MINUTES of the Parish Council meeting held on Monday 24th April, 2006 in the Council Chamber, Town Hall, Market Warsop at 6.30 pm.

Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), J. Allin, (also Nottinghamshire County Councillor), S. Shields, A. Wetton, (also Mansfield District Councillors) D. Priest and V. Jennings.

Apologies for Absence: Cllrs. B. Smith, R. Morton, (also Mansfield District Councillor), L. Graham, M. Kavanagh and D. Avison.

7553. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items.

7554. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 20th March, 2006 were accepted as a true record.

The Chairman closed the meeting for public participation, he introduced Carola Jones from the Rural Community Council. She gave a very interesting talk and answered questions from members about Parish Plans, how to develop them and what they achieve.
Cllr. J. Allin suggested an update on the Action Plan 2000 to see what had been done and what needed to be done for the future.
The Chairman thanked Carola for attending the meeting.
He then invited the member of the public to speak before closing public participation.

7555. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
There were no matters arising.

7556. CRIME AND DISORDER
The Clerk read out an email from Insp. Sam Wilson which highlighted the continuing problem with congregation of youths and catapult type damage to windows on High Street and surrounding areas, it is proving difficult to tackle do to the sheer numbers. She has written to numerous parents about the behaviour of their children. The use of a “Mosquito” device has been secure at Meden Vale. There has been a recent rise in domestic in Church Warsop, which she is looking into.
PCSO Dee Eyre introduced herself, and reported that we should soon have another PCSO, together with the wardens she answered questions from members.

Cllrs. A. Wetton and S. Shields left the room before the next agenda item.

7557. PLANNING APPLICATIONS
a. 3 Caunton Cl, Meden Vale – 2 storey extension & conservatory to rear
b. 18 Eastlands Ln, Church Warsop – subdivision of property into 2 res units
c. 2 Argyle Close, Warsop – single storey rear extension
d. 16 Sookholme Lane, Warsop – Conservatory to rear etc
e. Land at Cherry Grove – Outline for residential development
f. William Wood Farm Bungalow – demolish and re-build 2 storey dwelling
g. 4b Burns Lane, Warsop – Change of use to pizza take-away
h. 26 Forest Road, Warsop – Outline for 2 two storey dwellings
Members requested more information for e. and suggested a complaint letter be sent regarding the problems with the urban boundary regarding h.

7558. MEDEN SWIMMING BATHS
The Chairman reported on the 2 visits to swimming pools for the WLSP with John Mann MP and informed members that a sub-committee has been formed to develop a business plan for a new pool for Warsop. Cllr. J. Allin reported that there has been an offer of land and also the possibility of a large amount of money being provided from NCC, working together with John Mann MP the outlook is positive.

7559. TREES – ROBIN HOOD AVENUE
The Clerk reported that she had sent a chase letter asking if there had been anymore progress but had not received a reply, she added that the investigator had told her that it would take time before action could be taken.

7560. DERELICT BUILDING AT SIDE OF TOWN HALL
Cllr. J. Allin reported that he had a meeting with Property Services, who are now in the process of taking it out of the lease.

7561. CEMETERY
Each member had been given a copy of a letter from Sally Curtis and the Chairman proposed that the information required be supplied by WAVES, it was seconded and carried unanimously.

7562. WARSOP AND DISTRICT NEWS
The Clerk reported that the May 2006 edition would be out on Wednesday.

7563. AUDIT FOR YEAR ENDING 31ST MARCH 2006
The Clerk reported that she had received notification from Hacker Young that the external audit needed to be completed by 30th June and she has asked Barrie Woodcock, the internal auditor to come in on Friday.

7565. MEDEN VALLEY MAKING PLACES
Each member had been given a copy of an update. No comments were recorded.

7566. MEDEN VALE – Roof tiles on flats
Cllr. D. Priest aired his concerns regarding the unsafe roof tiles, some have been falling off and could easily injure people. Cllr. S. Shields offered to take the problem up with MDC.

7567. MEDEN VALE 2000 – Minutes were circulated to all members for information.

7568. WARSOP AREA ASSEMBLY – No minutes received – meeting this week.


7569. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information. Cllr. J. Allin reported that the work on the pavement improvements on High Street will start in May, an application for funding from the Lottery has been made for improvements on Sherwood Street.

7570. NOTTS. COUNTY COUNCIL
Cllr. J. Allin reported that Meden Valley Making places will be launching the new cycle track, footpaths and woodland area at Warsop Vale on 10th May, a commemorative mug will be presented to each walker on the 3 Parishes Walks. BBC have offered 50% of the funding to the Market Cross for Warsop and the Warsop Town Centre Action Group are looking for the rest of the funding. 2007/8 BBC are to provide funding to drop kerbs to provide parking on Jackson Terrace, Meden Vale. Cllr. Allin has checked the progress of this year’s BBC projects and as soon as Bishop’s Walk is finished work will start on the War Memorial. The Clerk read out an invitation from BBC to be held at Thoresby Hall Gallery on 4th July, it was agreed that the Clerk, The Chairman and Cllr. A. Wetton will attend.

7571. MANSFIELD DISTRICT COUNCIL
Cllr. A. Wetton reported that the Doorstep Green Project at Church Warsop will be official opened this Saturday 29th April and he wished to thank all the volunteers who have worked really hard on this project. He also commented on the achievements of the Friends of the Carrs, again all volunteers producing fantastic work.


7572. DATE OF THE NEXT MEETING
The next Full Parish Council Meeting which will be the Annual General Meeting will be held on Monday 15th May, 2006

Before The Chairman closed the meeting he asked for a vote of thanks to all the volunteers of the groups in the Parish who work tirelessly for our community.

He then thanked everyone for attending and closed the meeting at 8.15pm
