Warsop Annual Parish Meeting Minutes - 21st May 2007

MINUTES of the Annual General Meeting of the Parish Council held on Monday 21st May 2007 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. P. Crawford (Chairman), M. Kavanagh (Vice-Chair), J. Allin (Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor), S. Shields (Mansfield District Councillor), J. Kerr, B. Smith, D. Priest, S. Moody, E. Hill. B. Lilley and J. Heald.
PC Paul Bacon, Wardens Mark Carrington and Sam Chapman, Adrian Hardy, Carnival Committee, Jeannie Raspin, NCC Community Development Worker for Warsop, Members of the public and CHAD Reporter.
Apologies for Absence: None

7789. ELECTION OF CHAIRMAN
Cllr. A. Wetton proposed Cllr. J. Kerr, Cllr. J. Allin seconded the motion and it was carried unanimously.
RESOLVED: Cllr. J. Kerr – Chairman

7790. ELECTION OF VICE-CHAIRMAN
Cllr. A. Wetton proposed Cllr. M. Kavanagh, Cllr. S. Moody seconded the motion and it was carried unanimously.
RESOLVED: Cllr.M. Kavanagh – Vice-Chair

7791. DECLARATIONS OF ACCEPTANCE OF OFFICE
All members signed their declarations except V. Jennings which creates a casual vacancy for the Meden Ward.
Declarations of acceptance of office of the Chairman was signed by J. Kerr and witnessed by T. Barlow, The Proper Officer. The new Chairman, Cllr. J. Kerr thanked the outgoing Chairman, Cllr. P. Crawford and talked of his disappointment that P. Crawford had not been elected onto the Parish Council then continued the meeting.

7792. CHAIRMAN’S ALLOWANCE
The Chairman’s allowance of £250.00 was set as agreed in the budget 2007/08 – to be donated to a charity of his choice. The outgoing Chairman asked that his allowance be donated to the Oakland’s residents’ fund.

7793. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items. Declarations have been changed.

7794. COUNCILLOR TRAINING
a. Mansfield District Council – Standards Code of Conduct – All Councillors
advised to attend.
b. NALC – All new Councillors to contact Clerk to advise which session they
wish to attend.

7795. FINANCE & GENERAL PURPOSES WORKING PARTY
a. Members – Same except Cllr. J. Kerr now chairman – vacancy for 1
b. Minutes of last meeting were circulated to members for information.

c. Date of next meeting – Clerk to arrange and advise members.

7796. APPOINTMENT OF REPRESENTATIVES - The list was amended and will be presented at the next meeting.

7797. RISK ASSESSMENT – It was agreed to keep everything in place as it stands with the removal of P. Crawford as the Finance Officer and transfer this role to the Chair. Risk Assessment including Standing Orders, Financial Regs and Complaints Procedures will be reviewed again when Quality Status is obtained.

7798. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on Monday 16th April, 2007, were circulated and accepted as a true record.

PUBLIC PARTICIPATION
1. Adrian Hardy, Carnival Committee gave an update on progress of the Carnival.
2. The Warsop Safety group reported on their progress so far they have a lot of support but they are still trying to get a meeting with NCC, the report will appear in the W&DN June edition. The also reported that the give way lines on Clumber Street are no longer visible.
3. Jeannie Raspin gave a talk about making an application to the MDC’s £280,000 for Play scheme with the Parish Council’s support, she explained the criteria and that stage 1 applications must be in by 4th June.

THE MEETING WAS RECONVENED – The Chairman reconvened the meeting.

7799. MATTERS ARISING OUT OF PUBLIC PARTICIPATION:
1. Cllr. S. Moody gave thanks to the Carnival Committee for all their hard work
and told of the hard work the schools put into their floats. Cllr. A. Wetton
congratulated the committee for the exciting 2 days they have planned.
2. Cllr. J. Allin said that a meeting would be arranged soon and he will look into
the issue on Clumber Street.
3. Cllr. J. Kerr reported that the Youth Council would also be applying to this
fund and Cllr. S. Shields reported that Meden Vale 2000 would be making an
application for mobile rangers in the school holidays.

