MINUTES of the Parish Council meeting held on MONDAY 16th NOVEMBER, 2009 in the Council Chamber, Town Hall, Market Warsop. Prior to the meeting a training session was held on the Code of Conduct with Anita Bradley, Head of Legal and Member Services, MDC & Darren Kokuciak, Standards Board. Anita also spoke to members about the electoral review of Mansfield, as time was running out the members agreed to call a special meeting to discuss it further.

P. Crawford, A. Wetton (Mansfield District Councillors), B. Smith, D. Priest
and J. Allin (Nottinghamshire County Councillor).
Apologies for Absence: Cllrs. B. Lilley, (Mansfield District Councillor), M. Kavanagh and J. Heald.
No public or Police present.
8308. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The
Chairman drew the attention of Members to declare any personal or prejudicial
interests related to agenda items.

8309. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 19th October, 2009 were accepted as a true record.
PUBLIC PARTICIPATION - The Chairman closed the meeting and introduced Bev Smith, Corporate Director Customer Services, Community Safety and Regulatory Services, MDC. She thanked the Chairman and gave a short talk on her role and asked to be invited to meetings on a quarterly basis.
THE MEETING WAS RECONVENED - The Chairman closed Public Participation and reconvened the meeting.
THERE WERE NO MATTERS ARISING OUT OF PUBLIC PARTICIPATION
8310. CRIME AND DISORDER – Reports of problems again with Youth Anti-Social Behaviour aimed at members of the ATC down Carr Lane. As there was no Police presence at the meeting this could not be discussed any further. Cllr. Crawford reported that the problem is being addressed by the Warsop Police Team.

8312. WARSOP TOWN HALL - A breakdown of the income and expenditure will be presented to MDC by Cllrs Kerr and Crawford tomorrow. Members asked for more information and something in writing from MDC before a final decision can be made.
8313. CARNIVAL – Cllr. Moody told the meeting that the Carnival may not happen next year due to a deficit from this year, it was a record year for footfall but donations were down. The Circus cost was nearly £5,000 but was free to the public, volunteers stood at the exit with donation buckets but all they took was £45 for 4 shows and parade donation buckets were also low. Cllr. Wetton offered to pay any shortfall out of his allowance and Cllr Kerr said that the Mayor had promised to make the Carnival part of “Summer in the Streets” to help with funding Cllr. Moody said that they had not had anything official from MDC.
8314. YOUTH COUNCIL - Cllr. Moody told the meeting that that there are 12 enthusiastic members who now meet monthly and are trying to recruit more, they have a constitution and have set their AGM for 4th December. They have put a bid into the PB which will be held at the Oaklands on Saturday. At each meeting they are provided with pop and pizza which is being paid for by Kev Keegan, Extended Services but he is not sure how long he could fund it for, Cllr Crawford suggested that they apply to the Parish Council for some monies under section 137.
8315. THE CARRS – Cllr. Kerr said the Heritage project is still ongoing and Bev Smith is still looking for funding to pay to have the plans drawn up.
8316. CARR LANE PAVILION – An email was read out from Tim Downes regarding the views from the Parish Council regarding the rebuild, Cllr. Crawford said meetings were taking place and he will report back.
8317. MEDEN BATHS – The Clerk read out the times for the kids free swimming scheme, Cllr. Kerr commented that there are not enough times for the kids to take advantage, most are late at night or during school time and just early morning sessions on Saturday & Sunday. He said he would talk to Eddie Smith to see if these can be increased.
8318. WARSOP CEMETERY – Cllr. Crawford reported that after a recent visit to the cemetery he was most impressed at the work that has been done with the paths and car park, he wished to thank MDC for a job very well done. Cllr. Kerr commented that the Jigsaw foundation has been wrongly planned and there are still problems with the spraying but he will speak to Danny McCrossan, MDC and get him to look into it.
8319. WARSOP PARISH PARTNERSHIP – Cllr. Kerr reported that there appears to be confusion as to how the process works and how it gets funded, he will meet with the MD at MDC and report back he added that the Participatory Budget event takes place on Saturday at the Oaklands.
8320. WARSOP AND DISTRICT NEWS – Tania reported that the December edition will again be 24 pages.
8321. CHRISTMAS MARKET – The Clerk told members that added to the list of festivities on the evening is an “Ice” skating rink on Sherwood Street, free for all the family to enjoy with snow and Christmas music.

a. Letter from Miss Armstrong – a poppy wreath and cross were stolen from
her late great grandfather’s grave in the cemetery which was laid for
Members were appalled that this should have happened and agreed that a letter be sent to Miss Armstrong.
b. Letter from Mr Drury asking for support from the Parish Council for his
application for a variation of his license at the Black Market.
Cllrs. Crawford and Shields declared a prejudicial interest as they are on the licensing committee and Cllr. Moody declared a personal interest. The majority of members agreed that this is something that the Parish Council cannot support.
c. Email for information only about the Lindhurst project with an invitation to view the plans.
8324. NOTTINGHAMSHIRE COUNTY COUNCIL - Cllr. Allin reported that new bus stop signs and timetable holders have now been put up in the Meden Ward.
A copy of the proposed cutbacks were given to each member, the closing date for the consultation is 22 January 2010.
An invitation has been received attend a NCC and Parish Council event but unfortunately it falls on the same day as our Christmas Market, so no-one will be able to attend, Clerk to send a reply.
8325. MANSFIELD DISTRICT COUNCIL – Nothing to report.
8326. DATE OF NEXT MEETING – A special meeting on Monday 7th December, to discuss the Town Hall and the electoral review of Mansfield.
The Chair thanked everyone for attending and closed the meeting.
