MINUTES of the meeting
of the Parish Council held on Monday 22nd September, 2008 in the Council Chamber,
Town Hall, Market Warsop.
Present: Cllrs. M. Kavanagh (Chairman), J. Allin (Nottinghamshire County Councillor), J. Kerr, P. Crawford, S. Shields, A. Wetton (Mansfield District Councillors), E. Hill, B. Smith and D. Priest.
Andy Stewart, Chairman of the Nottinghamshire Quality Status Accreditation Panel, Lynda Ogilvie, NALC Secretary, PC Bacon, PCSO Dee Eyre, members of the public and CHAD Reporter.
Apologies for Absence: Cllrs B. Lilley (Mansfield District Councillor), and J. Heald (attending another meeting), S. Moody, (Vice-Chair) (illness).
Before the Chairman opened the meeting a presentation was made of the Quality Status certificate by Andy Stewart, Chairman of the Accreditation Panel and Lynda Olgilvie, Secretary of NALC (National Association of Local Councils). All members were extremely proud to have received the award and thanked Tania for all her hard work in achieving this. She has received a letter from Cllr. David Kirkham, Leader of NCC congratulating her and members on this outstanding achievement. The Accreditation Panel also made special comments on Warsop & District News regarding the excellent quality of the newspaper and the information it provides.

8091. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting on Monday 21st July, 2008 were circulated and accepted as a true record.
8092. CRIME AND DISORDER – PC Paul Bacon and PCSO Dee Eyre reported on problems with youth anti-social behaviour in Church Warsop and MedenVale. Insp. Sam Wilson joined the Warsop Policing Team on Friday night in Warsop, she is trying to get another officer for the Parish. Generally crime figures are low with culprits for car theft and break-ins now at her Her Majesty’s pleasure. No positive information has yet been received for the arson attack on Carr Lane Pavilion or the shooting of the street lights in Meden Vale. The Clerk told PC Bacon these two incidents would be on the front page of Warsop News.
The Chairman did not close the meeting as no members of the public wished to speak.
8093. WARSOP ROAD SAFETY GROUP – In the absence of representatives a copy of the article due to appear in the Warsop News was given to each member. The Chairman commented that it was extremely critical and did not give Cllr. Allin the right to reply and asked that it be edited to give both sides of the story before being published in the October edition.

The above were discussed, Cllr. Crawford is to call in and see the planning officer regarding e. on the issue of access.
8095. WORKING NEIGHBOURHOOD
PARTNERSHIP – Each member received a copy of a letter from Ruth Marlow,
Managing Director, MDC outlining the Area Assembly being taken over by the
Parish Council. Various issues were discussed at length, Warsop Parish Council
taking over the Area Assembly, is still agreed in principal provided assurances
of funding and help are confirmed. Each member was given a copy of the appendix
to go with our Standing Orders for the Warsop Parish Partnership Open Forum
and Cllr. Kerr asked members to let him have their comments before accepting
the appendix. The “YOUR VOICE COUNTS” survey was discussed and
all members were given a draft copy for their comments. The September deadline
has been missed now and it is hoped that every household will receive a copy
8096. WARSOP CEMETERY – The Clerk reported that no complaints had been received in the past month and Cllr. Hill, after a recent visit, commented that it looked neat and tidy.
8097. WARSOP AND DISTRICT NEWS – The Clerk told the meeting that the October edition is almost finished, will again make 20 pages, and the revenue has increased this month to break even.
8098. WARSOP CARNIVAL – In the absence of Cllr. Moody, this item was not discussed.
8100. MEDEN BATHS – Back on the agenda after the announcement from MDC that they are to spend 4.5million on a new swimming pool at Sherwood and in light of the 2012 Olympics it is of the utmost importance that Meden Baths are either completely refurbished or a new build at the same time as the new build for Meden School. Discussions have taken place with the Mayor and will continue until an agreement has been made. Cllr. Crawford will be asking MDC at their next meeting why expenditure for Water Meadows on Maintenance over the last 3 years comes to a total of £225,000 and only £53,000 was spent on Meden Baths.
8101. ANNUAL REPORT – Has now been published in hard copy, (each member received one), copies have been sent to NCC, MDC, the Library and the Town Hall everyone is welcome to look at the report and it is on the website.
8102. HALF YEAR BUDGET REVIEW – Members agreed that the finances of the Parish Council are extremely healthy. Cllr. Wetton thanked Cllr. Crawford and The Clerk for their work in keeping the finances in order and producing regular reports.
8103. FINANCE AND GENERAL WORKING PARTY MEETING – Cllr. Crawford gave a brief report of the meeting and each member received a copy of the minutes. Infotech has now repaid their loan and in way of thanks has offered to overprint all Parish Council letterheads and compliment slips with the Quality Parish Council logo.

8106. MEDEN VALLEY MAKING PLACES – Update. Cllr. Allin commented that he has acquired funding for a slide and safety barriers for the new play area at Warsop Vale.
8107. NOTTINGHAMSHIRE COUNTY COUNCIL - The traffic calming measure modifications on Sherwood Street were discussed at length Cllr. Allin told members that work will commence on Sherwood Street to take out the chicanes and replace them with plateau humps and 2 interactive signs, the plateau planned for outside Sherwood School will commence in February when the children are off. These modifications have been supported by the Parish Council, John Mann MP and the Police. The footpath on Sookholme Lane up to the Cricket Club will commence in October, a decision has been made to reduce the speed limit from the Windmill to the bridge and the one way system for Clumber Street is being looked at favourably. He also reported that Warsop Library will be closing for refurbishment on 20th November and will re-open in March 2009, meanwhile the mobile library will be in operation.
8108. MANSFIELD DISTRICT COUNCIL – Cllr. Wetton commented on the lack of floral displays in the Parish and the latest of when they were put out, one week before the “In Bloom” competition. There are lots in Mansfield but Warsop seems to end up with what is left over, he suggested a letter be sent to ask MDC why? The Clerk asked if the MDC Councillors would ask for the lights on the Skatepark to be left on later as the nights are now drawing in. It was agreed to make a presentation to our 2 street cleaners who go above and beyond the call of duty to keep the streets in Warsop spotlessly clean, they will be invited to the next meeting.
