MINUTES of the Parish Meeting held on Monday 15th January, 2007 in the Council
Chamber, Town Hall, Market Warsop at 18.30 hours.

7706. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The
Chairman drew the attention of Members to the requirement for them to declare

7707. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on Monday 20th November, 2006 were circulated and accepted as a true record.
PUBLIC PARTICIPATION - As there were no members of the public present the Chairman did not close the meeting.
7708. CRIME AND DISORDER - Pc Paul Bacon, Beat Manager for Warsop gave an update on the problems in the Parish and highlighted the main issues as being youth anti-social behaviour, motorbike nuisance, litter and dog fouling. The Police have made some improvements with youth in Warsop but are continuing to monitor the situation as the problem has moved to Meden Vale, he hopes that now the Youth Council is in place that projects to provide facilities will be taken forward to help combat this issue. Cllr. S. Shields reported that a youth club will soon be opening in Meden Vale. The Warsop policing team are continuing to work with the motorbike team at Mansfield to stop the problems with motorbike nuisance on Oakfield Lane. With regard to litter and dog fouling the Wardens now have powers to issue fixed penalty notices for litter £75 and dog fouling £50, initially they will allow the mistake to be rectified but on refusal/or repeated offence the ticket will be issued. Sam, one of our Wardens commented that he and Mark had already issued tickets.
7709. PARISH PLAN - Cllr. J. Kerr reported that the response to the questionnaire in the November edition of the Warsop & District was poor but see this as positive, as most of the projects have been completed in the Action Plan 2000, the Parish now has more facilities and is a much nicer place to live. However, what did come out of the returned questionnaires and our revision of the Action Plan was a problem with youth and with the introduction of Wardens and PCSOs in Warsop more are needed to cover the whole of the Parish, this is being addressed and a new PCSO will be starting soon. We are already addressing the problem with youth, working in partnership with the Warsop Neighbourhood Management Team and we now have a Youth Council who held their first meeting in January. Cllr. J. Kerr has suggested a "Planning for Real" stall on the Carnival day to be run by as many Parish Councillors who can attend and answer questions to take the Parish Plan a stage further. Cllr. J. Kerr added that funding has been granted for the BMX track to be upgraded to Olympic standards.

Cllr. J. Kerr raised concerns about access on the re-submission for the development on Cherry Grove and would look into it further.
7711. TOWN HALL - The Clerk has written to David Kirkham, Leader of NCC and
The Mayor and Ruth Marlow, Managing Director of MDC regarding the future of
the Town Hall but, to date, has not received any replies. Cllr. B. Smith suggested
a copy of the letter sent to the Leader of NCC be sent to Cllr. John Allin,
so that he can follow it up.
7712. WARSOP NMT & WARSOP YOUTH COUNCIL
Cllr. J. Kerr, Chair of the Warsop Neighbourhood Management Team (NMT) gave a brief report on the projects they are to pursue working in partnership with other agencies. He then introduced Holly, Chair of the Warsop Youth Council, who has just had their first meeting. Warsop Parish Council has secured a small grant to set them up with stationery and training is to be provided by NCC, full support will be given to them by WNMT and WPC. Warsop & District News will publish information of their meetings. Holly Ashcroft thanked the Parish Council for the opportunity to form the youth council.
7713. WARSOP AND DISTRICT NEWS - The Clerk told the meeting that the February edition of the Warsop & District News is almost finished but had been hard work without internet, broadband should be installed soon, this will make putting the paper together more efficient and cut down on the telephone bills. It was agreed that the Wardens be connected to our broadband.
7714. BUDGET REVIEW & PRECEPT FOR 2007/08
The Chairman addressed the meeting informing members that at a recent Finance & General Purposes Working Party meeting it was recommended that there be no increase on the Precept for the next financial year starting 1st April 2007. It was agreed that the budget be set on the same basis as last year. RESOLVED

7719. WARSOP AREA ASSEMBLY - Minutes not received in time for meeting.
7720. WPRA/TOWN CENTRE GROUP - No meeting.
7721. NOTTINGHAMSHIRE COUNTY COUNCIL
In the absence of Cllr. J. Allin, there was no report from Nottinghamshire County Council.
7722. MANSFIELD DISTRICT COUNCIL
Cllr. S. Shields told members that the public enquiry for the Spion Kop development had been put back again to April or May, Cllr. B. Smith suggested a letter be send to MDC for more information.
7723. DATE OF NEXT MEETING
The date of the next meeting was set for Monday 19th February, 2007
