MINUTES of the Meeting of the Parish Council held on Monday 18th June, 2007 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. J. Kerr, (Chairman), M. Kavanagh (Vice-Chair), A. Wetton, (Mansfield District Councillor), S. Shields (Mansfield District Councillor), B. Smith, D. Priest, S. Moody, E. Hill and J. Heald.
PC Dave Booler, Warden Sam Chapman, Adrian Hardy, Carnival Committee, Members of the public and CHAD Reporter.
Apologies for Absence: Cllrs. J. Allin (Nottinghamshire County Councillor), B. Lilley (Mansfield District Councillor).

7815. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items. Declarations have been changed.

7816. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on Monday 21st May, 2007, were circulated and accepted as a true record.

7817. CASUAL VACANCY – 3 nominations were received for co-option, Peter Crawford was duly elected as he is the only candidate who lives in the Meden Ward. Cllr. S. Moody proposed, Cllr. M. Kavanagh seconded, The Chairman asked for a show of hands the result was 8 for and 1 against.
RESOLVED: Cllr. Peter Crawford co-opted to the Parish Council.

The Chairman closed the meeting to allow:
PUBLIC PARTICIPATION
1. A member of the public complained about the amount of weeds around the town.
2. Complaints were made about the double parking on Sherwood Street.
3. Adrian Hardy, Carnival Committee told the meeting that programmes are now on sale at various outlets in the Parish at a cost of £1. He asked if there was any plans to develop the eyesore that was Nettleworth Garage and if the footbridge on the Carrs could be checked for safety before the carnival.

THE MEETING WAS RECONVENED – The Chairman reconvened the meeting.

7818. MATTERS ARISING OUT OF PUBLIC PARTICIPATION:
1. Cllr. A. Wetton commented that MDC had not treated weeds all over the district and
the flower beds had not yet been planted. He suggested a letter be sent to the Mayor.
2. Cllr. A. Wetton told the meeting that the Wardens had been issuing warning tickets
to motorist and the PCSO’s will soon be issuing fines.
3. Cllr. A. Wetton commented that old Garage site would be developed in the future.
4. The Chairman will ask that the bridge be checked.

PC Dave Booler asked if Crime and disorder could be moved further down the agenda as he had only just arrived. The Chairman agreed and carried on with the next agenda item.

7819. PLANNING & APPLICATIONS - Received up to 1st June 2007
a.11 Manor Road – 2 storey rear extension
b. Hall Farm Cottage, Sookholme – single storey side rear extension
c. The Rectory – Works to trees covered by a tree preservation order
d. The Rectory – Works to trees within a conservation area
e.23 Oakfield Avenue – Car port to side
f. Somerfield – Installation of automated teller machine
g. Co-op – Resubmission – illuminated signage
h. 73 Egmanton Road – 1st floor rear extension
i. Mercury Garage, Carter Lane – Demolition of existing workshop, office and
storage buildings and construction of new MOT bay, tyre bay and offices
Decisions:
a. Fire Station – Provision of low impact security fencing and gates – granted

7820. APPOINTMENT OF REPRESENTATIVES – The Chairman deferred this item to the next meeting.

7821. WARSOP CEMETERY – Sally Curtis, Registrar of Cemeteries, gave a talk on the proposed plans to improve the look of the cemetery which include removing all the meadow grass and levelling the ground then re-seeding it with slow growing grass in the 2 older areas, improving the entrance with shrubbery beds and heathers, taking out some of the small bushes and pruning the others. The cremated remains section would benefit from being levelled, re-turfed and the plaques placed on paving slabs to stop them from sinking into the ground this would also give an area to place a vase or pot. Repairs to the paths and the turning area, the toilet block to be brought back into use and more water points are also planned for the future. The works are to be done over a 2 year period, but not until the public have been consulted, notices will be placed all around the cemetery and regular updates will be published in the Warsop & District News. Sally is to confirm all the proposed improvements in writing and provided that the public are in favour of the changes, the Parish Council will give their full support to the project. Discussion took place with suggestion of what other improvements that could be made.

