MINUTES of the Parish Council meeting held on MONDAY 15th FEBRUARY, 2010 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Kerr, P. Crawford, S. Shields, A. Wetton and B. Lilley (Mansfield District Councillors), B. Smith, D. Priest, M. Kavanagh, J. Heald and J. Allin (Nottinghamshire County Councillor).

8348. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to declare any personal or prejudicial interests related to agenda items.

8349. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on MONDAY 18th JANUARY, 2010 were accepted as a true record with an alteration on Minute No. 8337. Cllr Lilley asked that the word bother be removed.

PUBLIC PARTICIPATION – A member of the public asked if there is going to be a Carnival this year.

8350. MATTERS ARISING OUT OF PUBLIC PARTICIPATION – The Chairman answered that still nothing has been decided but an appeal has gone in the Warsop News asking for volunteers and fund raising ideas and an AGM will be arranged soon.

8351. CRIME AND DISORDER – PC Dave Booler addressed the meeting and gave his report highlighting that crime figures are down from last month. Regarding the issues around ASB, contracts have now been issued to repeat offenders. There has been a recent spate of wheelie bins being stolen and set fire too, police are addressing the problem. Friday evenings 5-6pm the police are involved in football practice with MDC and hope to introduce circuit training soon. Cllr. Allin thanked the Police for all their help and support with the recent break-ins at Age Concern. The cost of the repairs will have to be taken out of their funds and as a volunteer run organisation it is going to be hard for them to raise the money.
8352. PLANNING & APPLICATIONS

8353. WARSOP TOWN HALL – A copy of a letter to Christina White stating what the PC would like in the terms was given to each member. Cllr. Kerr read out an email from Roger Sutcliffe in which he stated there had been some confusion as to the payment of the dilapidations with this in mind a letter of the revised terms will be sent from Christina White. The Clerk asked if the PC would like her to arrange an emergency meeting to make the final decision. It was agreed.

8354. THE CARRS – The progress on the new bridge is on schedule and will be installed soon. Cllr. Allin stated that it would be a shame if there is no Carnival now the new bridge is almost in place. Cllr. Kerr spoke about the ideas for the new Heritage Centre which will incorporate a downstairs shop and an upstairs classroom for schools to take part in nature studies. The re-opening of the paddling pool and an extreme play area is also being looked at, when available, the plans will be presented to the PC.

8355. CARR LANE PAVILION – Eddie Smith, MDC is to approve the plans for the re-build, Cllr. Lilley asked that there be more lighting for security.

8356. MEDEN BATHS – The public meeting was discussed and the Chairman was congratulated on a very well organised and run meeting. Around 150 residents met with: local councillors; Warsop's MP, John Mann; Representatives from MDC including Executive Mayor, Tony Egginton, Deputy Mayor Cllr Roger Sutcliffe and Managing Director, Ruth Marlow on Friday 12th February to discuss MDC's proposal to close the swimming pool. There were plenty of views aired and questions asked. As it stands the people of Warsop have been given 6 months to save their pool. The meeting focussed on the fact that this is not long enough and certainly not fair. The general feeling during the meeting was that it was time MDC started listening to the people of Warsop and started providing services to us. Overall, it was a constructive meeting in that the mayor has promised to work in partnership with the parish council NCC and John Mann to solve the problem. During the meeting we urged MDC to reconsider the 6 months stay of execution and extend it until the new school is built, this is one idea that the mayor has promised to take forward to full council. It was also noted that public swimming times need to be increased, some new times will be advertised in the Warsop News. The petition update was handed to Ruth Marlow which now has over 2,700 signatures on it.

8357. CEMETERY – No complaints received.

8358. WARSOP PARISH PARTNERSHIP – Cllr. Kerr reported that the next meeting of the Steering Group will be held in the Town Hall on Tuesday 23rd February and the next Partnership Open Forum will be held in St. Teresa’s on Wednesday 17th March at 6pm. He added that the Magistrates Service will be attending the March meeting to give a presentation.

8359. WARSOP AND DISTRICT NEWS – The Clerk said that this month’s paper would only be 20 pages this time due to the lack of advertising and local news, but felt confident that the April edition would be 24 again. The Chairman congratulated Tania and Karen for the hard work they put into the paper.

8360. F&GP MEETING – A copy of the minutes for Monday 8th February were given to each member and Cllr. Moody gave a short report. It was recommended by the group that the Clerk’s extra hours worked over her contracted 30 hours, which are normally are taken back in lieu, be paid. A vote was taken, 11 for, 1 against, the motion was carried.

8362. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that he was pleased that the new bridge on the Carrs has finally being installed. He spoke of the proposals for Meden Vale the Future when the colliery finally closes, the land will be primarily industrial with some leisure.

8363. MANSFIELD DISTRICT COUNCIL – Cllr. Wetton commented on the Baths and the Town Hall and hoped that the PC could achieve a positive result for both.

8364. DATE OF NEXT MEETING – Annual Parish Meeting Monday 15th March, 2010. The Chair asked that this meeting be well publicised, to incorporate the Baths and Town, the dignitaries who were present at the public meeting be invited. A good turn out is needed again. He thanked everyone for attending and closed the meeting.
