DRAFT MINUTES of the Parish Council meeting held on MONDAY, 15th NOVEMBER, 2010 at 6.30pm in the Council Chamber, Town Hall, Market Warsop.

8490. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish
Council on MONDAY 18th OCTOBER, 2010 were accepted as a true record.
The Clerk referred to minute number 8482b. a letter from Network Rail acknowledging our letter. Another letter has been received refusing to remove or prune anymore trees. Cllr. Kerr suggested a copy of the letter be sent to the tree preservation officer at MDC for his opinion on the matter.
8491. CRIME AND DISORDER – There was no Police presence due to officers being on rest days. A report from PC Wayne Bennett was read out by the Chairman. It mentioned proposals for a dispersal order to combat anti-social behaviour at several locations in Warsop. The Clerk added that she had received emails in reply to last month’s minutes from both Insp Sam Wilson and Chief Supt Simon Nickless which highlighted the situation with Government cutbacks and at this moment in time they are unsure what the outcome will be. However, they did confirm that there will be no reception service at Warsop Police Station but there is a direct phone link outside. If the Police Station is sold the Police team will still have a base in Warsop and will probably engage in more street surgeries to be in touch with the community. The Clerk told members of a Safer Neighbourhoods meeting organised by Dave Parker, Community Development Officer, NCC on Thursday 25th November at 1pm, for details of the venue and confirm attendance contact Dave.
The Chairman closed the meeting to allow Public Participation.
The Chairman introduced Ruth Marlow, Managing Director of Mansfield District Council and thanked her for attending. He allowed a questions and answer session for 20 minutes in order for the Councillors to have dialogue with her.
Cllr. Heald asked if there was still the intention of bringing the Housing
Office to the Town Hall. She replied that the cashier’s office on Sherwood
Street will close in March and payments can be made at the Post Office. Paypoint
is another option for payments which the Town Hall could look at, she brought
along more information, if they were able to do this MDC would pay a commission.
The housing office is not scheduled to be closed at the moment but MDC are
looking at an alternative of housing surgeries which would come to the Town
Cllr. Allin asked what the savings would be to close Sherwood Street, Ruth didn’t have the figures but will forward them.
Cllr. Kerr asked if a charter could be entered into with MDC to work more closely in partnership as we are the only Parish Council they have. Ruth welcomed the idea and would be willing to look into it further.
Cllr. Kochanowski asked what would happen to the Sherwood Street site, Ruth replied that it would be sold when Meden Valley Making Places have re-located.
The Chairman thanked Ruth for coming and her helpful comments, he then returned to the usual procedure for Public Participation.
1. A resident, supported by other residents from Barn Owl Close, Church Warsop made a presentation to the Parish Council regarding a planning application at 18 Barn Owl Close raising objections to the proposed 2 storey extension on the grounds of it being out of character with the rest of the properties and visual intrusive.
2, A resident asked about the lottery money.
8492. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
1. Cllrs. Kerr and Shields left the room whilst discussion about this matter took place. A vote was taken by a show of hands, 4 members agreed, 1 abstained to support the objection and to register it in writing to MDC and Cllrs will visit the site. The Chairman asked for copies of the paperwork to be passed to The Clerk.
Cllrs. Kerr and Shields returned to the meeting.
2, The Chairman reported that Warsop Big Local Lottery money will not be available till early 2012. Meantime there as a lot of work to be done by the interim steering group to organise public consultation events which will are planned to take place in the New Year.

8494. WARSOP TOWN HALL – Contracts have been prepared and an application has gone in for funding to the Reaching Communities Lottery fund. The Chairman invited all members to the Christmas Party to be held on Thursday 23rd December at 3pm and proposed to officially open the Town Hall, provided the signage can be completed by this date.
8495. MEDEN BATHS – An emergency Parish Council meeting was held on Monday 8th November, in light of MDC’s announcement for a proposal to close the whole of the Sport Centre. It was agreed to wait and see, as this is only a proposal for their budget cuts.
8496. COMMUNITY BONFIRE – A fantastic event, organised by Kev Keegan and s.h.i.n.e with the support of the Parish Council, other partners and local businesses at the Eastwood Warehouse on Church Street. The inside was transformed with food, a stage for live entertainment, stalls and activities. On the Saturday it hosted a family fun day and in the evening transformed again for the POWAR awards hosted by Warsop Youth Council. Kev is planning to make this an annual event and has more ideas to use this amazing building and outside space for a multi-use community facility. All members agreed unanimously to give their support to shine and asked that a letter of thanks be sent to him. The Clerk has given Kev a s137 application form to give help with some financial support. Cllr. Kerr added that his s106 agreement application for extreme sports equipment in the Carrs, after looking at the site it would be better placed here.
8497. CHRISTMAS MARKET – Everything is organised for Thursday 2nd December with fireworks, ice skating, snow, Rotary Club Santa, Christmas Carols, late night shopping the Xmas Factor showcasing our young talent and much more.
8498. CHRISTMAS PANTO – Rehearsals are well under way for Mon & Tue 27th & 28th December matinee and evening performances with the finale on Wednesday evening with a party and disco. Tickets are now on sale, in the Town Hall, Clumber Pets and Longden Terrace Club. The Chairman has donated some of his allowance for Market Warsop Players to purchase a banner which was on show in the council chamber.
8499. BIG LOTTERY – Next meeting of the interim steering group is Monday 6th December. Public consultation events will be organised in the New Year.
8500. CARNIVAL – The AGM has been held, a new committee formed and date has been announced and advertised for Sunday 3rd July, 2011. At the moment the Sunday has been confirmed but discussions are still in progress whether to continue with the Saturday night.
8501. YOUTH COUNCIL - No meetings have place as they have been busy with the POWAR awards which took place at the Eastwood Warehouse on Saturday 13th November. Simon Harper, Mansfield’s Youth Mayor will be working with them.
8502. THE CARRS
a. Ash trees – The Chairman read out an email from Tim Downes regarding a deceased tree near the road which will have to be taken down but 2 other trees will be planted in its place.
8503. CEMETERY – Cllr Kerr attended a recent meeting all the capital available has now been spent. Issues over weed killer are still being addressed.
8504. WARSOP AND DISTRICT NEWS – The December edition is almost finished ready to go to print. The press release from MDC regarding their budget review will be on the front page. Tania told the meeting that whilst she has been off sick she would like to thank Karen for taking some of her work load. Tania said “She is as passionate as me about the paper and goes beyond what she is paid for”. The chairman added that Karen works very hard and should be recognised for her dedication not only to Warsop News but all the community events she volunteers her time to. Tania is to send a thank you letter.

8508. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin started his report with presentation of the transport survey, a copy was given to each member, unfortunately Helen North, NCC was to give an overview but is off sick and will attend the next meeting. He told members of a walk around the Parish to highlight Highways issues. Following the inquest into the deaths on Cuckney Hill at the lay-by a poster campaign will be put in place soon. Each member was given information about gritting this winter and footpath 48, Garden Row, regarding anti-social behaviour. He also spoke about the new proposed Golf Course, Hotel and Swimming Pool and that if this was allowed to go ahead it would seal the fate of the Meden Pool. He also told members about the fantastic attendance at 2 recent exhibitions showcasing the plans for Welbeck Colliery site.
8509. MANSFIELD DISTRICT COUNCIL – Cllr. Kerr spoke of the Budget Review, decisions will not be made until NCC’s budget is announced.
8510. DATE OF NEXT MEETING – Monday 17th January, 2011
