MINUTES of the Parish Council Annual General Meeting held on Monday 19th
June 2006 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. P. Crawford (Chairman), A. Wetton, (Mansfield District Councillor), J. Kerr, B. Smith, D. Priest and V. Jennings.

Neighbourhood Wardens. Apologies noted and accepted.
7601. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - Declarations remain the same as the last meeting with the addition of Cllr. Smith and P. Crawford declaring a personal interest in agenda item Barnsley Building Society.
7602. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, the Annual General meeting held on Monday 15th May 2006 were circulated and accepted as a true record.
PUBLIC PARTICIPATION - The Chairman closed the meeting.
1. Stuart Moody, the Vice-Chairman of the Carnival Committee thanked the Parish Council for all their support for Warsop Carnival. He told the meeting that programmes are now on sale for £1 at various locations in the Parish. He also stated that himself and the Chairman, Greg Fritchley will be resigning from the committee, as there is a lot of work involved in organising the Carnival and unfortunately they have no longer got the time to spare for next year. All members of the Parish Council showed their appreciation with a vote of thanks for all their commitment.
2. A member of the public asked the Parish Council what they knew about the property 16 Church Street and the proposed plans for it.
THE MEETING WAS RECONVENED - The Chairman reconvened the meeting.
7603. MATTERS ARISING OUT OF PUBLIC PARTICIPATION
2. As this is a project that the WPRA are looking at, The Chairman asked the Clerk to write to the member of the public and pass on the contact details.
7604. CRIME AND DISORDER
a. Letter from Richard Townsley, Senior Neighbourhood Warden, MDC, a copy was given to each member. Cllr. A. Wetton commented that it was understandable the reasons that Mac was moved but as the Wardens get established and accepted by the public we do not want to keep losing them to other areas and we certainly need Mark to stay in Warsop. The Clerk informed the meeting that a new Warden was in training at Warsop, his name is Sam and he will attend the next Parish Council meeting. The Parish also has a new PCSO Karen who will be working with Dee.
The Clerk read out an email from Insp Sam Wilson which gave an update on the Neighbourhood Policing Model, Warsop Birklands will come on line on 26th June and that she is advertising for a new beat manager for Steve Skevington who is due to retire in October. The Mosquito device seems to be having some effect on High Street, youngsters are still congregating but the sound is irritating and there are fewer numbers and less reports of problems.
The Clerk told the meeting that she had received a number of complaints about fly posting, the culprit has been visited by the wardens, he was very amenable and has taken down all the posters.
A copy of a letter from the Nottinghamshire Police Authority regarding the Proposed Force Mergers and Policing Plan 2006/7 was circulated to members together with a questionnaire to be returned by 7th July.
7605. PLANNING APPLICATIONS
a. Letter from MDC – Re: Land at Cherry Grove
Cllr. Wetton commented that there may be an issue of access on this application.
b. Letter from East Midlands Planning Aid Service
Copies of the above letters were circulated to members prior to the meeting and there appears to be a discrepancy between the two letters as to the correct allotted time for comments to be sent into planning 14 days or 21days. Cllr. B. Smith suggested that this be deferred to the next F&GP meeting for further discussion.

The Chairman asked that the Clerk keep the weekly list supplied by MDC and date them when received.
7606. MEDEN SWIMMING BATHS - Meden Swimming Pool was discussed and the campaign has been stepped up with a Business Plan Meeting for a new pool and a full meeting of the Warsop Local Strategic Partnership which took place this week. More information is needed with regard to the proposed new school and what sports facilities will be included before the project can be moved forward.
7607. TREES – ROBIN HOOD AVENUE - The Clerk reported that she had received a telephone call from Network Rail saying that as the trees are no danger to trains and there is no legal right to light, they were not going to do any pruning of the trees on Robin Hood Avenue and had no plans to do anything in the future. The Parish Council agreed that the Clerk write again to Network Rail, John Mann MP, Mansfield District Council and the residents who are upset because they are being denied light.
7608. DERELICT BUILDING AT SIDE OF TOWN HALL -This was discussed but no more information was available, the Parish Council agreed that this is dragging on and needs to be moved forward and agreed a letter be sent to The Leader of NCC, with copies being sent to Roger Latham the Chief Executive and Cllr, J. Allin.
7609. CEMETERY - The Parish Council have now received the documents required from WAVES and agreed that they be sent to Sally Curtis as requested.
7610. WARSOP AND DISTRICT NEWS - The Clerk told the meeting that the July edition of the Warsop & District News is almost finished and would include a lot of information about the Carnival.
7611. PARISH PLAN - Cllr. John Kerr told members about a meeting with Sue Budden RCC and the Clerk, as Cllr. J. Kerr was unavailable another meeting will be arranged once the Clerk & himself are familiar with the procedure and have looked at the Community Action Plan 2000.

