MINUTES of the Parish Council meeting held on Monday 17th January, 2005 in
the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr Vice-Chairman, B. Smith (Nottinghamshire County Council),
R. Morton (Mansfield District Councillor), S. Shields (Mansfield District
Councillor), D. Priest, V. Jennings, D. Avison, P. Crawford and L. Graham
Chad reporter, A Warden, Warsop Police Beat Manager and members of the public.
Apologies for Absence: Cllrs: J. Allin Chairman, A. Wetton, (Mansfield District
Councillor), M. Kavanagh, and. Apologies noted and accepted.
In the absence of the Chairman, the Vice-Chairman, John Kerr chaired the meeting.
7279. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to

7280. MINUTES OF PARISH COUNCIL MEETING
Minutes for the meeting Monday 15th November, 2004 were accepted as a true
record.
The Chairman closed the meeting to allow an open session for Public Participation

7281. MATTERS ARISING OUT OF PUBLIC PARTICIPATION

7282. CRIME AND DISORDER
Mark Carrington, Neighbourhood Warden gave a report on the wardens progress.
Warsop Police Beat Manager, Steve Skevington was introduced and answered questions
from Councillors.
7283. PLANNING APPLICATIONS
a. Former Wood Bros Site, Spion Kop - Residential development of 65 dwellings.
The Clerk was asked to request detailed plans from Mansfield District Council
and when any site visits are planned that a member of the Parish Council be
present. Cllr. D. Priest asked about a village hall, the Clerk replied that
she had been informed that provision has been made for a community centre
and it will be run by WPRA.
7284. MEDEN VALLEY MAKING PLACES
The Clerk read out an e-mail from MVMP which stated that the demolition project
would start in February and that they were in discussions with Pizza Stop.
Cllr. S. Shields asked the Clerk to set up a meeting with the sub-committee
and MVMP before the next full council meeting for an update.
7285. WARSOP NMT - Nothing to report
7286. WARSOP AND DISTRICT NEWS
Clerk reported that the February edition is in the process of being put together
with more new advertisers and good article content. She added that her aim
is now to continue to raise the advertising revenue to pay towards the extra
hours involved in producing the paper.
7287. MEDEN VALE 2000
Minutes were circulated to all members for information only.
7288. TOWN CENTRE GROUP - Minutes not yet received.
7289. AUDIT OF ACCOUNTS YEAR ENDING 2003/2004
The Clerk reported that the Annual Return has now been audited by Hacker Young.
7290. ACCOUNTS YEAR ENDING 2004/2005
The Finance and General Purposes Working Party recommended that the reserve
funds be transferred to future projects as follows:

at a meeting on 17th January 2005
1. To transfer £23669 (from Millennium Fund, WLCA & CCTV) to the
General Fund
2. To transfer £5000 from General Fund to Xmas Lights (Xmas lights paid
for this year (2004/2005)
3. To transfer £5000 from Carr Car Park to General fund (Carrs car park
paid for BBC Notts CC Initiative)
4. To transfer £8000 from the General Fund to New Council Offices
5. To transfer £5363 from the General Fund to Wood Street
6. To transfer £11,655.51 from the General Fund to Capital Reserve Fund

The Finance and General Purposes Working Party recommended that the Precept
be set at £42,456 this was proposed, seconded and the motion carried
unanimously.

7293. CORRESPONDENCE
a. Netherfield Infants School - The Clerk read out a thank you letter for
the section 137 payment granted of £200 towards a portable stage.
b. Kenneth Harry Bletcher - Each member was sent a copy of an e-mail asking
for the Parish Council to give recognition for a lifetime achievement to Mrs
Elsie Stubbins (Miss Elsie Caunt) for education of Warsop pupils and her involvement
in various groups that helped the social life better for everyone in Warsop.
Cllr. B. Smith suggested a letter be sent from the Parish Council thanking
her.
7294. WARSOP CEMETARY
The Clerk has arranged a meeting with members of Mansfield District and Warsop
Parish Council for Monday 24th January.
7295. TRANSPORT GRANT
The Clerk reported that the Parish Council have now received half the grant
of £5,000 and the second payment of £5,000 will be paid at a later
date. She also reported that she had taken legal advice from SLCC as to whether
the Parish Council could be agents for the monies from Notts County Council
to purchase a bus in order to claim the VAT back, this can only be done if
the Parish Council own the bus.
7296. NOTTS. COUNTY COUNCIL
Cllr. B. Smith commented on various issues including the recent achievement
award given to the County Council, footpaths, home safety checks being offered
by the Fire Service and the temporary closure of Welbeck Youth Club, he also
reported that the polling station for Warsop Vale would now be at Malcolm
Sargison Centre.
The Clerk reported that she had submitted 3 suggestions to the Local Transport
Plan, lay-bys outside the chemist and the Willows on Church Street, a crossing
outside Kwik-Save and unused bus shelters to be moved from Church Warsop to
Meden Vale.
7297. MANSFIELD DISTRICT COUNCIL
Cllrs. S. Shields and R. Morton had nothing specific to report as there has
been no meeting but reported that the problem of motorists parking on pavements
in being looking into in all areas in the district. All members where handed
a letter from Joanne Favill asking for the Parish Council's support on a business
support project call Bizz Fizz, a mobile unit offering business advice, is
was agreed to send a letter of support.
7298. WAR MEMORIAL
The Clerk reported that she had spoken to the secretary of the Royal British
Legion, Alan Priest and Rev. Kathryn Herrod regarding the problems on Remembrance
Sunday, a new sound system has been purchased, there is funding in place for
a band and arrangements have been made for Meden School band to play at the
Cenotaph. Rev. Kathryn Herrod suggested part of the service take place in
church. A meeting will be arranged with them before the next full council
meeting.
