MINUTES of the Parish Council Meeting held on Monday 17th July 2006 in the
Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. P. Crawford (Chairman), M. Kavanagh (Vice-Chair), J. Allin (Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor), S. Shields (Mansfield District Councillor) J. Kerr, B. Smith and D. Priest.
Apologies for Absence: Cllrs. R. Morton (Mansfield District Councillor), D. Avison, L. Graham and V. Jennings.
Apologies noted and accepted.
7625. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST - Declarations remain the same as the last meeting.
7626. MINUTES OF PARISH COUNCIL MEETING - The minutes of the last Parish Council meeting, on Monday 19th June 2006 were circulated and accepted as a true record.
PUBLIC PARTICIPATION – The Chairman closed the meeting for Public Participation
and introduced Rob Routledge, Planning Policy Manager who gave members a talk
on the LDF and answered questions. The Chairman thanked Rob Routledge for
an interesting talk.
THE MEETING WAS RECONVENED - The Chairman reconvened the meeting and as there were no matters arising out of public participation the Chairman proceeded
7627. CRIME AND DISORDER
Crime and Disorder was discussed, the Chairman reported problems with youths down Carr Lane and asked the Clerk to pass the details onto the Wardens and a copy of a press release was circulated regarding the departure of Ch Supt Ak Khan and the temporary appointment of Ch Supt Nick Holmes.

At the recent F&GP meeting is was recommended that Cllr. J. Kerr be appointed as Planning Officer and is to meet in the Clerk’s Office every week to check planning application on Mansfield District Council website.
7629. MEDEN SWIMMING BATHS - Cllr. J. Kerr reported on the Business Plan Meeting, plans of the proposed new Meden School are needed before a decision is made as to what extra facilities are to be included.
7630. TREES – ROBIN HOOD AVENUE - The Clerk has written to Network Rail who have sent out another investigator, MDC legal department, no reply received to date, and to John Mann MP, who has also sent a letter to Network Rail but confirmed that there is no legal right to light. It was agreed to send another letter to Mansfield District Council to see if they could take down the trees and invoice Network Rail.
7631. DERELICT BUILDING AT SIDE OF TOWN - A meeting has been arranged to discuss the derelict building at the side of the Town Hall with Elizabeth Sanders on 1st August and the Clerk read out a letter which stated that NCC have no objections to the Parish Council taking the derelict building. It was agreed that the Chairman, Vice-Chair, Cllr. J. Allin, Cllr. J. Kerr and the Clerk attend the meeting.
7632. CEMETERY - The documents required have now been sent to Sally Curtis.
7633. PLAY AREA AT TOP OF APPLETON STREET – This item was discussed and it was noted that the Clerk has been in touch with Tim Downes, Parks and Street Care Services Manager at MDC to investigate and get the site tidied, as this is no longer a safe place for children to play. Mark, Warden has also spoken to him and was told he hopes to get the vegetation cut down by the end of this week.
7634. WARSOP AND DISTRICT NEWS - The Clerk told the meeting that the August edition of the Warsop & District News is almost finished and will include an introduction to the Parish Plan.
7634. PARISH PLAN - Cllr. J. Kerr reported that there was still a lot of ground work to be done before this can proceed but he is looking at a questionnaire being published in the October edition of the Warsop News.

JAG asked the Parish Council for £1,200. The F&GP working party recommended that the section 137 payment be made without prejudice and Cllr. J. Allin agreed to pay £1,000 from his ward initiative budget towards the application.
Cllr. J. Kerr read out a letter from NCC Oakdale Learning Centre regarding the progress of Aaron Kennelly from Warsop, Cllr. Kerr donated his Chairman’s Allowance and with other sponsors Aaron has started an apprenticeship with Mansfield Town Football in the Community. Cllr. A. Wetton suggested that another letter be sent to GOEM regarding the proposed development at Spion Kop to ask why it has taken 7 months to call-in the planning application.
7637. MEDEN VALLEY MAKING PLACES – Each member received a copy of an
update, Cllr. J. Kerr commented that the demolition has picked up pace. Cllr.
J. Allin commented that the new plans are in and Warsop will not be getting
another car park. The Town Hall car park will be reduced from 18 spaces to
7638. BARNSLEY BUILDING SOCIETY – The Clerk reported that she had sent a letter asking Barnsley to re-consider closing the branch and she had heard that the closure was due to new financial regulations which the Barnsley can not meet.
7639. MEDEN VALE 2000 – Minutes were circulated for information only. Cllr. J. Allin told members that there was to be an amended set of minutes due to a misprint on something he had reported on.
7640. WARSOP AREA ASSEMBLY – No minutes were received. Several members made comment about the way that the last meeting was chaired and were appalled at the way Carol Avison, who gave a presentation for Meden Valley Making Places, was treated. Cllr. A. Wetton proposed that a letter be sent to Mansfield District Council. Cllr. Kerr seconded the motion and the motion was carried with a majority show of hands. Cllr. B. Smith was against.
7641. WPRA/TOWN CENTRE GROUP - Minutes were circulated for information only – no comments were made.
7642. NOTTINGHAMSHIRE COUNTY COUNCIL – Cllr. J. Allin told members that he had a meeting with Gordon Albery regarding various Highways issues in the Parish, the lines have been re-done at the roundabouts at the Windmill. The Clerk read out an email from Neil Hodgson saying that the War Memorial project would be completed by the end of October. An email was circulated to members from John Mann MP reporting that he has invited the Transport Minister to come to Warsop and experience the road humps.
7643. MANSFIELD DISTRICT COUNCIL – Cllr. A. Wetton had nothing more to add as all MDC issues had been addressed under agenda items.
7644. DATE OF NEXT MEETING - Monday 18th September, 2006.
The Chairman thanked everyone for attending and closed the meeting at 8.20pm
