MINUTES of the Parish Council meeting held on MONDAY, 21st FEBRUARY, 2011 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), P. Crawford, S. Shields, (Mansfield District Councillors), J. Allin (Nottinghamshire County Councillor), D. Priest, Halina Kochanowski.
PC Wayne Bennett, Helen North, NCC, member of the public and CHAD reporter.
Apologies: Cllrs. J. Kerr, M. Ellis, J. Heald, B. Smith and A. Wetton.

8543. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8544. CRIME AND DISORDER – PC Wayne Bennett gave the report and told members that with the government cutbacks our Police team will be reduced to 2 PCs, 2 PCSOs and 1 Warden. It is vital that they find a base in Warsop and quick or they will operate out of Mansfield Woodhouse Police Station. Cllrs Allin and Crawford suggested that they move into the Town Hall as there are upstairs offices vacant and a letter be sent to Insp Sam Wilson. PC Bennett reported that crime figures were down on the same time last year and the dispersal order is working.

8545. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 17th January, 2011 were accepted as a true record.

PUBLIC PARTICIPATION – Helen North, NCC Highways gave an update of the implementations of the issues that arose from the transport survey and asked for the Parish Council to agree for them to be moved forward. Discussion took place and suggestions were made for the best option for the one way restrictions on Clumber Street and the quickest and most cost effective way of implementing it.

8546. MATTERS ARISING OUT OF PUBLIC PARTICIPATION - None

8547. PLANNING & APPLICATIONS
a. 26A Sherwood St – change of use from shop to Tattoo Studio
b. 5 Netherfield Ln – 1st floor rear extension and detached garage
c. Site at Spion Kop – application to extend time limit
d. 24 High St – Removal of 1 tree
e. 35 Sherwood St – Alterations to wall and add a gate.
No comments were made.

8548. WARSOP FIRE STATION – Cllr. Allin told members the petition now stands at 5,842 signatures. A positive and supportive meeting has been held with Frank Swann, Chief Fire Officer and Cllr. Pauk. Once a decision has been made at the meeting on 25th February at Headquarters Bestwood Lodge, it will go out to public consultation and everyone will have a chance to have their say.

8549. WARSOP TOWN HALL – The application for the Reaching Communities Lottery funding has now got into the 2nd round, the Clerk asked if any member would like to volunteer to help write the bid, Cllrs. Kochanowski and Crawford offered to help Cllr. Kerr and Carol Hill. A meeting has been arranged with Neil Turton, MDC, this week to discus the possibility of a housing surgery in the Town Hall when Sherwood Street closes at the end of March.

8550. MEDEN BATHS – The Chairman reported that the SOS group are still working to secure the future of the Sports Centre.

8551. BIG LOTTERY – The Clerk reported that the last meeting was very productive in ideas for community engagement including a ‘Big Lunch’, an indoor street party for the royal wedding with big screen viewing both to be held at the Eastwood Centre and a ‘Big’ presence at the Carnival.

8552. CARNIVAL – Plans are now well underway with a meeting tomorrow night to confirm some more of the entertainment. It will be a one-day event on Sunday 3rd July but a longer day from 12noon-7pm with music into the evening. With the theme being “A Day at the Movies” Shine will be hosting a family ‘Movie Day’ at the Eastwood Centre on the Saturday.

8553. THE CARRS – Cllr. Hill told members that at meeting has been arranged for this Thursday at 11am for a walk round the Carrs, Andy Lowe, Wildlife Trust will be leading the walk and would like as many people there as possible to give feedback on what they would like to see on the Carrs.

8554. WARSOP AND DISTRICT NEWS – Karen has now moved into Tania’s office and Tania told members that it is working really well and wished they had done it years ago.

8555. CONNIE CLUB CAR PARK – The Chairman read out a letter confirming that their car park can be used for Warsop businesses. Cllr. Allin suggested a letter be sent out to all businesses, Cllr. Hill offered to take them round. Car Parking permits need to be issued, The Clerk suggested Infotech do them.


8556. TESCO – A planning application has not yet been submitted.

8557. CORRESPONDENCE
a. Letter from Bassetlaw District Council Re: Submission of Bassetlaw Core Strategy
& Development Management Policies DPD – copies for information only.
b. Letter from Spencers Hardware – Each member was handed a copy regarding:
• Businesses taking up car parking spaces.
WPC are helping to solve this issue with the Connie Club Car Park.
• Re-location of the Re-cycling bins they take up 2 full spaces and half of another.
WPC will contact MDC to see if they can be moved to the opposite side.
• Market stalls being put up too early, again taking up car parking spaces on
Wednesday afternoon.
WPC will speak to Stuart Whittle, the market manager.
• Some shops are letting the look of the town down.
WPC will send a letter to those with shabby exteriors.
WPC to arrange a meeting, inviting all retailers to discus these issues.

8559. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin informed members about a Parish Walkabout with Kendra Hourd, NCC Highways District Manager and the issues raised. A copy of an email with her findings was given to each member. He also gave an update on the Welbeck Colliery site and NCC will be making a decision this week on what services will be cut to save £1m.
