MINUTES of the Parish
Council meeting held on Monday 18th October, 2004 in the Council Chamber,
Town Hall, Market Warsop at 18.30 hours.
Present: Cllrs. J. Allin Chairman, A. Wetton, (Mansfield District Councillor), R. Morton (Mansfield District Councillor), V. Jennings, P. Crawford, L. Graham and D. Priest.

7236. DECLARATIONS BY MEMBERS OF PERSONAL AND PREJUDICIAL INTEREST
The Chairman drew the attention of Members to the requirement for them to declare any personal or prejudicial Interests related to Agenda items.

7237. MINUTES OF PARISH
The Clerk reported that she had made an error, missing a payment from the F&GP list in the minutes of the Parish Council meeting held on Monday 20 September, 2004. They were accepted as a true record, with this amendment and will be duly signed by the Chairman once the amendment has been made to minute number 7224.
The Chairman closed the
meeting to allow an open session for Public Participation and invited John
Mann MP to open the session.
John Mann MP delivered his findings on the recent survey conducted in the Parish regarding the speed humps. The conclusion was that 87% of the people who replied to the survey where in favour of traffic calming using an alternative method.
He asked for the support of the Parish Council to be involved in an open public meeting with Nottinghamshire County Council.

7238. MATTERS ARISING
OUT OF PUBLIC PARTICIPATION
The Chairman agreed to support the campaign for removal of the square humps to be replaced with an alternative traffic calming measure, to attend a public meeting and in the first instance write to Nottinghamshire County Council with the Parish Council's views on this matter. He asked for a show of hands to take it forward, most members where in favour, he then thanked John Mann MP for attending the meeting.
7239. CRIME AND DISORDER
Andy Smith, Warsop Community Police Support Officer gave a report on this role in the community, he covers a wider area than the Wardens, conducting a high visibility patrol by bicycle. His area is Market Warsop, Church Warsop, Meden Vale, Warsop Vale and Spion Kop. Like the Wardens, he has no powers to arrest but his role is to report crime, working closely with the Neighbourhood Wardens, ASBO Team and the Police. Cllr P. Crawford asked how to report crime to Warsop Police Station. Andy replied that the station will be open 10am-2pm Mon-Fri or Telephone 420999 ext 3270 (direct to Warsop Police Station), if no one is there to redial 420999. The Beat Manager, Anthony Coleman's mobile number is 07729 546941 and Clyde Derbyshire's mobile number is 07884 061704. He reported that there are more police officers in Warsop all crimes are down and we have a new Sergeant, Mark Webster, who is very keen to address the issues in the Parish. Elijah Porte MacIntyre, Neighbourhood Warden gave a report on the wardens progress, highlighting that even though the Royal Estate is still their main area they are expanding out into all parts of Warsop. The Chairman thanked them both and asked for support from the Parish Council in the future to secure funding to keep the Wardens after 2006 when funding runs out, a possible source would be the precept.
7240. PLANNING APPLICATIONS

Cllr. A. Wetton suggested that the Parish Council support this project and it

c. Enquiry from Meden Vale 2000 for section 137.
The Clerk reported that a Section 137 application form had now been received. The Chairman deferred it to the next F&GP meeting.
The Chairman read out 2 thank you letters from Market Warsop Traders Association for the donation of £5,000 towards the Christmas Lights and from Meden Vale 2000 for the donation of £250 towards projects in Meden Vale.
7242. WARSOP NMT
Cllr. A. Wetton reported that the NMT had supported a bid for alterations to Sherwood Junior School.
7243. WARSOP AND DISTRICT
Clerk reported that the November edition has been put together and is with the design team Pen-it Graphics, with several new advertisers the revenue would cover costs and the article content was very good. Andy Smith asked to be informed of the deadline dates.
7244. MEDEN VALE 2000 - No minutes received as the meeting is tomorrow.
7245. TOWN CENTRE GROUP
- Minutes were circulated to all members for information only. The Chairman
pointed out that plans had been submitted for the widening of the A60 to incorporate
a left and right turn into High Street car park and there were talks of closing
the entrance from High Street, suggestions to regenerate that part of High
Street are to be presented to the next Town Centre Group meeting.
He also informed the meeting that Warsop's 19 Market Stalls have finally been returned and are being stored near to the market for ease of transportation and erection, WPRA are to take over the market from MDC in the near future.

7249. FINANCIAL REGULATIONS
It was agreed unanimously agreed to adopt the financial regulations.
7250. TRANSPORT GRANT
In Cllr. M. Kavanagh's absence The Clerk reported that the Parish Council have been successful in obtaining the full transport grant of £10,000.
7251. NOTTS. COUNTY COUNCIL
As Cllr. B. Smith was not present there was nothing to report. Cllr. A. Wetton suggested a letter from Warsop Parish Council thanking him for all his hard work in recently acquiring substantial amounts of funding from NCC Building Better Communities for various projects in the Parish including the car park on the Carrs and the hardstanding for the War Memorial, the new footpath opposite Coggins Lane through to Netherfield Lane, Meden Vale and re-siting of bus shelters in Church Warsop. It was unanimously agreed.
7252. MANSFIELD DISTRICT
a. Warsop Cemetery - letter from MDC
A reply from Danny McCrossan, MDC explaining what improvements have been proposed to be implemented in the near future.
The Chairman reported that the work on the mill bridge had commencing and would take approximately 5 weeks to complete. The Clerk reported that there would be no works taking place on Sunday 14th November.
7253. WAR MEMORIAL
The Clerk reported that the hardstanding and path at the side had finally been done thanks to Cllr. B. Smith approaching NCC Building Better Communities Initiative to incorporate the works with the new car park on the Carrs.
