DRAFT MINUTES of the Parish Council meeting held on MONDAY, 17th JANUARY, 2011 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Kerr, S. Shields, (Mansfield District Councillors), J. Allin (Nottinghamshire County Councillor), D. Priest, Halina Kochanowski and J. Heald. PC Wayne Bennett, Wardens Phil Bennett & Geoff Lomas. Members of the public and CHAD reporter.
Apologies: Cllrs. P. Crawford, and A. Wetton.

8520. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8521. CRIME AND DISORDER – PC Wayne Bennett gave the report and told the meeting that Jake Gregory has been issued with an ASBO and posters are around the Parish detailing the conditions of his 2 year contract. A dispersal order is now in place covering Carr Lane, High St, Clumber St, Fenwick St, Welbeck St, Watson St, Day St, Vickers St and Ridgeway Terrace a map will be published in the March edition of Warsop News. An extra PC will be joining the Warsop Team making a total of 4 PC’s, PSCO Gina Fletcher is coming back making a total of 4 PCSO’s and 2 wardens. No decision has been made about the Police Station as yet but they are still looking to re-locate. Cllr. Kochanowski told PC Bennett that the whole of the top floor is available to rent.

8522. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 15th NOVEMBER, 2010 and the Emergency Parish Council meeting held on Wednesday 15th December, 2010 were accepted as a true record.

PUBLIC PARTICIPATION – Adrian Hardy Correspondent for the CHAD told members that the CHAD editor and some of the newsdesk team will be in NISA/Mills supermarket promoting the CHAD.

8523. MATTERS ARISING OUT OF PUBLIC PARTICIPATION - None

8524. PLANNING & APPLICATIONS
a. Warsop Army Cadet Hut – construction of a hipped roof.
b. Gleadthorpe Breck Plantation change of use to recreational war games.
c. Land at 26 Forest Road – 1 detached dwelling.
Members asked for more information on b. Halina raised concerns about the footpath.

8525. WARSOP FIRE STATION – The campaign to save our station is in full swing with regular meetings, the petition is going round door to door, supplies are around the Parish and there’s an on-line one on Warsop Web. The proposed closure will be on the front page of the February W&DN and banners have been put up in Warsop. A meeting will take place on 25th February when the petition will be handed in. Alan Meale MP is supporting the campaign.

8526. WARSOP TOWN HALL – minutes of a Parish Council Town Hall Management meeting held 11th January, 2011. Cllr. Kochanowski updated members and told them of a very positive meeting she had with Cllr. Allin and Tim Slater at NCC to discuss dilapidations. She has taken the reins of the management of the building, she wished to thank the new volunteers covering reception Abi, Kathy and Linda and a special thanks to Mike who has done a lot of work cleaning the building. Cllr. Kerr has been speaking to MDC who are looking favourable for a grant to help with the rates bill. The Clerk has contacted our Auditor Barrie Woodcock for advice on how to set up the books, he will arrange a visit after 6th February. Alan Meale MP’s office is now open Monday & Friday 10am-1pm and he will hold monthly Saturday morning surgeries in the Town Hall 10am-12noon the first being 22nd January in conjunction with a Parish Council surgery.

8527. MEDEN BATHS – A decision by MDC Cabinet has been made to keep the pool and sports centre open till September 2011. The SOS group are looking into the process of setting up a social enterprise. Cllr. Kerr commented that the SOS group need to be recognised for all their hard work.

8528. CHRISTMAS PANTO – The Chairman thanked the Parish Council for their support on behalf of Market Warsop Players. It was a big success and it was fantastic to see so many people turn out to all the performances and the finale was a complete sell out.

8529. BIG LOTTERY – A funding bid has been applied for of £10,000 for publicity and marketing to launch the Big Local. A visit to the Goodwin Trust in Hull has been arranged for the interim group to see how they spent their lottery money.

8530. CARNIVAL – The theme will be “A Day at the Movies” and the committee have agreed that it will be a one day event on the Sunday. Shine will host a movie day at the Eastwood Centre on the Saturday.

8531. THE CARRS – Cllr. Hill told members that Andy Lowe will be calling a meeting of the Friends of the Carrs to encourage more people to get involved and get the group active again. It is hoped that the dredging will take place next year.

8532. WARSOP AND DISTRICT NEWS – The February edition has been a tough one with illnesses and the amount of things to report this month. Tania asked if she needed to go to 28 pages could she have the support of the Parish Council as there may not be enough revenue. All agreed.

8533. CONNIE CLUB CAR PARK – Cllr Kerr is meeting with them this week.

8534. TESCO – They will soon be submitting their planning application to MDC which differs from the original draft plan to included restoring the stone cottages and the fascade of the Bingo Hall. There will be a full page press release from Tesco in the March edition of W&DN and next week’s CHAD.

8535. F&GP Meeting Tuesday 11th January 2011 – minutes for information.

8536. PRECEPT 2011/12 – The F&GP working party recommended a 0% increase and asked that full council ratify the decision. Cllr. Hill proposed, Cllr. Kerr seconded the motion and it was carried unanimously.
RESOLVED – The Parish Council agreed to set the precept with MDC the same as last year @ £70,000.00

8537. CLERK’S HOURS – At a previous F&GP meeting it was recommended that her hours be increased from 30 – 37 to incorporate meetings and extra hours that she has been working for some time. Her workload continues to increase and Cllr. Kochanowski suggested that the PC look in the future to employing a part-time assistant to help the Clerk, particularly with the Warsop News. The decision to increase the Clerk’s contracted hours was ratified unanimously.