7800. PLANNING & APPLICATIONS - Received up to 4th May 2007
a. Fire Station – Provision of low impact security fencing and gates
b. 21 Lime Crescent – Retention of change of use from shop & dwelling to dwelling
c. 33 The Hawthorns – Erection of 2 storey rear/side extension and integral garage
d. Rheinwood Farm – Side Extension to grain store
e. 53 Sherwood Street – Extension to front and side
f. 1 Sherwood Street – Installation of 2 condenser units at rear (1st floor)
g. 6 Halifax Avenue – Single storey front extension
h. Nettleworth Manor – Vary condition as to siting’ of permanent blockage of access
Decisions:
Co-op High Street – Illuminated signage – Refuse express consent
27 Friar Lane - Conservatory to rear – granted consent
Parish Church – Installation of CCTV Camera – granted consent
24 Glebe Avenue – Garage – granted consent
No Comments made – Spion Kop was discussed.

7801. CRIME AND DISORDER – PC Paul Bacon gave his report which highlighted a spate of burglaries in Church Warsop, his report in this month’s Warsop & District News will feature crime prevention of burglaries. He also reported that the Warsop Team are involved with WPRA and WNMT on a project to provide more youth facilities on Carr Lane. The Team are still closely monitoring youth disorder and motorbike nuisance, a litter pick has been organised on the Carrs on Saturday for all the young people who were recently caught dropping litter. Talking CCTV is coming soon and more bike lights are available, PC Bacon advised people to report crime as soon as they see something happen. Other issues were discussed. The Chairman thanked PC Bacon for all the work his team do including work outside their duties for the community and he pledged Warsop Parish Council’s support for the team. Cllr. S. Shields thanked the Warsop Police Team for all their help with the youth disco at Meden Vale.

7802. MEDEN BATHS – No meetings have been held recently, The Clerk to get in touch with John Mann’s office.

7803. WARSOP TOWN HALL – Cllr. J. Allin reported that the funding for reception cover has now been re-instated. The Clerk is to invite Mrs. Ruth Marlow, Managing Director, MDC and Christina White, Property Services, MDC to the next meeting to discuss the future of the Town Hall.

7804. WARSOP CEMETERY – The Chairman gave a report of the meeting with Sally Curtis at the cemetery and the plans to improve the look of it, he outlined some of the proposals. He commented that as soon as we have the proposals and schedules in writing, they will be presented at the next meeting and that the Parish Council should give their full support for the improvements provided it is what the public want.

7805. 3 PARISHES WALKS – The Clerk told the meeting that another successful day was had with around 80 walkers, she told of plans to introduce new walks working in partnership with the Warsop Footpaths and Countryside Group. All the groups were very grateful for the £10 donation from the Parish Council. Cllr. J. Allin thanked the Clerk for all her hard work organising this annual event.

7806. WARSOP AND DISTRICT NEWS – The Clerk told the meeting that the June edition will be a record edition for revenue as she had taken on a lot of new advertisers. Cllr. J. Allin, once again thanked Tania for all her hard work, each edition goes from strength to strength.

7807. MEDEN VALE 2000 – Minutes not received. (Holidays)

7808. WPRA/TOWN CENTRE GROUP – Minutes received for information only.

7809. WARSOP AREA ASSEMBLY – Minutes not received – no meeting

7810. MEDEN VALLEY MAKING PLACES – Each member received a copy of an update, contracts are to be exchanged on 7th June Bellway Homes with be the new owners of the Royal Estate land.

7812. NOTTINGHAMSHIRE COUNTY COUNCIL
Cllr. J. Allin spoke of the excellent work funded by BBC which is now complete at the Cenotaph, He will continue applying pressure to get the road humps out and another traffic calming measure put in. Cllr. S. Moody told the meeting that there is no signage around Birklands School warning motorists that there is a school. Cllr. J. Allin will look into it.

7813. MANSFIELD DISTRICT COUNCIL
Cllr. A. Wetton said there is nothing to report as they have not yet had their first meeting since the election results.
