MINUTES of the Meeting of the Parish Council held on MONDAY 18th FEBRUARY, 2008 at The Town Hall, Church Street, Market Warsop.

Present: Cllrs. J. Kerr, (Chairman), M. Kavanagh (Vice-Chair), S. Shields (Mansfield District Councillor), P. Crawford (Mansfield District Councillor) Cllr. B. Lilley (Mansfield District Councillor), J. Heald, S. Moody, D. Priest and E. Hill.
3 Members of the Standards Board, Members of the Public, Representative of Warsop Road Safety Group and CHAD Reporter.

Apologies for Absence: Cllr. J. Allin (Nottinghamshire County Councillor), NCC meeting A. Wetton, (Mansfield District Councillor) MDC meeting B. Smith and Warsop Policing Team.

7956. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items.

7957. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on MONDAY 21st JANUARY 2008, were circulated and accepted as a true record.

PUBLIC PARTICIPATION – The Chairman did not close the meeting as members of the public did not wish to speak.

7958. CRIME AND DISORDER – As the Policing team were absent due to shift patterns and PC Bacon is on sick leave, there was no report. The Clerk was asked by Mark Carrington to tell members that the team had a successful Friday evening confiscating alcohol from under-age drinkers. Cllr. P. Crawford read out a letter received from Richard Townsley, Senior Warden, MDC regarding Sam Carrington being transferred to Mansfield Woodhouse, in the letter he states that he cannot guarantee Sam returning to Warsop.

7959. WARSOP ROAD SAFETY GROUP – Derrick Downie reported about a recent meeting the group had with Cllrs. J. Kerr, P. Crawford, J. Allin and NCC Highways Officers, a most positive meeting where common ground was established and several of the issues will now be moved forward.

7960. WARSOP TOWN HALL – Nothing to report, still awaiting contact with NCC and MDC for a meeting.

7961. PLANNING & APPLICATIONS – received up to 1st February, 2008
a. 36 High Street – Illuminated shop fascia and signboards
b. Welbeck Service Station – proposed residential development 12 apartments
c. 143 Mansfield Road – Loft conversion with rear dormer window
d. Sandilands, Old Sookholme Lane – 4 detached houses and 1 bungalow
Cllr. B. Lilley is to look into b. and d. and provided more information at the next meeting, she declared a personal & prejudicial interest in a.

7962. WARSOP CEMETERY – The Chairman reported that the work on the cremated remains section had stopped due to the weather, the ground is solid due to sever frosts.

7963. CORRESPONDENCE:
a. Thank you letter received from The Old Warsop Society, thanking the Parish
Council for their kind donation of £250.00 to go towards the publication of
book about the old Hall.

7964. WARSOP AND DISTRICT NEWS – The Clerk reported that the March edition was almost complete, 16 pages this time. The Chairman thanked her for all her continued hard work into making the paper such a success.

7965. WARSOP NMT & YOUTH COUNCIL – Cllr. S. Moody reported that an informal meeting will be held to discuss how residents and service providers would like Warsop NMT to function in the new area partnership scheme.

7966. WPRA/TOWN CENTRE GROUP – Minutes received for information only.

7967. MEDEN VALLEY MAKING PLACES – Update received for information.

7969. QUALITY STATUS – Cllr. S. Moody told members that he had a meeting with The Clerk and it is almost finished, he also thanked The Clerk for all the extra work in putting the application together.

7970. LOCAL AREA AGREEMENT – Each member received a copy of the Local Area Agreement Priorities for Warsop Parish and it was agreed to submit it to Mansfield District Council. The Chairman thanked members for taking the time to attend extra meetings and their input into the LAA.

7971. PRE-DEVELOPMENT GRANT FUND – The Chairman explained to members that £26,000.00 has been awarded to the Parish Council to pay WPRA to continue with the development of the projects for Warsop and Meden Vale. It was agreed that The Clerk and Cllr. Eric Hill will be in charge of the administration of the fund as Cllr. J. Kerr and Cllr. P. Crawford have declared an interest in WPRA.

7972. NOTTINGHAMSHIRE COUNTY COUNCIL – In the absence of Cllr. J. Allin there was no report.

7973. MANSFIELD DISTRICT COUNCIL – Cllr. B. Lilley submitted 2 dates available for members to go on a visit to the CCTV room at the Civic Centre, it was agreed to attend on Tuesday 4th March 6.30pm

7974. DATE OF NEXT MEETING – Monday 17th March – Annual Parish Meeting followed by a Full Council Meeting.

The Chairman thanked everyone for attending and closed the meeting.
