MINUTES of the Parish Council meeting held on Monday 21st November, 2005
in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr (Chairman), P. Crawford (Vice-Chairman), J. Allin
(Nottinghamshire County Councillor), A. Wetton, (Mansfield District Councillor),
R. Morton (Mansfield District Councillor), S. Shields (Mansfield District
Councillor), B. Smith, V. Jennings D. Priest and M. Kavanagh.
Neighbourhood Wardens and a CHAD reporter.
Apologies for Absence: Cllrs. D. Avison, and L. Graham. Apologies noted and
accepted.
7466. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items.

7467. MINUTES OF PARISH COUNCIL MEETING
Peter Crawford asked about minute number 7463 as to whether Cllr. J. Allin
had a report from Gordon Albery, unfortunately Cllr. Allin had not been to
County Hall recently because of his operation but as soon as he was able to
attend he would discuss the issues with Gordon. Discussions took place and
Cllr. A. Wetton suggested that Gordon be invited to the next full Council
Meeting in the New Year to give an update on highways issues in the Parish.
Minutes for the Parish Council meeting Monday, 17th October, 2005 were accepted
as a true record.
As there was no public the Chairman did not close the meeting and continued with the next agenda item.
7468. CRIME AND DISORDER
Each member received a copy of an e-mail from Insp. Same Wilson regarding
the progress of the policing of the Parish. The wardens reported that Meden
Valley Making Places were now on phase 4 of the demolition programme and Cllr.
A. Wetton reported that planning permission had been granted for the first
phase of building. The wardens also reported that action was being taken with
the problem of teenage gangs, they are working in partnership with the Police
to stop this recurring problem together with monitoring under-age drinking.
Cllr. D. Priest pointed out that a long-serving officer at Warsop, PC Clyde
Derbyshire is leaving and it was agreed that a letter from the Parish Council
thanking him for his hard work in the Parish should be sent.
7469. PLANNING APPLICATIONS

b. 80 Stonebridge Ln - Extension for conservatory
c. 191 Sherwood St - 2 storey rear extension
d. Sherwood St - Demolition of office and workshop, extend sales building
inc office, toilet & store, replace car wash, add 2 jetwash bays &
parking.
The Clerk reported that she had requested plans for d. Cllr. A. Wetton explained
that the Workshops at the back will remain, 2 extra pumps are being put in,
the old factory at the side is to be demolished, BP are to take over, opening
longer hours and providing a convenience shop. He also reported that the Spion
Kop development had been recommended to be accepted.
7470. MEDEN SWIMMING BATHS
The Chairman gave a report of the meeting held at Meden School regarding the
future of the baths but there seemed to be a problem as to the ownership of
the swimming baths, it was thought to be Mansfield District Council but at
the meeting it was revealed that Nottinghamshire County Council owns them,
it was proposed that a trust take over the baths but until ownership is established
for definite nothing more can be done. The Chairman presented the results
of the questionnaire and the support letters from all the schools to Portfolio
Holder for Leisure and Social, Cllr. Danny McCrossan (MDC). Cllr. Wetton was
certain that MDC own the baths even though it is on NCC land, they would have
been handed back to MDC when the Urban District Council became Warsop Parish
Council and ceased to own anything, handing everything back to MDC. Discussions
took place and Cllr. A. Wetton asked for a vote of confidence for the Chairman
to continue to pursue this matter on behalf of the Parish Council. It was
proposed, seconded and the motion was carried unanimously that the Chairman,
with the help of the Vice-Chairman and the Clerk carry on supporting the campaign
to keep the swimming baths open.
7471. TREES - ROBIN HOOD AVENUE
The Clerk reported that a chase letter had been send but no reply has been
received, it was suggested that contact be made with MDC to see if this problem
is an environmental issue.
7472. DERELICT BUILDING AT SIDE OF TOWN HALL
The Clerk reported that Elizabeth Sanders, Property Services, NCC was to meet
with the Clerk tomorrow morning at the Town Hall. All members agreed that
the Chairman should also be present.
7473. STOCK YARD - LITTLE JOHN AVENUE
The Clerk reported that a letter had been sent to MDC but as yet no reply
had been received. Cllr. J. Allin reported that the stock yard would now be
at Bowrings up at the Windmill.
7474. REMEMBRANCE SUNDAY
All Councillors who attended agreed it was the best yet, the band were very
good, Rev Mark Cantrill delivery a powerful service and it was an excellent
turn out. Thanks were recorded to Cllrs. P. Crawford and D. Priest for helping
the boy who fainted at the service and it was reported that he is now well.
The Clerk presented the bill for band and asked that this be included in the
budget for next year as there has not been a band for many years, a provision
was not made in this years budget. In future we need to budget this amount
for each year. It was agreed to pay it now and include the payment in next
year's budget as well as the payment for 2006.

