MINUTES of the Parish Council meeting held on MONDAY, 20th JULY 2009 in the
Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody (Chairman), E. Hill (Vice-Chair), J. Allin (Nottinghamshire County Councillor), J. Kerr, P. Crawford and S. Shields (Mansfield District Councillors), B. Smith, D. Priest, and J. Heald.
A member of the public and CHAD Reporter.

8252. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The
Chairman drew the attention of Members to the requirement for them to declare
any personal or prejudicial interests related to agenda items.

8253. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 15th JUNE 2009 were accepted as a true record.
The Chairman closed the meeting to allow the public to speak.
PUBLIC PARTICIPATION - A member of the public voiced his concerns over the amount of rubbish which has been dumped in the river since before the Carnival and the amount of smashed glass on and around the paths.
8254. MATTERS ARISING OUT OF PP - Cllr. Hill reported that he has been in touch with MDC regarding the paths which were laid experimentally with recycled glass but it appears they have been laid incorrectly and the glass keeps lifting off the surface. Cllr. P. Crawford will arrange a site meeting with Tim Downes regarding the paths and will get in touch with the Environmental agency regarding the rubbish in the river.
8255. CRIME AND DISORDER – In the absence of the Police Team there was no report.
8256. PLANNING & APPLICATIONS -
a. 129 Egmanton Road – conservatory to side
b. Spring Farm, Sookholme – Timber buildings stables and storage.
No comments were made.
8257. WARSOP TOWN HALL - The Clerk reported about a meeting with Ajman Ali, Phil College, Christina White and Jeremy Regan with herself and Simon Taylor about the business plan at the Civic Centre. Councillors were not impressed, this meeting should have had at least one of our Councillors present, it was also felt that as the meeting was about the Town Hall and the business plan that it should have been held in the Town Hall with all the members of the business plan steering group present. The Chairman suggested a strong letter be sent to Ajman Ali. All agreed. The Chairman told members that WPRA and BizFizz had now moved in
8258 THE CARRS – Cllr. P. Crawford voiced his concerns over the comments
made in the minutes of the last Friends of the Carrs meeting which stated
that Cllr. John Kerr has taken over the project of de-silting of the river,
it was also stated that Tim Downes does not want to deal with Cllr. Kerr or
the Parish Council. Neither of these statements is true, the Parish Council
expressed an interest to support this project and offer any help they can
to move it forward. The Chairman suggested a strong letter by Parish Council,
signed by himself, be sent and a request be made for copies of all their minutes
for all their future meetings be sent to the Clerk. All agreed.
Cllr. Kerr told members that the 3D plans for the heritage centre will be presented to the WPRA on 30th July.
8259. MEDEN BATHS – Nothing to report. Cllr. Kerr suggested a letter be sent to Eddie Smith again demanding a site meeting with the Mayor and the ward Councillors as soon as possible as nothing has been mentioned since Cllr. Lilley took the photographs to show them. All agreed.
8260. WARSOP CEMETERY – Cllr. Allin and Crawford reported complaints about the grass cutting and the weed spraying around the gravestones. Cllr. Kerr said that no meetings had been held due to the illness of Sally Curtis but he would follow up the complaints.
8261. NEIGHBOURHOOD PARTNERSHIP – Cllr. Kerr reported that a meeting had taken place with the steering group to set the priorities for the action plan from the survey but Jeremy Regan commented that the group were not acting within the framework, another meeting was arranged by Jeanne Raspin with MDC officers and Councillors to confirm the way forward.
8262. YOUTH COUNCIL – The Chairman reported that the 2nd meeting had again been very successful, Kevin Keegan suggested an awards ceremony where the youth council could nominate best street, best shop etc. In September they will arrange talks in school to get older kids involved and raise the awareness of the youth council.
8263. WARSOP AND DISTRICT NEWS – The Clerk told the meeting that the August edition will contain a 4 page Carnival Souvenir pull out, featuring lots of photos, articles and thank you letters. Cllr. Crawford thanked Tania for the coverage of the Carnival in the Warsop News, he was extremely disappointed with the CHAD’s coverage and he asked the CHAD reporter to take his comments back to the Editor.
8264. WARSOP CARNIVAL - Cllr. S. Moody echoed Cllr. Crawford’s comments about the CHAD and reported that Carnival day was extremely successful with a record turnout, the feedback has been very positive with some comments of that it was the best ever!
a. RBL – The Clerk read out the letter updating the progress of the comfort boxes to Afganistan, she also told the meeting that a letter from one of the serviceman out there had been received, thanking the Parish Council.
b. DUWC – A letter asking for a donation £100 as many people in the Parish we using their office at Shirebrook. All agreed.
c. The Thoroton Society – A copy of a letter addressed to the Mayor, regarding conservation areas, was given to each member for information only.

8267. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin gave an update on Highways repairs and maintenance of footpaths and roads in the Parish. He reported of some of the changes with the new party in County, a freeze on recruitment and possible job losses and there will be no BBC funding this year.
8268. MANSFIELD DISTRICT COUNCIL – Cllr. Crawford gave members an update on the meeting with the boundaries commission, he will be on the working group and it will not affect the Parish Council.
