MINUTES of the Parish Council meeting held on MONDAY, 19th OCTOBER, 2009 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. E. Hill, Vice-Chair, J. Kerr, S. Shields, P. Crawford, (Mansfield
District Councillors), B. Smith, D. Priest and J. Allin (Nottinghamshire County
Councillor).
CHAD Reporter.
Apologies for Absence: Cllrs. S. Moody, Chairman, A. Wetton & B. Lilley,
(Mansfield District Councillors), M. Kavanagh and J. Heald.
No public or Police present.
In the absence of The Chairman, Cllr. Hill Vice-Chair opened the meeting as acting Chair and welcomed everyone.
8292. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The
Chairman drew the attention of Members to declare any personal or prejudicial

8293. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 21st SEPTEMBER, 2009 were accepted as a true record.
As there were no public present the Chairman did not close the meeting.
8294. CRIME AND DISORDER – Councillors felt that Youth Anti-Social Behaviour is on the increase again with reports of youths walking on top of parked cars, underage drinking, Bellway Compound being broken into and set fire to, other fires being set in gardens, the skatepark and an increase in burglaries. As there was no police presence, John Kerr suggested a meeting with PC Wayne Bennett to discuss these matters. He also suggested that a letter be sent to Kath Bannister ASB Team Manager, MDC to ask when we will get the warden for the Birkland’s ward that we were promised months ago.
8295. PLANNING & APPLICATIONS –

8296. WARSOP TOWN HALL - All members received a copy of an email from Ajman
Ali, Corporate Director, MDC updating the progress. With the support of MDC,
the Parish Council have been approached to take over the building which they
are keen to do, providing it does not cost the people in the Parish anymore
on their Council Tax. The business plan will be re-visited with the financial
projections and risk assessments reviewed to ensure that it is a viable proposition.
MDC are working to a timetable of passing the Town Hall over to the PC in
January 2010, providing everything is in order, the PC will ratify the decision
at their Full Council Meeting in January 2010. MDC have also indicated that
they would be minded to re-locate some of their housing services from Sherwood
Street to the Town Hall. This will again be the focus of the front page of
the Warsop News November edition. The picture of the town hall will have a
big green tick through it this time.
F&GP - a brief meeting took place after to discuss two section137 applications
that had been received and recommended to full council to be paid.

8297. THE CARRS – Plans are now available of the new wider footbridge which Earl Engineering are to start soon and should be in place early next year. Cllr. Kerr reported that a feasibility study on the Carrs is being looked at by MDC. It was suggested that a letter to MDC be sent to ask when the Designated Public Places Orders notices would be erected in the Parish as drunken anti-social behaviour is on the increase.
8298. MEDEN BATHS – Cllr. Allin reported that a brand new Meden School will be built with sports facilities but no wet facility. Cllr. Allin said he would ask NCC for officer support to put together a Lottery bid for a new wet facility.
8299. WARSOP CEMETERY – Cllr. Allin reported that he is still receiving complaints about the weed spraying around the graves, Cllr. Kerr replied that as this is an ongoing problem, Danny McCrossan, MDC is looking to a solution. Cllr. Allin also said that the new jigsaw plinths are not level, Cllr. Kerr said he would go and have a look and report back to the next meeting.
8300. NEIGHBOURHOOD PARTNERSHIP – Cllr. Kerr reported that progress is now being made and with a new structure so it can move forward, the next meeting of the Steering Group will be on 3rd November and the Participatory Budget event will take place on Saturday 21st November at the Oaklands £18,000 is available for projects including £5,000 for health.
8301. WARSOP AND DISTRICT NEWS – Tania reported that the October edition was a huge success with lots of positive comments on the extra pages.
8302. CHRISTMAS COMMUNITY EVENT – Plans are well underway and there has been a lot of positive feedback from traders and stall holders. There will be a firework display to open the event with the switching on of the lights by our Superhero Barry and our Carnival Queen Lauren. A FREE shuttle bus service has been arranged to pick up in the surrounding villages. The Xmas FACTOR will showcase our talented kids with judges including Hope Bradley, winner of Warsop’s Got Talent 2008 and the Mayor of Mansfield Tony Egginton.

8304. CORRESPONDENCE - Thank you card from the Plough Junior FC for the donation
towards their raincoats. They will send a photo of the team when they get
them and it will be published in the Warsop News.
8305. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that new bus stop
signs and timetable holders would soon be put up in the Meden Ward. He told
members that Meden Vale the Future have had several meetings to discuss the
future of Welbeck Colliery and hopefully this time next year the land will
be used for employment not housing. The leader is in the process of re-viewing
the terms and conditions, redundancy packages and reducing travelling expenses
of all NCC employees and they will no longer have any involvement with the
tram.
8306. MANSFIELD DISTRICT COUNCIL – The Chairman spoke about the sudden death of Cllr. Tom Appleby who was also a County Councillor, all members echoed the sentiments that he will be sadly missed as he was a very good councillor who worked hard in his community. A sympathy card will be sent to his family.