7475. CEMETERY
All members were given a copy of a letter received from Sally Curtis, Registrar
for Cemeteries MDC. Cllr. A Wetton gave his concerns regarding the Parish
Council taking over the maintenance contract from MDC and warned that the
Parish Council must be very careful before making any kind of decision on
the matter, discussions took place and all members agreed that there would
have to be many meetings with MDC before a final decision can be made.
7476. WARSOP AND DISTRICT NEWS
The Clerk reported a record month for the November edition with a revenue
figure of £1,780. The December edition is ready to go to the printers,
there is no January paper, the next one being February 2006.
7477. BUDGET REVIEW & F&GP RECOMMENDATONS
All members were given copies of the review and recommendations, it was proposed,
seconded and carried unanimously that the recommendations be accepted. The
Clerk also asked that an annual donation be made to RAYNET the voluntary communications
organisation who provide their services free of charge to the 3 Parishes Walks
every year, without this organisation the walks would not be able to continue.
Cllr. B. Smith proposed that it be deferred to the next F&GP meeting.

7479. MEDEN VALLEY MAKING PLACES
The Clerk reported that she had not received an update but had spoken to Carol
Moon who is new in post who suggested a meeting in the New Year.

7481. WARSOP AREA ASSEMBLY - No minutes received.
7482. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information.
7483. NOTTS. COUNTY COUNCIL
Cllr. J. Allin reported that the footpaths had been completed on Woodland
Grove and the railings have been started on Bishops Walk. He also reported
that a letter from John Mann MP is to be sent out regarding the speed humps,
they will eventually be taken out but it will take time for funding to be
found.
7484. MANSFIELD DISTRICT COUNCIL
Cllr. A. Wetton reported that he had been approached by Sharon Thomas, Parks
Manager at MDC if the clock face could be moved from the bowling green as
it can no longer be seen because of the hedges and fencing, and be placed
at the top of Dawney Hill in a raised flower bed so everyone can see it coming
into Warsop. She would like the Parish Council's permission to move it. Cllr.
B. Smith suspected that the clock face would have been donated by the Urban
District Council and proposed that permission be granted for it to be moved,
it was seconded and carried unanimously. The Clerk is to put it in writing
to Sharon.
Discussions took place regarding the difficulties faced by Parish Councillors
being on the Planning Committee at District.
7485. JOHN MANN MP - Bassetlaw Health Service Petition
The Chairman told members that it they wished to sign the petition the Clerk
would have it available at the end of the meeting.
7486. BOLSOVER DISTRICT COUNCIL - LDF
The Vice-Chairman is to have another look at this and send in any comments
that may be relevant to the Parish.
7487. DATE OF THE NEXT MEETING
A list of the meetings for next year were given to each member and were agreed.
The first full council meeting for 2006 is Monday 16th January. The next F&GP
meeting to discuss the final recommendations for the precept will be held
on Monday 9th December.
The Chairman thanked everyone for attending and closed the meeting at 7.45pm