7822. CRIME AND DISORDER – PC Dave Booler reported that burglaries have increased on retail and household and the police team are trying to set up Neighbourhood Watch schemes. Friday nights are an ongoing problem and the team are trying to work with Manor Sports Complex to bus teenagers there between the hours of 8pm-10pm to use the facilities. Cllr. S. Shields thanked PC Booler for completing the Triathlon and donating all his sponsorship money to Meden Vale Youth Club.

7823. WARSOP ROAD SAFETY GROUP – Roger Dodman reported that he has arranged a meeting with John Mann MP, Cllr. John Allin and 2 members of the group on 29th June. He asked for the Parish Council’s full support, The Chairman asked members who agreed but Cllr. B. Smith commented that the problems will always be the same.

7824. WARSOP NMT & YOUTH COUNCIL – Cllr. S. Moody reported that there will be an open day at the Business Park on Burns Lane, with business advisors on hand, refreshments will be provided. The youth council has 3 new members and will be meeting again soon.

7825. WARSOP TOWN HALL – Mrs. Ruth Marlow, Managing Director will attend the next meeting to announce the intentions of MDC for the future of the building.

7826. MEDEN BATHS – The Clerk has been in contact with John Mann’s Office but has had no reply.

7827. WARSOP AND DISTRICT NEWS – The Clerk reported that the July edition is almost finished and the front page will be dedicated to the Carnival.

7828. MEDEN VALE 2000 – Minutes not received. (Holidays)

7829. WPRA/TOWN CENTRE GROUP – Minutes received for information only.

7830. WARSOP AREA ASSEMBLY – Minutes not received – no meeting

7831. MEDEN VALLEY MAKING PLACES – Each member received a copy of an update, contracts are to be exchanged on 7th June Bellway Homes with be the new owners of the Royal Estate land.

7832. FINANCE & GENERAL PURPOSES WORKING PARTY - Minutes of last meeting were circulated to members for information.

7833. AUDITS – year ending 31st March 2007. The Clerk reported that the internal audit had been completed by Barrie Woodcock and that the annual return is to be sent to Hacker Young, the external auditors by 29th June.

7834. RECEIPTS AND PAYMENTS ACCOUNTS – Each member received a copy of the accounts and all were satisfied with the figures. The general reserve account is almost at its advised level.

7835. HACKER YOUNG – Each member received a copy of the letter sent with the annual return.

7836. ANNUAL RETURN – Statement of Accounts – APPROVED and duly signed by the Chairman and the Clerk.

7837. ANNUAL RETURN – Annual Governance Statement – APPROVED and duly signed by the Chairman and the Clerk.

7838. BANK INTEREST AND SIGNATORIES – Barrie Woodcock recommended that the Clerk tell the bank to stop taking the tax on interest paid and claim back the last six years. It was recommended by the F&GP Working Party that new signatories be added to the account, Tania Barlow, John Kerr and Marion Kavanagh. It was agreed.

Section 137 – F&GP recommend that the limit be lifted from £100 and each
application considered on its merit. Also increase the amount available.

Bank Transfer of £4,000.00 required to pay the accounts a – m AGREED

7840. ADMIN ASSISTANCE – It was recommended by the F&GP Working Party that the admin budget which was allocated at the beginning of the new financial year now be spent giving The Clerk authority to administer it as and when she needs help. The Webcentre will provide the staff and invoice the Parish Council accordingly.

7841. NEW COUNCILLOR TRAINING – Cllrs. S. Moody and E. Hill will attend one of the NALC’s training sessions.

7842. NOTTINGHAMSHIRE COUNTY COUNCIL – In the absence of Cllr. J. Allin, Cllr. A. Wetton wish to congratulate The Clerk for all her hard work to get the Warsop War Memorial and the area around it, back to its former glory, applying for BBC funding to get the work completed.

7843. MANSFIELD DISTRICT COUNCIL – Cllrs. A. Wetton and S. Shields said there was nothing to report as the officers had all been in training.

7844. DATE OF NEXT MEETING - Monday 16th July 2007
