MINUTES of the Parish Council meeting held on MONDAY 24th May 2010 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), P. Crawford, (Mansfield District Councillor), D. Priest and J. Allin (Nottinghamshire County Councillor), M. Kavanagh, J. Heald and B. Smith.
Insp Sam Wilson, Chief Supt Simon Nickless, Warden Geoff Lomas, CHAD reporter and members of the public.
Apologies: Cllrs. J. Kerr, S. Shields and A.Wetton (Mansfield District Councillors).
Cllr. S. Moody, Chairman opened the meeting and wished Cllr. Kerr a speedy recovery. The first business of the evening was to elect a new Chairman.

8401. ELECTION OF CHAIRMAN
Cllr. Hill proposed Cllr. Moody be elected for a second year because of his lead in 2 high profile campaigns to save the Town Hall and Swimming Pool. Cllr. Kavanagh seconded the motion and it was carried unanimously.

8402. ELECTION OF VICE-CHAIRMAN
Cllr. Moody proposed that Cllr. Hill also be elected for a second year, Cllr. Smith seconded the motion and it was carried unanimously.

8403. CO-OPTION OF CASUAL VACANCY
The Chairman explained that as an election had not been called the position had been advertised for co-option and 2 registers of interest have been received. He read out the letters received from Mike Trinder and Halina Kochanowski and asked members to nominate. Cllr. Hill proposed Halina and Cllr. Moody seconded the motion was carried unanimously. There was no proposal for Mike.

8404. DECLARATIONS OF ACCEPTANCE OF OFFICE - Declarations of acceptance of office of the Chairman was signed by Cllr. Moody and witnessed by T. Barlow, The Proper Officer.

8405. CHAIRMAN’S ALLOWANCE - The Chairman donated his allowance of £250 to Warden Geoff Lomas who is doing a sponsored cycle ride from Warsop to Skegness to raise money for Joshua Hill, a seriously ill Langwith teenager who needs life-saving treatment in America. The Chairman presented the cheque to Geoff and photographs were taken for the CHAD & Warsop News.

8406. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8407. APPOINTMENT OF REPRESENTATIVES – The Chair deferred this item to the next meeting to allow the new councillor to be represented.

8408. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on MONDAY 19th APRIL were accepted as a true record.

The Chairman closed the meeting to allow:
PUBLIC PARTICIPATION
1. Concerns were raised about an incident on Carr Lane.
2. A resident asked about Welbeck Colliery Site being an industrial site
3. An angry resident on Portland St, still hasn’t received a brown bin.
4. Thanks were given for the help in getting the churchyard grass cut.

8409. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
1. Insp Sam Wilson asked for more details so that she could investigate.
2. Cllr. Allin reported that Meden Vale the Future have been in talks regarding
the future of the land which is being earmarked mainly for industrial.
3. Cllr Moody reported that he lives in a new build and he has a brown bin.

8410. CRIME AND DISORDER – Insp Wilson reported on the recent Friday event that was held on Carr Lane for the youth to consult with them to say what they want, it was a very successful event. She told the meeting that she will be putting more resources into the Parish with more officers based in Warsop. The Police Station isn’t big enough to house them all, so they have been looking at other alternatives including the Fire Station. Cllr. Crawford suggested the Town Hall. Chief Supt Nickless spoke about youth alcohol anti-social behaviour increases since the nice weather. Cllr. Crawford thanked Simon and Sam for getting more staff for the Parish.

8411. PLANNING & APPLICATIONS
a. 11 Thoresby Close, Meden Vale – single storey rear extension
b. Moorfield Farm – outline (inc reserved matters of access) 18 dwellings
More information was requested about b. Concerns were raised on the issue of access.

8412. WARSOP TOWN HALL – Cllr. Crawford reported that there was still nothing to report as it is in the hands of lawyers.

8413. THE CARRS – As Cllr. Kerr was absent there was nothing to report on the proposed heritage centre. Cllr. Crawford was of the understanding that funding is being researched for the project. Cllr. Hill raised concerns again about the dredging of the Mill Dam and has been approached by The Wildlife Trust to get three groups together i.e. MDC WPC and Friends of the Carrs to put together a formal tender and The Trust will get the funding. Cllr. Hill has contacted MDC to ascertain how far they are with the project but has not yet received a reply.

8414. MEDEN BATHS – The Chairman reported that the steering group had a meeting with The Mayor but he still seems to be determined to close it. The outline of the business Plan was presented and the group are now working on the detail. A sponsored swim has been organised for Sunday 6th June to raise the profile of the campaign. A meeting has been arranged for councillors to meet Alan Meale MP on Friday 4th June to discuss the swimming pool and road humps. Eddie Smith will make the final decision to close the pool on 22nd June for it to close at the end of October.

8415. CEMETERY – No complaints have been received this month.

8416. 3 PARISHES WALKS – Tania reported that approximately 40 people walked and members of the Pool Steering Group walked to raise awareness and funds for the SOS Campaign. The Parish Council provided refreshments after the walks. The Chairman thanked Tania for organising the event, the volunteers who help her and RAYNET for providing the communications and marshals.

8417. WARSOP PARISH PARTNERSHIP – The Clerk reported that the list of the 10 priorities for the Parish will be in the June edition of the Warsop & District News to inform people of the work that has been done so far and what needs to be done next. This forms the action plan which will be developed into a Parish Plan for the next 10 years.

8418. YOUTH COUNCIL – Cllr. Moody reported that they plan to start doing assemblies in schools and have launched POWAR, a joint project with shine. This is the Pride of Warsop Awards for best shop, best kept street etc.

8419. WARSOP AND DISTRICT NEWS – The Clerk reported that the June edition will be 20 this time due to lack of articles. The front page is dedicated to the Carnival and SOS Save our Swimming campaign.

8420. CARNIVAL – The Chairman reported that the date is Sunday 18th July, the theme is 1960’s and there will be the usual music festival on the Saturday and an under 18’s Disco. Meetings are held every Tuesday at the Black Market at 7pm.

8421. INTERNAL AUDIT year ending March 2010 – now been completed by Barrie Woodcock. The Chair asked that his invoice of £78.23 be paid. AGREED.

8422. ANNUAL RETURN – External audit 26th July, 2010

8424. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that he is unsure if the new government will carry on with BSF Building School for the Future but Meden should be safe. He raised concerns reading a letter from NCC Planning Department regarding the plans for the new golf course at Mansfield Woodhouse which will involve 90,000 HGV movements with a waste disposal of 1.5 million tons onto the site from the A60 to Nettleworth. He also reported that waste deposits from Dormill will be put onto Welbeck pit tip raising the height which will be seen from Cuckney. He is still in talks with Leicester Housing regarding the waste ground in the middle of Mount Crescent, which he is trying to get them to gift aid it to the residents whose gardens back onto it.

8425. MANSFIELD DISTRICT COUNCIL – Cllr. Crawford reported that a new Chair and Vice-Chair have been elected. He spoke about the Boundary Review and has recommended that there be 3wards for Warsop and 1 each for Church Warsop and Meden Vale. Cllr. Allin proposed, Cllr. Heald seconded the motion and it was carried unanimously. Cllr. Moody asked that a letter of thanks go to Warsop Footpaths and Countryside Group thanking them for cutting the grass at the Churchyard.
