Warsop Parish Council Meeting Minutes - 19 January 2009

MINUTES of the meeting of the Parish Council held on Monday 19th January, 2009 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. S. Moody, (Vice-Chair), J. Kerr, P. Crawford, S. Shields, B. Lilley (Mansfield District Councillors), D. Priest, B. Smith, J. Heald and E. Hill.
PC Wayne Bennett, PC Dave Booler, PCSO Karen Pride, Mark Dennis Warden, members of the public and CHAD Reporter.
Apologies for Absence: Cllrs M. Kavanagh (Chairman), J. Allin (Nottinghamshire County Councillor), work commitments and A. Wetton (Mansfield District Councillor), family commitments. Apologies accepted.

In the absence of the Chair, the Vice-Chair took the Chair and appointed Cllr. John Heald as Vice-Chair for the evening.

8143. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items.

8144. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 17th November, 2008 were circulated and accepted as a true record.

The Chairman closed the meeting to allow the public to speak.

PUBLIC PARTICIPATION
A member of the public wished to raise three points.
1. Eastlands Junction onto the A60 – he wished to know when something would be
done about this dangerous junction.
2. The poor state of the Town Hall Christmas tree and he objected to the word Xmas
on the light on the balcony.
3. As Warsop Parish are a quality status would they consider an induction ceremony
with refreshments, of the new Chair and Vice-Chair when they are elected in May?

Kevin Keegan from the Family of Schools introduced himself, based at Birklands he is working will all the schools to link into the community.

The Chairman re-opened the meeting.

8145. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
1. J.Kerr replied that he is aware that Highways have looked at this junction and are looking for funding from a private source to put traffic lights there but in the absence of John Allin, he didn’t know the timescale.
2. Members were in agreement with the tree and would get a better one this year.
3. J. Kerr commented that it would be discussed.
The Chairman welcomed Kevin to the meeting and offered the support of the Parish Council and looked forward to working in Partnership.

8146. CRIME AND DISORDER – Our new Beat Manager for Warsop, WPC Wayne Bennett introduced himself and told the meeting he would be working to help PC Dave Booler to combat the Youth Anti-Social Behaviour problems in Meden Vale. He reported that we now have a shared Sergeant with Mansfield Woodhouse and Insp Sam Wilson has been visiting the Parish. Mark told the meeting that he had issued a couple of tickets for dog fouling and several for untaxed vehicles which have been removed. Karen reported that Police surgeries are to start again with Thursday 12th February 1pm-2pm in Warsop Town Hall and Thursday 26th February 6pm-7pm in the Mobile Police Unit in the Meden Sports Centre car park.

8147. WARSOP TOWN HALL - As Notts County Council are giving up their lease on the building on 31st January, 2009, Warsop Parish Council have taken out a temporary license to keep the Town Hall open and operating as normal till September 2009. They have registered an interest in taking over the building permanently, with its owners Mansfield District Council and are preparing a business plan. Several meetings have been held with NCC and MDC, support from both partners is expected to support the Parish Council to make the Town Hall sustainable for our community. A particularly supportive meeting with NCC was held, at which the Leader, David Kirkham attended and gave the Parish Council promise of support to the community groups already occupying the building and help with forming a business plan.(A report of this meeting was given to each member. A meeting with MDC is scheduled for 10th February in the Town Hall. Cllr. B. Smith commented that the Parish Council must support the Town Hall but it must be an asset not a liability. The Chairman called for a show of hands to formally register an interest with MDC in taking permanent possession of the Town Hall on the condition that the outcome of the business plan is positive and the building is sustainable. Cllr. J. Kerr proposed, Cllr. P. Crawford seconded and the motion was carried unanimously.