b. Charter 88 – copy circulated to each member – Campaign for a modern democracy – empowering citizens and local councils regarding the decline of small shops on high streets. It was agreed that the Parish Council pass a resolution of support.
c. East Midlands Regional Assembly - copy circulated to each member
d. Friends of The Carrs – thank you letter for the donation of £200
e. JAG – Letter read out regarding the future development of Doorstep Green asking the Parish Council for financially support to make up 30% of funding that they have been awarded of £2,800 from the Countryside Agency, they now need £1,200 to provide more litter bins, seats and tables. It was agreed to defer this for further discussion at the next F&GP meeting.
7614. MEDEN VALLEY MAKING PLACES – Each member received a copy of an update. Cllr. J. Kerr commented that the demolition seems very slow with not a lot happening on the Royal Estate. Cllr. A. Wetton suggested inviting Carol Avison from MVMP to do a presentation at the next meeting. Cllr. B. Smith suggested that a letter be sent to Stephen Normington, MDC Planning regarding the Parish Council’s thoughts on the car parking situation in Warsop and now that MVMP had CPO’d some of the Town Hall Car Park, it would make the parking situation worse and would they consider a car park on the Pizza Stop site, after demolition. A copy of this letter to be sent to MVMP.
7615. WARSOP NMT – The Chairman informed the meeting that the Annual General Meeting of the WNMT would be held on Tuesday 18th July, 6.30pm at the Longden Terrace Miners Welfare and everyone is welcome.
7616. BARNSLEY BUILDING SOCIETY – The Chairman told the meeting about
the closure and was sorry that Warsop was to lose another banking facility,
and the jobs would be lost. Members agreed that a letter asking them to re-consider
with a copy to Mr. Jacques.
7617. WARSOP VALE WAR MEMORIAL – The Clerk has received information from both Cllr. S. Taylor and MDC as to the procedures of adding names onto War Memorials and it seems the process is rather involved and must be directed through the Wars Graves Commission, it was agreed that the Clerk pass on this information to the Royal British Legion for them to pursue it further.
7618. MEDEN VALE 2000 – No minutes received as the meeting doesn’t take place till Monday.
7619. WARSOP AREA ASSEMBLY - Minutes were circulated for information only – Cllr. A. Wetton commented that Roger Routledge will be attending the meeting talking about the LDF and suggested that the Parish Council invite him to the our next meeting to update us on the LDF. It was agreed.
7620. WPRA/TOWN CENTRE GROUP - Minutes were circulated for information only – no comments were made.
7621. NOTTINGHAMSHIRE COUNTY COUNCIL – As the County Councillor was absent, no report was given. A highway issue was raised regarding and accident on Wood Lane, Church Warsop and it was suggested that the 30m speed limit signs were not visible due to overgrown vegetation. A letter to Peter Thom is to be sent and is to include other Highway issues and an invitation be extended for the next meeting from him to address the concerns. An email via Cllr. Allin was read out from a resident experiencing problems with the Sommerfield lorries delivering early in a morning, a letter to Sommerfield passing on the residents complaints be sent.
7622. MANSFIELD DISTRICT COUNCIL – Cllr. A. Wetton had nothing more to report as issues regarding MDC had been dealt with under other agenda items.
7623. APPOINTMENT OF REPRESENTATIVES – It was agreed to change the list to include the Parish Plan Working Party and replace Cllr. L. Graham with Cllr. S. Shields.
7624. DATE OF NEXT MEETING - Monday 17th July, 2006.
