MINUTES of the Parish Council meeting held on Monday 18th
July, 2005 in the Council Chamber, Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Kerr (Chairman), J. Allin (Nottinghamshire County Councillor),
S. Shields (Mansfield District Councillor), R. Morton (Mansfield District
Councillor), B. Smith, D. Priest and M. Kavanagh.

Apologies for Absence: Cllrs. P. Crawford (Vice-Chairman), A. Wetton, (Mansfield
District Councillor), L. Graham, D. Avison and Neighbourhood Wardens. Apologies
noted and accepted. V. Jennings not present, no apologies given.
7406. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL
INTEREST
The Chairman drew the attention of Members to the requirement for them to
declare any personal or prejudicial interests related to agenda items. Cllr.
B. Smith no longer on WAVES. Cllr. J. Allin reported that Warsop Landmark
had now been closed and the remaining monies (£6,126.00) had been presented
to SureStart.

7407. MINUTES OF PARISH COUNCIL MEETING
Minutes for the Annual Parish Council meeting Monday 16th May, 2005 were accepted
as a true record.
PUBLIC PARTICIPATION
The Chairman closed the meeting.
Stuart Moody, Carnival Committee thanked the Parish Council for their support
and The Chairman for being present on the day. It was a very good turn out
and apart from a few hitches everything went well. The Chairman thanked the
new committee for their organisation of a fantastic day and to congratulate
them for a very professional job. All members wished the new committee all
the best for future Carnivals and will continue to support them.
THE MEETING WAS RECONVENED
7408. CRIME AND DISORDER
In the absence of the Neighbourhood Wardens the Clerk read out their report
which included the crack down of underage drinking with a large purge on Carr
Lane around the bowling pavilion. They will continue operations in this area
with the Police and the Anti-Social Behaviour Team.
All members were given a copy of the reply from Insp Sam Wilson acknowledging
that there had been problems with Police visibility in the Parish reported
that she has appointed a new PCSO Neil Smith and Andy Smith our previous PCSO
has been allocated to Warsop as a permanent Police Officer after finishing
his training. Also 5 new Special Constables now working from Warsop Police
Station and is considering placing an extra officer at Warsop Police Station.
7409. PLANNING APPLICATIONS
a. Site opposite Hostess, Sookholme - New cricket ground
Plans were presented for inspection.
b. Carr Lane, Warsop - Wheelchair access ramp
c. 6 Blankleys Yard, Old Church Warsop - LB consent lowering of path
d. Bath Lane Farm, Sookholme - 2 storey rear extension (re-submission)
e. 184 Mansfield Road, Warsop - Garage and internal alterations
f. Meden Vale Post Office - Alterations to shop front
g. 22 Oakfield Ave, Warsop - front & rear extensions & detached outbuilding
h. 24-26 High St, Warsop - New shop front, gutter, downpipes & windows
i. 6 Cumberland Avenue, Warsop - 2 storey rear/side extension
j. 26 Morven Terrace, Warsop - detached garage
No comments were made but the Parish Council would like to be kept informed
of the progress on the new cricket ground.
7410. MEDEN SWIMMING BATHS
All members received a copy of a letter in reply from Mike Farley, Head of
Leisure and Technical Services at Mansfield District Council. The Chairman
commented that it was a good fob-off letter and that the Parish Council should
move to step up the campaign. Several members commented on the implications
of the closure of Meden Baths for the schools in the Parish. Costs would increase
to take pupils swimming out of Warsop and the travel time would lessen the
time spent in school. The Chairman and The Clerk are to get together and comprise
a questionnaire to appear in the September edition of the Warsop & District
News and all members organise dropping off places for the completed questionnaires.
The Clerk also suggested getting all the schools involved by providing the
Parish Council with letters of support for the campaign. A letter informing
Mansfield District Council of the Parish Council's intentions should follow.
7411. TREES - ROBIN HOOD AVENUE
A reply letter had been received from Network Rail confirming that the matter
is being investigated and they will inform the Parish Council when they have
more information. The Clerk is to keep the item on the next agenda and send
follow up letter if no more information is received in the next couple of
weeks.
7412. DERELICT BUILDING AT SIDE OF TOWN HALL
All members were given a copy of a reply letter from Cllr. David Kirkham,
Leader of Notts County Council. "The County Council has no objections
to the Parish Council taking the derelict building. However, there are issues
which need resolving around the County Council's future use and occupation
and I have asked Elizabeth Sanders to meet with representatives of the Parish
Council to discuss this." Cllr. B. Smith suggested a meeting be arranged
with the Chairman, Vice-Chairman and Notts County Councillor. Cllr. J. Allin
also suggested a copy of the letter be sent to Christina White at MDC.
7413. WARSOP CARNIVAL
The Clerk reported that herself and Carol Hill were to form a communications
sub-committee for the carnival to make more information available through
Warsop News and Warsop Web. Cllr J. Allin suggested that Cllr. L. Graham look
into funding for the Carnival. Cllr. S. Sheilds volunteered to sell programmes
through the charity shop at Meden Vale and it was suggested that all members
look for venues were the programmes could be sold even outside the Parish.
7414. WARSOP AND DISTRICT NEWS
The Clerk reported that the 2 year contract with Pen-it Graphics had come
to an end and she has set up a new 2 year contract with Karen Searson of Design2
Studio Ltd. Mortons will continue to print the paper and have a new 2 year
contract. She also recorded an exceptional month for revenue with the July
edition of £1,600 she stated that her intention is to cover the production
and print cost increases of £50 per month and pay the deliverers, taking
the responsibility from the Parish Council to provide any funding for the
paper. She added that Infotech are looking for funding for an admin worker
which the Clerk could use, this would make the paper more viable and free
up some of the Clerk's time to take on more training and attend seminars about
new legislation.
7415. RISK ASSESSMENT
Under the Audit requirements the Clerk has carried out a risk assessment for
the Parish Council and all members received a copy. This item is to appear
on the next agenda for any alterations members may wish to make and to appoint
a Responsible Financial Officer, Cllr. P. Crawford and a Grants Officer, Cllr.
L. Graham.
7416. FINANCIAL REGULATIONS
Following Internal Auditor, Barrie Woodcock's recommendations, the Clerk has
amended the dates on the Financial Regulations to read Audit Regulations 2003
and amended the Contracts section to include Design 2. All members received
a copy of the amended Financial Regulations.
7417. BUDGET & ACCOUNTS REVIEW
Again following Internal Auditor, Barrie Woodcock's recommendation, the Clerk
is now to produce a quarterly budget review, a copy was given to all members
and is to now keep electronic accounts which Barrie has set up on her computer.
This will enable a more efficient accounts procedure. A set of accounts for
year ending 31st March was given to all members and it was recommended by
the Finance and General Purposes Working Party that the accounts be approved.
It was agreed that the accounts were approved
7418. ANNUAL RETURN AND AUDIT FOR YEAR ENDING 31ST MARCH 05
The Statement of Assurance was approved by the Council.
Cllr. B. Smith wished to record the appreciation of the Parish Council for
Tania's consistent hard work.

