Warsop Parish Council Meeting Minutes - 16th July 2007

MINUTES of the Meeting of the Parish Council held on Monday 16th July 2007 in the Council Chamber, Town Hall, Market Warsop.
Present: Cllrs. J. Kerr, (Chairman), M. Kavanagh (Vice-Chair), J. Allin (Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor), S. Shields (Mansfield District Councillor), D. Priest, E. Hill and J. Heald.
Adrian Hardy, Carnival Committee, Mrs Ruth Marlow, Managing Director of MDC and CHAD Reporter.
Apologies for Absence: Cllrs. B. Lilley (Mansfield District Councillor), S. Moody and B. Smith.
PC Paul Bacon and Warden Sam Chapman.

7845. DECLARATIONS OF ACCEPTANCE OF OFFICE – Cllr. P. Crawford duly signed the Acceptance of Office book and was witnessed by The Clerk.

7846. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items. Cllr. P. Crawford asked that he be added to Age Concern. Declarations have been changed.

7847. APPOINTMENT OF REPRESENTATIVES – It was agreed to re-instate Cllr. P. Crawford onto the Finance Committee.

7848. RE-APPOINTMENT OF FINANCE OFFICER – Cllr. A. Wetton proposed and Cllr. J. Allin seconded that Cllr. P. Crawford be re-appointed to the role and it was agreed unanimously.

7849. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on Monday 18th June, 2007, were circulated and accepted as a true record and would be signed by the Chairman after a couple of amendments requested by Cllr. A. Wetton.

The Chairman closed the meeting to allow:

PUBLIC PARTICIPATION
Adrian Hardy Carnival Committee reported on the weekend which went very well, the weather was good with just one downpour on Sunday, he thanked the Chairman, MDC and the Mayor for getting the bridge repaired in time and the Parish Council for their support and said he would be not be standing next year. Discussions about the success of the Carnival took place and Cllr. A. Wetton thanked Adrian for all his hard work and asked him to re-consider standing down next year.

THE MEETING WAS RECONVENED – The Chairman reconvened the meeting.

7850. MATTERS ARISING OUT OF PUBLIC PARTICIPATION – There were no matters arising.

7851. CRIME AND DISORDER – The absence of PC Paul Bacon, The Clerk conveyed his thanks to Adrian and the Carnival Committee for inviting himself and PC Dave Booler to open the Carnival and judge the floats, they both had a most enjoyable day. The Clerk also read out a short report to tell the meeting that door knocking has started in Meden Vale and Church Warsop asking residents what crime issues they have, Warsop will follow. She also told Cllr. E. Hill that PC Bacon would be visiting the Manager of Bargain Booze today regarding the problems with the delivery lorries. PC Bacon will be holding his first surgery in the Clerk’s office on Thursday 26th July 3-5pm and every last Thursday in the month.

7852. WARSOP TOWN HALL – Mrs. Ruth Marlow, Managing Director of Mansfield District Council gave a talk about the possible future of the building but has still heard nothing from Nottinghamshire County Council confirming that they want to quit the lease, so until notification is received from NCC no definite plans can be made. Discussion took place at length, many suggestions were made and Mrs. Marlow said that she would try and get a timescale from NCC when they would be planning to quit and meet with the Parish Council again to discuss matters further, it was suggested that a sub-group be formed. She also suggested a public consultation to see what services are required and see if the Parish & District Councils can provide joint provision of local services, a lot more discussion is required before any decisions can be made. Cllr. P. Crawford asked how much did MDC sell part of the car park for? Mrs. Marlow replied that it was gifted to Meden Valley Making Places. The state of the building and outbuildings were also discussed, together with the lack of disabled access to the Council Chamber. The Chairman commented that he has had discussions with Anita Bradley, Standards Committee and there may be funding available for disabled access.

7853. PLANNING & APPLICATIONS - Received up to 29th June 2007

The Rectory – Works to trees covered by a tree preservation order – granted

The Clerk read out an extra application received in the mornings post:
e. Adjacent bungalow 1a Portland St – Detached chalet bungalow & garage.
No comments were made on any of the applications.


7854. WARSOP CEMETERY – The Chairman reported on a meeting he had with Sally Curtis and Martin Thurman after receiving several complaints about the state of the Cemetery, the terms of the maintenance contract are not being adhered to and Martin is looking at a rolling contract to make improvements each month. The Chairman is positive that things will start to improve soon. Cllr. A. Wetton commented that it all comes down to funding and with the cut backs on parks and leisure it is doubtful that MDC be able to deliver the services.

7855. WARSOP ROAD SAFETY GROUP – Roger Dodman reported that he and another member of the group have had a meeting with John Mann MP, Cllr. Stella Smedley, Cllr. J. Allin and Highways Officers at NCC and it was agreed that no alterations would be made on Sherwood Street until a full investigation has been carried out. Highways Officers came out to Sherwood Street to register the noise levels when lorries drive over the cushions, Barry Dawson from Bowrings kindly demonstrated. Roger wished to make it clear that if cushions are taken out another traffic calming measure would be put in its place. Discussion took place, Cllr. J. Allin talked about other traffic issues in the Parish and The Chairman thanked the group for all their hard work.

7856. WARSOP NMT & YOUTH COUNCIL – In the absence of Cllr. S. Moody there was no report.

7857. MEDEN BATHS – The Clerk has been in contact with John Mann’s Office but has had no reply, it was agreed a letter be sent to John Mann MP.

7858. WARSOP AND DISTRICT NEWS – The Clerk reported that the August edition is almost finished and will be delivered next week, there will be no September edition due to her annual leave.

7864. NEW COUNCILLOR TRAINING – Cllr. E. Hill reported that himself and Cllr. S. Moody attended the training and found it most informative.

7865. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. J. Allin gave a report on the Highways issues he is looking into in the Parish, including a 30mph speed limit from the Windmill down to the bridge, Clumber Street becoming one way out onto the A60, Eastlands Lane traffic lights (not hopefully on this one), Bishops Walk onto A60 sensor traffic lights (this maybe a possibility when the new housing development is built), 40mph speed limit from top of Cuckney Hill, Sookholme Lane footpath to the new John Fretwell Cricket Club (meeting with Neil Hodgson next week) and Birklands School signage he is putting in his own funding in with funding from NCC to get this done quickly. Cllr. A. Wetton commented that a co-ordinated approach is needed for Eastlands Lane, Bishops Walk & Cuckney Hill.
Cllr. Allin also told the meeting that the Environment Agency and County Council are looking at flood defences in Warsop Parish and Shirebrook.

7866. MANSFIELD DISTRICT COUNCIL – Cllr. A. Wetton reported that there is a council meeting tomorrow, there is no Leisure Strategy and no one to look after it, Eddie Smith will be present to add an action plan. With the 2012 Olympics the government are pushing for more involvement in sport and it is very poor that MDC have no portfolio for leisure and culture and no strategy for a swimming pool. Cemetries and Parks will also suffer with the cut backs introduced by MDC. Cllr. S. Shields told the meeting Meden Vale did not put in for ‘In Bloom’ this year because of the state of the nature reserve, trees are still done and the river is polluted, she has reported this to MDC several times but still nothing has been done. The Play Strategy is also suffering because of no action.

7867. DATE OF NEXT MEETING - Monday 17th September, 2007. As all members are now in receipt of the new guide for the Code of Conduct, the Clerk suggested that the Parish Council adopt it at the next meeting.
