MINUTES of the Parish Council meeting held on Monday 18th April, 2005 in
the Council Chamber, Town Hall, Market Warsop at 18.40 hours after the Annual
Parish meeting.
Present: Cllrs. J. Allin, Chairman, J. Kerr Vice-Chairman, A. Wetton, (Mansfield
District Councillor), B. Smith (Nottinghamshire County Council), R. Morton
(Mansfield District Councillor), S. Shields (Mansfield District Councillor),
D. Priest, V. Jennings and P. Crawford
Local Planning Manager, MDC, Chad Reporter, 2 Committee Members of Warsop
Carnival and Neighbourhood Wardens.
Apologies for Absence: Cllrs. D. Avison, M. Kavanagh, and L. Graham. Apologies
noted and accepted.
7340. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items.

7341. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 21st March, 2005 were accepted as a true record
with the alteration of D. Avison being added to those present.
7342. PUBLIC PARTICIPATION
The Chairman opened the meeting for public participation. He introduced Mansfield
District Council's Local Planning Manager, Allan Whitelaw who gave a short
presentation on the Mansfield District Council's New Local Development Framework
2005-2008 which replaces the old Local Plan. He informed the Parish Council
that information would soon be available on the website and would keep the
Clerk up to date with any developments.
He invited the two representatives of the Carnival Committee, Stuart Moody
and Greg Fritchley to give a talk on the Carnival for 2005. They reported
that are planning 3 main arena acts, more interactive displays and "Battle
of the Bands". The theme is the community, their slogan being "Done
for the community, by the community".
THE MEETING WAS RECONVENED
The Chairman thanked Allan Whitelaw for attending and giving us his informative presentation. He also thanked Stuart Moody and Greg Fritchley for keeping the Parish Council informed of the progress of our Carnival, he assured them that the donation of £5,000 would be presented to them soon.
No matters arising out of Public Participation.
7343. CRIME AND DISORDER
The Neighbourhood Wardens gave their report stating that they have completed
part of their enforcement powers training and this should come into force
in May for Dog Fouling and Litter Dropping with the issuing of fixed penalty
notices.
7344. PLANNING APPLICATIONS
a. Royal Estate - demolition of 22 properties
b. 69 Mansfield Road - change of use from wasteland to garden/nature reserve
Discussion ensued but no objections were raised.
7345. WARSOP CARNIVAL
The Chairman wished the new committee every success and asked that they keep
the Parish Council informed of their progress.
7346. MEDEN VALLEY MAKING PLACES
The Clerk reported that the 22 properties on the Royal Estate are scheduled
to be demolished mid June. The Show Home at Warsop Vale is now open, an article
with photos will appear in the May edition of the Warsop and District News.
Meetings have been held with developers but no decisions have been made as
to who it will be yet. The Chairman suggest the Pizza Stop, once knocked down
would make an ideal car park. Cllr. B. Smith suggested a letter be sent to
MVMP with this suggestion.
7347. WARSOP NMT
The Clerk reported that a the Warsop's It's a Knockout held on Meden School
field on Monday 11th April was a success with children of all ages turning
out for the event. Apparently this is a 30 week programme but no one has been
informed that there is something happening each week.
7348. WARSOP AND DISTRICT NEWS
The Clerk reported a record month for revenue for the April edition of £1,735.00
she hopes that this will continue as with rising costs in fuel the transport
cost has already increased by £25.96 per month. The contracts for both
Pen-it and Mortons are up for renewal in September and it is expected that
there will be prices increases, the revenue will need to be increased to cover
for this. The Chairman again thanked Tania for all her hard work.
7349. MEDEN VALE 2000 - Minutes were circulated to all members for information.
7350. WARSOP AREA ASSEMBLY - Minutes were circulated to all members for information.
7351. TOWN CENTRE GROUP - Minutes were circulated to all members for information.
7352. BANK BALANCES AND ACCOUNTS FOR PAYMENT

The Clerk informed members that the precept has been paid by Mansfield District
Council and was waiting for it to clear in the bank. With this knowledge the
members agreed that the cheque should be raised for Warsop Carnival and as
soon as monies were confirmed the cheque be presented. V0185

7353. CORRESPONDENCE
a. Thank you letter - Women in Focus - The Clerk read out the letter which
thanked the Parish Council for their generous donation of £250.00.
b. Government Office for the East Midlands - copy sent out with agenda
Information regarding the publication of the Regional Spatial Strategy for
The East Midlands (RSS8).
c. Letter from a resident in Meden Vale - copy sent out with agenda.
Complaints of rubbish and household waste being dumped in the far corner
of the allotment area. Cllr. V. Jennings has had a meeting regarding this
problem with Leicester Housing Association (LHA), the resident
who complained unfortunately was not present but will be contacted by
LHA and the problem will be addressed.
d. Copy of a letter sent to Bowrings re: Motorbike Nuisance at Warsop Quarry
copy sent out with agenda - The Chairman advised that he had had meetings
with Bowrings and Mansfield District Council and it was discussed at length
with members, several suggestions were made but with no real solution to the
problem. The Chairman will continue to report.
e. Information from defra re: Quality Status - to be given out at meeting.
f. Information from Community Action for Wildlife - to be given out at the
meeting with a booklet on free Training Opportunities.
g. Thank you letter - Cancer Support Warsop - The Clerk read out the letter
which thanked Cllr. J. Allin for generously donating his Chairman's
Allowance of £250.00.
h. Letter from Childline - copy sent out with agenda. In view of the ruling
under Section 137 LGA 1972 that donations must directly benefit the community,
it was discussed as to whether a donation could be granted and was deferred
to the next F&GP meeting (to be held before 18th May). The Chairman asked
the Clerk to contact NALC regarding our legal position.
7354. NOTTS. COUNTY COUNCIL
Cllr. B. Smith reported that elections were of importance at the moment and
had nothing else to report. The Vice-Chairman thanked Cllr. Smith for his
support of a project in Meden Vale under the BBC Initiative as he had just
received confirmation of funding.
7355. MANSFIELD DISTRICT COUNCIL
Cllr. P. Crawford asked questions regarding Mansfield District Council Planning
Committee and Cllr. W. Wetton as a member of the Planning Committee answered
them. He also asked about MDC finances and Cllr. A. Wetton assured him that
they were constantly under review. The subject of the proposed closure of
Meden Baths which was featured on the front page of last week's CHAD was discussed
but as there has been no planning applications submitted to MDC it was regarded
as a rumour.
7356. REMEMBRANCE SUNDAY 2005
The Chairman reported that a meeting had been arranged for Thursday 28th April.

The Chairman thanked the representative of the CHAD for attending and closed the meeting at 8.30pm