7420. CORRESPONDENCE
a. Market Warsop Traders Association - Thank you letter.
All members received a copy of this letter which thanked the Parish Council
for all their support with the Christmas Lights and highlighted the spiralling
costs with Mansfield District Council not providing the support as they have
in the past.
b. defra - Clean Neighbourhoods and Environment Act 2005.
The Chairman and the Clerk had attended a seminar with the Society of Local
Council Clerks regarding the act and will keep this item on future agendas,
Parish Councils will keep kept informed of all the developments with the Act.
The Clerk is also to send out to all members a copy of an article written
by Paul Clayden, Chief Executive of the Local Councils Advisory Service detailing
the Act.
7421. MEDEN VALLEY MAKING PLACES
All members were given a copy of an update which included confirmation of
the agreed sale of Pizza Stop and the demolition of 22 properties to start
this week. There are only 5 properties left that MVMP are still trying to
contact the owners. MVMP also issued a Press Release this afternoon announcing
that Bellway Homes are the chosen developer - a copy of the press release
was given to all members.
7422. MEDEN VALE 2000 - Minutes were circulated to all members for information.
7423. WARSOP AREA ASSEMBLY - Minutes not received yet as the meeting was only held last week.
7424. WPRA/TOWN CENTRE GROUP - Minutes were circulated to all members for information.
7425. NOTTS. COUNTY COUNCIL
All members received copies of Planning & Property Briefing and Travel
and Transport Briefing.
Cllr. J. Allin reported that it is hoped that the old colliery site at Warsop
Vale will start to be reclaimed at the end August.
7426. MANSFIELD DISTRICT COUNCIL
Cllr. S. Shields told members about the launch of the Local Nature Reserve
Status which will take place on the Carrs Wednesday 20th July starting with
the Friends of the Carrs presentation at 12.30pm followed by a reception at
Mansfield District Council,Civic Centre at 3.15pm. Cllr. J. Allin told members
there is a select commission 3 meeting soon about area assemblies which he
will try to attend.
7427. BASSETLAW/BOLSOVER DISTRICT COUNCILS
A copy of the Local Development Framework has been distributed to all Parish
Councils outside of their districts. No comments were made.
7428. DATE OF THE NEXT MEETING
