MINUTES of the Parish Council meeting held on MONDAY 19th SEPTEMBER, 2011 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), P. Crawford, J. Kerr, A Wetton (Mansfield District Councillors), J. Allin (Nottinghamshire County Councillor), Cllr. D. Priest, H. Kochanowski, D. Harrison and M. Needham.
PC Dave Booler, Alison North, members of the public and a CHAD Reporter.

8658. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8659. APPOINTMENT OF REPRESENTATIVES – Due to the illness of Cllr. Dodman, a representative for the Standards Board is urgently needed. Cllr. Harrison was proposed and seconded and the motion was carried.

8660. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 18th JULY, 2011 were accepted as a true record.

8661. CRIME AND DISORDER – PC Dave Booler gave the update, stating that crime figures are down on this time last year. There are still issues on Clumber Street but these are being addressed. They have now moved into an upstairs office in the Town Hall. The Chairman welcomed them.

The Chairman closed the meeting and invited members of the public to speak.

PUBLIC PARTICIPATION – The Chairman introduced Alison North, Economic Regeneration Officer from MDC who gave a short talk about the Business Place in Warsop and told everyone about an event for independent retailers in Warsop. It will in held in the Town Hall on Thursday 6th October 5.30-8.30pm. It is a free event with a light buffet.
Several members of the public attended to bring to the attention to the PC about the planning application h. Blakeley Lane, Warsop. Change of use from scout campsite to public campsite. Serious concerns regarding access were raised, this is a bridleway not a highway and is very narrow in parts, it is mainly used by horses and tractors with the occasional scout camp. Landowner Roger Bowring told the meeting he has not given permission to put in passing places on the lane, although it does say he has in the application. One resident also complained about a 3 day Rave that was held on the site at Easter going on till 5am.

8662. MATTERS ARISING FROM PP - The Chair told the parishioners that the PC had received the plans but unfortunately, as they do not have a meeting in August they have missed the closing date for objection. However, even though members didn’t think the plans will be passed, it was agreed by all members that a letter still should be sent outlining the serious flaws in the application. Cllr Allin told the meeting that he had received several objections from landowners including Roger Bowring’s, the Fitzherbert Estate, together with complaints from Red Brick House about the noise from the Rave. He was also of the opinion it would not get passed.

8664. WARSOP TOWN HALL –
a. Letter from Infotech – The group are wanting to refurbish the IT suite and are applying for CRT funding but need a 5 year lease for the Town Hall from the PC to comply with the grant conditions. New windows may be an issue with being in a conservation area, the Chairman suggested Mike have a site meeting with the conservation officer, Cllr. Kerr offered to arrange it. Cllr. Kochanowski is to chase up the dilapidations money with Tim Slater NCC. All agreed there would be no problem offering them a 5 year lease.
A quote has been received from MJ Robinson suggesting a new heating system. Cllr. Kochanowski has made enquiries about using Bio-Mass but the company wanted £350 + VAT to assess the building. Cllr. Kerr proposed that we pay, an agreement couldn’t be made, therefore, a show of hands was called. The results of which were 4 votes for, 3 votes against and 3 abstained. This gave the Chairman a casting vote which he declined the proposal.

The Clerk has been approached by Unicom to take over all the phones in the Town Hall and spoke of savings of around £70 per quarter. Cllr. Kochanowski told members that we are tied into a 2 year contract with BT which still has 18 months to run, if we cancel it there will be charges. It was agreed to stay with BT for the time being and review in 18 months.

8665. BIG LOTTERY – An event for stakeholders and those people who registered an interest in being involved has been arranged for Tuesday 25th October at the Fretwell Centre 9.30-4.30 including lunch and refreshments.

8666. CARNIVAL – The date has been set for Sunday 8th July, 2011 and the theme is Heroes. The Christmas Market will be held on Thursday 1st December.

8667. THE CARRS – The Friends Group is active now and recruited 30 volunteers for a litter pick. Another one is being organised on 10th October at 10am everyone welcome. They have applied for a s137 for £500 to go to continue improvements.
It was agreed unanimously to grant the application.

8668. SKATEPARK – The damage boards have now been replaced and it is hoped that the vandals have read the front page article in the September edition, if it is abused again MDC will close it down.

8669. WARSOP AND DISTRICT NEWS – The September issue was a success and thanks go to Karen who produced it whilst Tania was on leave. We have appointed a new junior correspondent, Connie Smith, she has taken over from Tessa Searson, who is now busy at college. Thanks go to Tessa and welcome to Connie.

8670. CONNIE CLUB CAR PARK – Ongoing. Cllrs. Kerr and Crawford are to report back to the next meeting.

8671. CORRESPONDENCE
a. Thank you letter – DUWC for the annual donation of £100 they helped 30 residents in the Parish and this donation helps them to carry on.
b. Rev. Paul Lawlor – copy of letter to Sally Curtis for information. It was agreed to wait for a reply from Sally.

8673. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. Allin reported on highway repairs that are taking place soon. He told members that NCC recently put up for auction in October, the library car park and shop. He has asked that it be taken out and put it to the Parish Council to look into buying it. There is not enough car park spaces in Warsop and to lose these would be detrimental to the town. It was discussed briefly that the PC look into obtaining a loan from the PWLB and for Cllr. Allin to ask how much NCC would sell it to us. As time is of the essence an F&GP meeting was called to discuss it in more detail on Monday 26th September at 10am.

8674. MANSFIELD DISTRICT COUNCIL – Full Council Meeting is tomorrow.

8675. NALC – AGM will be held on Wednesday 16th November at Epperstone Village Hall commencing at 7.30pm. The Clerk gave a short report on the New Councillor Training which she attended with Cllrs. Smith and Needham, it was most informative. Cllr. Allin will attend.

8676. PARLIAMENTARY BOUNDARIES – The Chairman told the meeting, if we allow this to go through, Warsop will be split down the middle with half of Warsop in Newark & Sherwood and half in Mansfield. Cllr. Crawford asked that a public meeting be arranged at the Oakland’s to discuss the proposed 2013 parliamentary boundary review.
