MINUTES of the meeting of the Parish Council held on Monday 20th April, 2009 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody, (Vice-Chair), J. Allin (Nottinghamshire County Councillor), J. Kerr, P. Crawford, S. Shields, B. Lilley (Mansfield District Councillors), D. Priest, B. Smith, J. Heald and E. Hill.
Beat Manager, Wayne Bennett, PSCO, Gina Fletcher and Warden, Mark Dennis and a
member of the public.
Apologies for Absence: Cllrs. M. Kavanagh (Chairman), (hospital) A. Wetton (MDC) (other commitments). Apologies noted and accepted. CHAD not present.

In the absence of the Chairman, the Vice-Chair was acting Chair for the evening.

8179. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST – The Chairman drew the attention of Members for them to declare any personal or prejudicial interests related to agenda items.

8180. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday, 16th March, 2009 were circulated and accepted as a true record. The minutes of the Annual Parish Meeting were accepted as a true record but will not be signed until the next Annual Parish Meeting

The Chairman closed the meeting to allow the public to speak.

PUBLIC PARTICIPATION
1. Adrian Hardy told the meeting that he had attended an assembly at Meden School for year 7’s to start to develop the Youth Council, Teacher Mrs. Wells welcomed the idea and 8 students are interested. He asked that the project be fully supported by the Parish Council and it was suggested that their first meeting be in the Council Chamber with pizza provided, Adrian & Cllr. Kerr will arrange the meeting to include Parish, District and Notts County Councillors with the Police and Mansfield’s Youth Mayor.
8181. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
The Chairman thanked Adrian for his work so far and confirmed that he will have the help and support of the Parish Council to re-instate the Youth Council, all agreed.

8182. CRIME AND DISORDER – The Beat Manager for Warsop, Wayne Bennett gave an update on the main problem of Youth Anti-Social Behaviour, a softly, softly, approach is favoured at the moment with Wayne trying to arrange events at the Black Market for them on a Friday night, however if the behaviour continues dispersal orders may have to be brought in as a last resort. PCSO Karen Pride has now left the Warsop Team but will be replaced soon, all agreed she will be sadly missed and a letter from the Parish Council be sent thanking her for all her hard work. The Parish Council also thanked Wayne for having such a positive attitude towards addressing the problems in the Parish.

8183. WARSOP TOWN HALL – The Clerk reported that there have been no further developments due to annual leave and illness but now everyone is back at work, progress can continue. Cllrs. Kerr and Crawford agreed to meet again with Ajman Ali to see if there is any feedback from MDC, particularly regarding the decision to move MDC’s offices from Sherwood Street. The BP steering group plan to meet again on Thursday morning.

8184. THE CARRS – The plans for the Heritage Centre, the project with WPRA, are still being reviewed, Cllr. Kerr is to arrange a meeting with the Portfolio Holder, Eddie Smith and Neil Johnson to move the project forward through internal funding bid with MDC.

8185. PLANNING APPLICATIONS
a. 14 George St – 2 storey side ext & single storey rear ext.
b. Gleadthorpe Farm – 420 cow dairy unit.

8186. MEDEN BATHS – Cllr. Hill reported that he had taken approximately 250 photos of the state of the changing rooms and surrounding areas to the baths, although in his opinion it is 90% cosmetic, he was concerned at the amount of repair needed and some structural damage which may need investigating further, Cllr. Lilley offered to take the photos to present to MDC Portfolio Holder, Eddie Smith for his comments.

8187. WARSOP CEMETERY – One complaint of litter, but is was a windy day, the Clerk reported it to Sally Curtis and she sent the Cleansing Team to clear up the problem a couple of days later.

8188. WARSOP AND DISTRICT NEWS – Tania reported that the May edition would be finished tomorrow and out next week. Revenue is still down but a couple of new advertisers have taken ads this month.

8189. WORKING NEIGHBOURHOOD PARTNERSHIP – The next meeting will be this Wednesday at Meden Vale Village Hall at 6pm. Cllr. Kerr raised concerns that the framework is not right and this needs to be addressed. It has now been ratified by MDC Full Council meeting. Cllr. Moody reported that a there is a meeting on Thursday of the MWNT to disband the group as it has no role at the moment.

8190. CARNIVAL – Cllr. Moody reported that this year’s theme is “Best of British”, suggestions are a beach, Punch & Judy Show, donkey rides, circus, “Scruffs Dog Show”, traditional games, traditional crafts, usual shows, stalls and the duck race, “It’s a Knockout” and the finale for the evening with be a “Last Night at the Proms”. The Committee have decided not to have main arena acts as these are extremely expensive and if the weather is bad they can’t perform, like last year! MDC have agreed to help out with services such as toilets, litter bins etc. Cllr. Lilley to clarify the level of services MDC will provide and if any other funding to help to pay for acts, will be made available. Cllr. Moody added that all the schools have been approached to hold a MUFTI day for the Carnival. Cllr. Allin is to chase up the position with the new bridge to be in place for the Carnival.

8176. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that he has been in talks with getting the skip lorries re-routed away from Sherwood St, because of the noise they make going over the humps when empty. The circle of land in the middle of Mount Crescent has been discussed with Leicester Housing and it has been suggested that a land transfer be made to the residents who’s gardens back onto it. He has also been in meetings to discuss extra policing for the Parish with Divisional Area Commander, Simon Nicholas. The reduction of highway speeds have been discussed with consultants looking to reduce area of 60 to 50 and 40 to 30 in various areas in the Parish as part of the Government Directive to reduce speed to save lives. Several meetings have been taking place and are ongoing regarding the future after the closure of Welbeck Pit, the next meeting is 17th June at 2pm.

8177. MANSFIELD DISTRICT COUNCIL – No more to report other than what has already been discussed under other agenda items.

The Chairman thanked everyone for attending and before closing the meeting he congratulated Cllr. Dennis Priest on his forthcoming 75th birthday.