8148. THE CARRS - Cllr. Eric Hill raised concerns about the de-silting of the mill dam, after several complaints and concerns from the public had been made to the Parish Council. He told the meeting it is a matter of most urgency that this is done, or we will lose it. Letters have been sent to MDC, Friends of the Carrs and the Wildlife Trust asking for information on what has happened so far and a letter to the Environment Agency, making them aware of the concerns. A sub-group was formed from the Parish Council with Cllrs. E. Hill, B. Lilley and The Clerk, to working in partnership with the other agencies concerned, meetings will be arranged and reports presented at every full council meeting. The Chairman commented that he had received some complaints about the new path surfaces using broken glass, they are breaking up in places and dogs paws are getting cut, he suggested this be reported to Friends of The Carrs.

8149. PLANNING & APPLICATIONS - up to 26th December

b. Moorfield Farm – re-submission
c. Gleadthorpe Farm – New 420 Cow Dairy Unit
The above were discussed, no comments were made.

8150. WARSOP CEMETERY – No complaints have been received this month.

8151. WARSOP AND DISTRICT NEWS – Tania told the meeting that with the present economic climate more advertising revenue has been lost due to businesses closing and existing business now taking smaller adverts, she has managed to secure a few new adverts one in particular from a kitchen makeover business in Mansfield Woodhouse. She told members she will continue to try and bring advertising from outside of the Parish and asked that the Parish Council financially support the paper during these hard times. The Chairman thanked Tania for all her hard work, as it has reached such a high standard it was agreed unanimously that it must be supported.

8152. WORKING NEIGHBOURHOOD PARTNERSHIP – The “YOUR VOICE COUNTS” survey has had its preliminary report published which all members have now received, the prize draw will take place at the next Parish Council meeting. A meeting will be arranged with all the partners to go through the report and a final analysis will be presented. The Chairman wished to point out, that the cost of this survey and the cash prizes for the prize draw were paid for by funding not council tax. A meeting of the Warsop Parish Partnership Open Forum (formerly Warsop Area Assembly) has been arranged for Wednesday 11th February at St. Teresa’s Church at 6pm.

8153. WPRA/TOWN CENTRE GROUP – Minutes received for information only.

8154. WARSOP AREA ASSEMBLY – Last set of minutes received for information only. This item will now be removed from the agenda.

8155. F&GP MEETING – Each member received a copy of the minutes and a copy of the third quarter budget review, Cllr. Crawford reported on the meeting.

8156. PRECEPT – Cllr. Crawford opened the discussion for the precept to set with MDC, with good housekeeping and being frugal with expenditure, The Parish Council have still managed to support lots of community projects with financial help and still have a healthy bank balance. Cllr. Crawford proposed that there be no increase again for the third year running, Cllr. Kerr seconded and the motion was carried unanimously.
RESOLVED: The precept set at £60,000.00.

Cllr. Crawford presented an invoice from Warsop Memorials for the new name plaques to go on the Warsop Vale War Memorial, this was originally presented at a F&GP meeting for £835 and it was recommend to pay a sum towards the amount, Cllr. Crawford asked that the Parish Council pay half, it was unanimously agreed. Cllr. Kerr commented that he was proud of the Parish Council for all the work that has been done for the Memorial.

8158. NOTTINGHAMSHIRE COUNTY COUNCIL - In the absence of Cllr. Allin there was nothing to report.

8159. MANSFIELD DISTRICT COUNCIL – Cllr. Lilley has arranged a meeting regarding the Carnival funding. The date has been set for Sunday 5th July, Cllr. Lilley suggested that it be changed because of the half marathon being on the same day. Cllr. Moody said it could not be changed for this year but it could in future years, on behalf of the Carnival Committee, he wished to thank the Parish Council for all their support.
A copy of a letter regarding Meden Baths, from Cllr. Eddie Smith, Portfolio holder for the Environment was given to each member, Cllr. Kerr commented on the negative content of the letter and suggested a site meeting be arranged with the Mayor and Cllr. Smith, so they can see the appalling conditions of the changing rooms. The Chairman also asked that another letter be sent to MDC as it did not fully answer all of our previous queries.
