MINUTES of the Parish Council meeting held on MONDAY 19th APRIL, 2010 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Kerr, P. Crawford, S. Shields, A. Wetton (Mansfield District Councillors), D. Priest and J. Allin (Nottinghamshire County Councillor).
PC Wayne Bennett, PCSO Sarah Gilbert, Helen North, NCC, David Halford-Wright, MDC and members of the public.
Apologies: Cllrs. M. Kavanagh, J. Heald and B. Smith.

8380. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8381. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on MONDAY 15th MARCH, 2010 were accepted as a true record.

The Chairman closed the meeting to allow:

PUBLIC PARTICIPATION
Most members of the public who attended the meeting wished to air their views on the proposed Tesco Store coming to Warsop.
1. Concerns were raised from residents on Burns Lane regarding extra traffic, road safety and noise.
2. Concerns were raised from other residents regarding the car parking provision and existing businesses.
3. One resident asked about brown bins on Portland Street.
4. One resident asked about the Town Hall being fit for purpose regarding disabled access for the Council Chamber.

A short presentation was given by Helen North from NCC regarding the recent transport survey sent out to all households in the Parish, lots of ideas have already been sent in and are being looked at by Highways, Helen will produce a report on the findings.

The Chairman re-opened the meeting.

8382. MATTERS ARISING OUT OF PUBLIC PARTICIPATION –
1. & 2. The Chairman and Councillors addressed their concerns and will feedback to MDC as they are the planning authority and will have the final say.
3. Cllr Crawford said they should have them soon.
4. Cllr. Kerr replied that the Parish Council will be looking at ways to improve the building as soon as they take ownership.

8383. CRIME AND DISORDER – PC Wayne Bennett delivered his monthly report highlighted that crime figures are down on last year. The diversionary tactics for ASB seem to be working well with fishing and football matches on Friday nights. There are still issues on High Street on a Friday night but the Police are determined to combat this. Landlords are helping by refusing to sell alcohol to underage drinkers.

The Chairman moved item 12. on the agenda to allow a presentation:
8384. THE CARRS - A presentation was given by David Halford-Wright, MDC regarding the proposed heritage centre. There are two suggested sites:
Site 1 – Replacing the old toilet block near the play area.
Site 2 – In the mill pond, beyond the willow trees, with a view of the Church and the Mill. Both buildings are elevated to avoid flood damage and will provide classroom facilities, a café with indoor and outdoor seating, shop, toilets and a total of 3 play areas for different age ranges. It will be built mainly in timber with a green roof and wall depending on what funding is available, the cost will be under £1million.
Cllr. Hill asked if the project could include dredging of the mill, The Clerk asked for a press release for the Warsop News.
The Chairman thanked David for a very interesting presentation.

8385. PLANNING & APPLICATIONS
a. Welbeck Service Station – erect railings and gates
b. Crates & Grapes, High St – signage
c. 4 Short Street - conservatory
No comments were made.

8386. WARSOP TOWN HALL – Cllr. Kerr reported that there was nothing to report and it is still in hands of lawyers.

8387. MEDEN BATHS – The Chairman reported that a steering group has now been set up and a business plan is being prepared and funding options are being pursued. The next meeting is on Wednesday 21st April. Warsop MDC Councillors will be asking a series of questions to the Mayor to secure the future of the pool till 2014.

8388. CARNIVAL – The Chairman reported that the date is Sunday 18th July, the theme is 1960’s and there will be the usual music festival on the Saturday. Meetings are held every Tuesday at the Black Market at 7pm.
8389. 3 PARISHES WALKS – Tania reported that the date is Sunday 16th May, walks packs are available at the Town Hall and it is advertised in the Warsop News.

8390. CARR LANE PAVILION – Cllr. Crawford reported that the plans should be available soon.

8391. CEMETERY – No meetings have been held yet.

8392. WARSOP PARISH PARTNERSHIP – Cllr. Kerr reported that at the last steering group meeting the 10 priorities for the Parish were established and preparations are being made to produce a parish plan.

8393. WARSOP AND DISTRICT NEWS – The Clerk reported that the May edition will be 24 pages again and revenue is up on last month.

8394. TESCO – A copy of a press release from Tesco was given to each member which will appear in the Warsop News.

8395. CORRESPONDENCE
a. Letter from Tim Priestley – each member was given a copy of this letter and emails from Tim and The Clerk’s response. His suggestion of the names being read out in full at the memorial service will be passed onto the Royal British Legion.
b. Letter from Connie Club – Agreed to let businesses use their car park on a Thursday but since receiving the letter, Cllr. Kerr has spoken to them and they have agreed to everyday.

8396. F&GP MEETING – A copy of the minutes for Monday 29th March 3 items require ratification from the full council:
Minute No 311 Clerks Hours – overtime claim of 30 hours – unanimously agreed.
Minute No 312 Town Hall Management group to have authority to make business
decisions – unanimously agreed.
Minute No 313 Meden Baths – NMT money to be transferred – unanimously agreed.

8398. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that Highways are looking at anti-skid surface on Eastlands Lane within the transport survey and reducing speed limits.

8399. MANSFIELD DISTRICT COUNCIL – Cllr. Priest reported an increase in heating costs on Melville Court. Cllr. Kerr replied that cheaper heating systems were being looked into. Cllr. Crawford updated the meeting regarding the Boundary Commission and asked that a sub-committee be formed to take views of the Parish Council to them – unanimously agreed.

Before closing the meeting The Chairman told the meeting that Cllr. Lilley has resigned, thus leaving, the Parish Council with a casual vacancy.
