MINUTES of the Parish Council meeting held on MONDAY 19th JULY, 2010 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Kerr, S. Shields, (Mansfield District Councillors), and J. Allin (Nottinghamshire County Councillor) D. Priest, J. Heald and B. Smith.
Bev Smith, Corporate Director MDC, PC Wayne Bennett and PCSO Sarah Gilbert, members of the public and CHAD reporter.
Apologies: Cllrs P. Crawford, A. Wetton (Mansfield District Councillors) and M. Kavanagh.

8421. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

Cllr. Allin is to check if CCTV is still operational.
Cllr. Kavanagh asked the Clerk to change her name on all Council correspondence.

8422. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council on MONDAY 21st JUNE, 2010 were accepted as a true record.

The Chairman closed the meeting to allow:

PUBLIC PARTICIPATION – Members of the public raised concerns over the Moorfield Farm, Church Warsop development planning application and the impact on the area should this be allowed. They stated that they have evidence supporting that this is not a suitable site for development. Concerns were also raised regarding the access onto the A60. Although the application has been turned down for the moment by MDC it could be tried again in the future.

The Chairman re-opened the meeting.

8423. MATTERS ARISING OUT OF PUBLIC PARTICIPATION – The Chairman asked that copies of all the evidence that had been obtained should be given to the Parish Council via the Clerk.

8424. CRIME AND DISORDER – PC Wayne Bennett and PCSO Sarah Gilbert gave a short update and told the meeting that PC Dave Booler was leaving to go to be acting Sergeant at Sutton-in-Ashfield, whilst he will be sadly missed it is a good opportunity for him to further his career. A new PC Phil Snape has started and new officers will be in place soon once a based can be found due to lack of space at the Police Station.

8425. PLANNING & APPLICATIONS
a. Warsop Vale Community Centre – Change of use.
b. Hall Farm Sookholme Road – Various works.
No comments were made.

8426. PUBLIC REFERENDUM – A copy of an email from NALC was given to each member explaining the difficulties of Warsop breaking away from MDC and becoming independent. All agreed that the PC should start to enter into negotiations with MDC and NCC to explore the possibilities.

8427. WARSOP TOWN HALL – Nothing more to report, still awaiting contracts.

8428. MEDEN BATHS – Eddie Smith Portfolio Holder for Leisure recently announced his delegated decision to postpone the closure till March 2011 to give the SOS Group time to develop the Business Case and that MDC will find the deficit from other budgets, he also offered officer support to join the group. If it hadn’t been for the select commission1 report and all the work that the SOS group have done so far the pool would be closed.

8429. YOUTH COUNCIL – POWAR awards are being prepared and a nomination form will go in the August edition of W&DN.

8430. CARNIVAL – The Chairman thanked the Carnival Committee for organising such a good event on limited resources and time. Attendance was down which could have been due to the weather but the crowds turned out and it was a successful weekend. Programme sales, donations and car park takings were all down on last year. Cllr. Kerr commented that the CC should stick to the tried and tested model and next year go back to the original dates as the “Summer in the Streets” promotion that was promised by the Mayor did not happen again. Several members suggested dropping the Saturday music event because of the extra workload it creates for the very small team of volunteers.

8431. THE CARRS – Cllr. Hill reported on the de-silting of the Mill Dam and told the meeting that there has been a lot of miss-information regarding the project and suggested that he gets the various agencies together to get it sorted before its too late.
It was unanimously agreed the Parish Council support Eric to get on with it.

8432. WARSOP PARISH CHURCH – There has yet again been miss-information with regard to the discharge of the churchyard. It has been handed back to the PC, however we are not the burial authority, MDC should be responsible to maintain it. The Chair suggested that a letter be sent from himself on behalf of the PC to transfer the responsibility to MDC who are the local authority not the PC. Cllr. Kerr thanked Cllr. Hill for his work on this so far, it was unanimously agreed that a strong letter be sent to MDC and also to obtain legal advice from NALC.

8433. WARSOP PARISH PARTNERSHIP – Cllr. Kerr told the meeting that it had become apparent this is creating too much work for the Clerk. Since the PC agreed to take it on we have lost our development worker and there has been no admin budget forth coming from MDC even though it was promised. Cllr. Kerr will take this up.

8434. WARSOP AND DISTRICT NEWS – Another 24 pages for August edition which is nearly finished, revenue is still breaking even.

8435. TESCO – Nothing to report.

8436. F&GP MEETING – A short meeting was held previous to this meeting to discuss Birkland’s School s137 application now that further information has been received. The Working Group recommended that it be paid £570.

8438. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin commented on the Moorfield Farm development stating that Highways had no strong justification to object to the access, however this was for the original planning application which was submitted prior to the recently deaths on Cuckney Hill. He reported that 253 staff will be made redundant now the government have withdrawn the BSF programme (Building Schools for the Future). Ed Milliband has been to visit to Meden School to talk to the very disappointed staff and pupils. He also reported on the unveiling of the Cross. Cllr. Priest asked about overgrown hedgerows in Meden Vale.

8439. MANSFIELD DISTRICT COUNCIL – Cllr. Shields told members that there was nothing to report until after the meeting tomorrow.
