MINUTES of the Parish Council meeting held on Monday, 19th September, 2005
in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr (Chairman), J. Allin (Nottinghamshire County Councillor), S. Shields (Mansfield District Councillor), D. Priest and L. Graham.
Neighbourhood Wardens and members of the public.
Before opening the meeting the Chairman wished to thank Malcolm Lees Choir for the invitation to their concert at the Palace Theatre, it was a wonderful evening and he would like to send a letter of thanks to them.
Apologies for Absence: Cllrs. P. Crawford (Vice-Chairman), A. Wetton, (Mansfield District Councillor), D. Avison, R. Morton (Mansfield District Councillor), B. Smith, V. Jennings and M. Kavanagh. Apologies noted and accepted.
Mr. Charlie French, Welbeck Cricket Club sent his apologies and hopes to make the next meeting. Cllr. J. Allin reported that there is a problem on match days with parking on Oakfield Lane and the entrance to Wellington Close. The Clerk reported that she had already sent a letter regarding this and had spoken to Mr. French who had assured her that he had done everything possible to stop this problem re-occurring by putting signs up and talking to his members and opposing teams but the problem seems to be with visitors/spectators to the club.
7429. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial interests related to agenda items.
Cllr. J. Allin asked for Cllr. B. Smith be taken off Association of Labour Councillors to be replaced by himself.

7430. MINUTES OF PARISH COUNCIL MEETING
Minutes for the Parish Council meeting Monday 18th July, 2005 were accepted as a true record.
The Chairman closed the meeting.
Two members of the public reported on the state of the cemetery, the paths had been repaired but weeds are starting to come through already, grass cutting are all over the graves again and nothing has been done about the weeds on the older graves and the toilets.
The Chairman asked them to report the complaints to Sally Curtis, Registrar
of Cemeteries. The Clerk gave them her telephone number. Cllr. J. Allin suggested
that a site meeting be arrange with all those present at the last meeting
to discuss a way forward with this continuing problem. Mansfield District
Council has not carried out what they promised and complaints are still being
received. Cllr. J. Allin added that he thought the only way to resolve this
situation was for Warsop Parish Council to take over the maintenance of the
cemetery with the budget MDC have allocated.
All members agreed.
THE MEETING WAS RECONVENED
7431. CRIME AND DISORDER
The Neighbourhood Wardens gave their monthly report. Cllr. J. Allin reported that funding is now in place till 2008 and thanked the Wardens on their continuing hard work. It was the opinion of all members that the Wardens are now doing more work than the Police and felt that the Parish receives no support from Warsop Police. More officers, a new CPSO and Specials to patrol the Parish have been promised but still nothing has happened. It was suggested that another letter be sent with another invitation for the Local Area Commander to meet the Parish Council to find out why the Parish is not being supported.
7432. PLANNING APPLICATIONS

d. Nettleworth Manor - Up-grading of Junction
e. 45 Forest Road, Warsop - Conservatory to rear
f. Moorfield Farm, Church Warsop - demolition of existing bungalow
Plans now available for inspection: a, b, c & d.
No comments were made.
Cllr. J. Allin reported that planning permission has been re-submitted for the residential development at Spion Kop and will include a village hall.
7433. MEDEN SWIMMING BATHS
A copy of a letter from Meden School had been presented to each member supporting the campaign to keep Meden Baths open. The Chairman reported that the questionnaires had been a success with many being returned, it was agreed that as soon as the October Warsop & District News was delivered the boxes would be opened and the response monitored. Cllr. J. Allin reported that the Meden School are due for a re-build in 2007/08 and are looking into including a new sports centre and wet facility.
7434. TREES - ROBIN HOOD AVENUE
The Clerk reported that she had checked with residents and no work has taken place and will send a chase letter to Network Rail, including a cutting from a recent National Newspaper article about their safety procedures regarding overgrown vegetation.
7435. DERELICT BUILDING AT SIDE OF TOWN HALL
The Clerk reported that no reply had yet again been received from Elizabeth Sanders, NCC but Bob Wallace, NCC was to get involved to see if he could get the project moved forward. Cllr. J. Allin will pursue the matter and report to the next meeting.
7436. WARSOP AND DISTRICT NEWS
The Clerk reported that the first edition with the new Designer was a success with lots of positive comments being received. She also told the meeting that the paper had received a Highly Recommended Award from The Association of Nottinghamshire Newsletters. The Chairman thanked Tania once again for all her hard work and the continuing success of the paper. The Clerk reported that herself and Cllr. P. Crawford had implemented measures now to reduce the risk of non-payers.
7437. RISK ASSESSMENT
It was agreed to appoint a Grants Officer, Cllr. L. Graham and a Responsible Finance Officer, Peter Crawford.

7439. MEDEN VALLEY MAKING PLACES
Each member received an update and the Clerk told members she was trying to arrange a meeting with the sub-committee in October. More demolitions are to take place soon and the outline plan has been submitted by Bellway.
7440. MEDEN VALE 2000 - Minutes were circulated to all members for information. The Chairman congratulated them on their silver award for most improved village in the East Midlands in Bloom competition and the Clerk reported that it was the front page story for the October edition.
7441. WARSOP AREA ASSEMBLY - Minutes were circulated to all members for information.
7442. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information. Cllr. J. Allin told members that the market is now breaking even and suggested that at the next F&GP meeting it be proposed that a donation should be agreed to support the market and be included in the precept for next year.
7443. NOTTS. COUNTY COUNCIL
All members received copies of Countylink, Planning & Property Briefing and Travel and Transport Briefing. The funding from BBC is now in place for the War Memorial, a site meeting was held last month with Kathryn Mayhew, Greenwood to outline what is to be done. The cleaning of the Memorial has still not been agreed by James White, the Conservation Officer for MDC but tests have been carried out by WAVES Home Maintenance as to the best way to clean it. Once a specification for the work has been received quotations can be obtained and if needed, match funding applied for.
Cllr. J. Allin reported that there have been several community groups applying for the BBC funding for next year and it was agreed that the Parish Council would not apply this time unless any member could suggest a project by 30th September.
7444. MANSFIELD DISTRICT COUNCIL
Cllr. S. Shields told members that there is nothing to report but will be attending a meeting tomorrow and will report back to the next full council meeting.
7445. DATE OF THE NEXT MEETING
Monday 17th October, 2005
Before closing the meeting, Cllr. D. Priest reported that there has been a burst water pipe in Meden Vale for 5 weeks, he has reported it several times but no one has been out. Cllr. J. Allin said that he and other people had also reported it and suggested that members report it again tomorrow.
The Chairman thanked everyone for attending and closed the meeting at 7.30pm
