MINUTES of the Parish Council meeting held on MONDAY 20th SEPTEMBER, 2010 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Kerr, S. Shields, P. Crawford, A. Wetton (Mansfield District Councillors), and J. Allin (Nottinghamshire County Councillor) and D. Priest.
Alan Meale MP, PC Wayne Bennett and Warden Phil Bennett, Gareth Thomas Environment Agency, Kev Keegan s.h.i.n.e, Dave Parker NCC, members of the public and CHAD reporter.

8441. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8442. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 19th JULY, 2010 were accepted as a true record.

8443. CRIME AND DISORDER – PC Wayne Bennett gave and update on crime statistics for the Parish. Youth Anti-Social Behaviour had increased during the school holidays but with more activities being organised on Friday evenings and ASB contracts being issued soon the situation should get better. He told members that a new PSCO Craig Bull had started.

The Chairman closed the meeting to allow PP. As there were 3 present to give presentations he allowed dialogue for questions but limited it to 10 minutes to each speaker.

PUBLIC PARTICIPATION –
a. Gareth Thomas from the Environment Agency introduced himself to the Parish Council and asked their help to familiarise him to the area. Cllr. Hill told him about the long ongoing situation with de-silting of the Mill Dam, tired of going round in circles he asked for Gareth’s help, although not part of his remit he will try to get the Environment Agency involved. He gave an update on the outcome of the investigation into the Tyre Dump fire.

b. Dave Parker, NCC introduced himself and gave a talk on his remit to work with the Police on the Safer Neighbourhoods Scheme and help set up committees in the area.

c. Kev Keegan from s.h.i.n.e. Meden Family of Schools Extended Services, gave a short presentation on his proposed project for a Family Entertainment Centre off Church Street to include indoor play, community cinema, bingo, youth facilities, café, outside sports, community garden and more. He is planning a community bonfire for 12th November with the support of The Eastwood Trust, Police and Fire Service and will be asking for people’s opinions on his plans. He has secured small amount of funding to start the project but would be looking to bid into the Warsop Lottery Fund for the long term.

d. A member of the public asked if there was any news on Tesco.

The Chairman re-opened the meeting.

8444. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
d. Tesco are hoping to submit a plans late September early October.

8445. PLANNING & APPLICATIONS
a. Red Brick House – Re-site 3 lodges
b. 24 Greenshank Road, Warsop Vale – rear and side extensions.
c. Assarts Farm – construction of cattle shed
d. Welbeck Miners Welfare – time extension on proposed development
e. Carr Lane – New Pavilion
f. 35 Sherwood Street Griffin’s - wall & railings to front
g. Spion Kop – 40 bed care home, bungalows for rent & 6 dwellings

f. The building is to be turned into managed office space.

8446. WARSOP TOWN HALL – The Chairman told the meeting that the contracts were signed on 1st September, there will be an article on the front page of the Warsop News and a 2 page spread inside promoting the Town Hall. The next step will be to decorate the whole of the upstairs to enable the offices to be rented out.

a. Cllr Moody proposed Cllr. Kochanowski to be elected onto the Town Hall Management Committee, Cllr. Kerr seconded the motion and it was agreed unanimously. Her previous experience of Town Hall Manager would be a great asset to the group.
b. Alan Meale MP talked about his office in the Town Hall, and introducing Saturday morning surgeries starting in November, Parish Councillors will also hold their surgeries at the same time. He thanked the Clerk for all her help.

Alan Meale MP told the meeting about his office in the Town Hall which will be manned 2 days per week by a member of his staff, he will be available for surgeries on Saturday mornings either every 2nd or 3rd Saturday starting in November. He thanked Tania for making all the arrangements.

8447. MEDEN BATHS – The SOS group are working closely with MDC freeing up extra slots for public swimming and extra dry side activities to complement the programme. A “USE IT OR LOSE IT” slogan is being adopted for an A5 flyer which will go out to every pupil through all the schools. The same programme will be the focus of a full page feature in the October edition of the Warsop & District News. MDC had issued a press release that will be sent out to all the local media. Followed by a poster campaign to every available shop window, club, pub and community groups in the Parish.

8448. YOUTH COUNCIL – As Cllr. Moody wasn’t present at the YC meeting he asked Kev Keegan to give the update. Kev highlighted 2 projects that the Youth Council are involved in 1. The POWAR awards, the nomination forms will go out again in the Warsop News and the awards evening will be held at the Fretwell Centre on 13th November. 2. A visit to Houses of Parliament and involvement in the Youth Mayor.

8449. THE CARRS - The Clerk asked about a sign for the River Meden, Cllr. Kerr suggested she get in touch with Tim Downes.

8450. WARSOP PARISH CHURCH – Letters of acknowledgement have been received from Ruth Marlow, Managing Director MDC and Sally Curtis enquiries are being made with their legal department. The Chairman has been taking advice from Ian Jakes our solicitor acting for PC with the transfer of the Town Hall.

8451. WARSOP AND DISTRICT NEWS – The October edition is almost ready to go to print, the 24 page issue is packed with information about the Town Hall, Swimming Pool and the Carnival. Cllr. Moody asked Tania to make sure the Panto is advertised as being move to Longden Terrace Club. All members felt this was a good move.

8452. CONNIE CLUB CAR PARK – As an agreement has been made with the club that it can be used by businesses, re-surfacing and a pedestrian gate, at the end of the wall are needed. Cllr. Allin to pass on the contact at NCC to the Clerk.

8453. BOUNDARY REVIEW – Cllr. Crawford announce that the decision will be made tomorrow and he told members that there will be 4 wards for Warsop Parish.

8454. TREES ON ROBIN HOOD AVENUE – Network Rail cleared the trees 2 years ago but some are now becoming overgrown, it was agreed to send a letter.

8455. CORRESPONDENCE
a. Report from Mr. L. Abbs re: Moorfield Farm Planning Application.
Cllrs. Kerr, Wetton and Shields left the room whilst it was being discussed and decision made. It was agreed that an objection be made to MDC.
b. Thank you letter from DUWC – for the donation of £200 which will now be an annual donation.
8456. F&GP MEETING - All recommendations by the Working Party were agreed unanimously.
323. Clerk’s hours to be reviewed in January 2011 from 30 to 37.

8458. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that he had recently had a walk round Warsop with the Highways Officer and has arranged to walk round the rest of the Parish. He talked about the issues with the footpath on Garden Row, Traffic Calming on Sherwood Street and Clumber Street one way, now in draft. He also talked about NCC cutbacks and gave an update on the future of the Welbeck pit site. He has also paid out of his allowance for a granite seat to be placed at the side of the Market Cross. Cllr. Kochanowski reported that the verges in Spion Kop are in desperate need of cutting back.

8459. MANSFIELD DISTRICT COUNCIL – Cllr. Kerr reported on the folding of the area Partnerships and asked that the Parish Council agree to suspend out partnership, with all the other commitments that the PC have the partnership would be better utilised if it was formed with Big Lottery and use the Action Plan to feed into it.

8460. NALC – AGM – To be held on 17th November, 2010 at Epperstone Village Hall. Cllrs. Kerr & Crawford are to attend.
