATE OF NEXT MEETING – Monday 11th April, 2011

The Chairman thanked everyone for attending and closed the meeting.
